PV: Can you tell us about the advantages?, hardof Dien Chau district in the process of implementing the Resolution of the District Party Congress, term 31, term 2020-2025?
Comrade Ha Xuan Quang:The Party Committee and people of Dien Chau implemented the Resolution of the 31st District Party Congress in a favorable context: The Politburo issued Resolution No. 39-NQ/TW, dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045 and many policies of the Party and State on socio-economic development; the attention and leadership of the Provincial Party Committee, People's Council, and Provincial People's Committee; the enthusiastic coordination and support of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level. The political system from the district to the grassroots level is united and unified in leadership, direction and organization of implementation; the achievements and experiences in developing fields from previous terms create an important foundation for implementing the goals set out in the Resolution of the 31st District Party Congress, term 2020 - 2025.
However, in addition to the advantages, there are also many difficulties such as the complicated developments in the world security and politics, the prolonged conflict between Russia and Ukraine; the outbreaks of the Covid-19 epidemic with complicated and unpredictable developments have comprehensively and deeply affected the production and business activities of enterprises and people's lives; natural disasters, floods, and epidemics have caused great damage to people and property. The security and order situation in special areas is still potentially complicated; the Government implements policies to stabilize the macro economy, restructure the economy, and tighten public investment; the number of production and business enterprises recovers slowly after the Covid-19 pandemic; a number of reactionary, opportunistic, and politically dissatisfied subjects with many sabotage tricks, causing instability have affected the socio-economic situation of the district.
PV: Phase 2020-2024(By 2025), what achievements has Dien Chau district achieved in implementing the goals of the Resolution of the 31st District Party Congress?
Comrade Ha Xuan Quang:With the focused leadership and close and timely direction of Party committees at all levels, the government, the Fatherland Front, socio-political organizations, and the efforts of the business community and the people of the district, the main targets set out have basically achieved and exceeded the targets of the Resolution of the 31st District Party Congress. Specifically: The economy has grown quite well, the growth rate of production value in the period of 2021 - 2025 is estimated to increase by an average of 12.5% (the target is 10.5 - 11%). The average growth rate of added value in the period of 2021 - 2025 is estimated at 10.4%. Average income per capita by 2025 is estimated to reach 78 million VND, 1.4 times higher than in 2020. The economic structure continues to shift in a positive direction, the proportion of industry - construction and services increases from 74% in 2020 to 85% in 2025; agriculture, forestry and fishery decreases from 26% in 2020 to 15% in 2025.
Implementing well the Campaign "All people unite to build new rural areas and civilized urban areas". Many good and creative ways have been promoted to create a spreading force for the movement to build new rural areas. The rural infrastructure system has developed rapidly, the face of the countryside has changed and flourished. The work of directing the construction of production development models and increasing income has been focused on, the material and spiritual life of rural people has been gradually improved. 100% of communes have been recognized by the Provincial People's Committee as meeting new rural standards, Dien Chau district has been recognized by the Prime Minister as a new rural district in 2023.
There have been many changes in culture and society, the material and spiritual life of the people has continued to improve. Medical examination, treatment and health care for the people have been gradually ensured, the quality of medical examination and treatment has been increasingly improved. Investment in medical facilities and equipment has been focused, some advanced techniques in medicine have continued to be applied. Policies for people with meritorious services and social security have been improved.
National defense, security and foreign affairs are given attention. Every year, the district completes military service as planned, ensuring quality. Political security and social order and safety in the area are stable, with no hot spots.
Focus on urban planning and construction of Dien Chau district in the period of 2021-2030, with a vision to 2050; Complete the urban development program of Phu Dien until 2030; Project to recognize Phu Dien urban area to meet the criteria of a type IV urban area; Project to recognize the expanded Dien Chau town to meet the criteria of a type V urban area. Increase the urbanization rate of the whole district from 2.2% (in 2020) to 23.4% (in 2025).
Regarding the work of Party building, consolidating and building the government, Dien Chau district effectively carried out the work of grasping public opinion, orienting information, paying attention to and promptly handling emerging ideological issues, creating consensus among cadres, party members and people.
The district has seriously implemented the work of inspection, supervision and enforcement of Party discipline, ensuring compliance with principles, processes and procedures as prescribed; thoroughly handling petitions and cases, especially information related to cadres, party members, leaders, etc. Mass mobilization work has created new motivation for people to compete in economic development, hunger eradication, poverty reduction, and building new rural areas and civilized urban areas.
Up to now, Dien Chau district has achieved and exceeded 26/31 main targets of the Resolution; 1/10 economic targets did not meet the plan; 1/14 cultural - social targets did not meet the plan; 1/6 environmental targets did not meet the plan.
PV: As one of the four localities and units selected by the Nghe An Provincial Party Committee as a model congress, there is not much time left until the congress, so what drastic solutions does Dien Chau district need to focus on to continue to complete the goals set out in the Resolutions of Party Congresses at all levels?
Comrade Ha Xuan Quang:Dien Chau district determined: The Politburo issued Resolution No. 39-NQ/TW dated July 18, 2023 on "Building and developing Nghe An province to 2030, with a vision to 2045", the Prime Minister approved the Planning of Nghe An province, in which Dien Chau district is oriented to become a town before 2030, playing the role of a major industrial - service center of the province; the Standing Committee of the Provincial Party Committee issued a Resolution on building and developing Dien Chau district to 2030, with a vision to 2045; development opportunities from important traffic projects being invested in or started such as: North - South Expressway, coastal road, ... are golden conditions for Dien Chau to continue to expand its development space, becoming a large urban area in the East of Nghe An, conveniently connecting with economic centers of the whole country.
Currently, grassroots Party Committees and Party cells continue to review and update the results of implementing goals and political tasks in the area, determined to reach the finish line and exceed the targets for 2024 as well as the resolutions of Party Congresses at all levels for the 2020-2025 term. In particular, actively implementing emulation movements to develop socio-economy, build new rural areas, civilized urban areas, speed up the construction progress of key projects... At the same time, implementing units launch emulation movements, associated with major holidays and anniversaries in 2025 to create a vibrant atmosphere in the entire Party Committee.
There is not much time left until the party congresses at all levels. Along with continuing to solicit opinions and complete the draft political report; reviewing and completing the steps and procedures for the congress personnel... Party committees at all levels in Dien Chau district continue to promote information and propaganda work on the results of implementing resolutions of party congresses at all levels, while striving to complete and exceed the targets set by resolutions of party congresses at all levels. Prepare all conditions to successfully organize party congresses at all levels, the 32nd Dien Chau District Party Congress, term 2025-2030. Strive to turn Dien Chau district into a town before 2030, gradually becoming one of the major industrial and service centers of the province.
