Adjusting commune merger criteria to suit reality

At the conference, voters proposed a number of issues that are of public concern, especially in the education sector. Accordingly, Mr. Dang Sy Tuyen said that textbooks are frequently changed, or textbooks are only used once, causing a waste of resources. Therefore, voter Tuyen proposed that the National Assembly find a solution to overcome this.
Voter Lu Xuan Dien also mentioned the need to review and deal with fake war invalids. Voter Nguyen Trong Tru suggested maintaining the implementation of Decision 22/2013 of the Prime Minister on supporting housing construction for people with revolutionary contributions.
Voters of Hong Thanh commune also requested the National Assembly and the Government to have investment mechanisms and policies, support funding for administrative units after the merger, and support the staff after the merger, streamline the payroll; repair power lines, power systems and relocate power poles after building new rural roads.

Voters also requested the Government and the Ministry of Health to have mechanisms and policies to invest in medical examination and treatment equipment for grassroots health care; continue to have many mechanisms and policies to support the development of agriculture, rural areas, and farmers...
Speaking to voters of Hong Thanh commune, regarding the people's opinions on merging communes and hamlets, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation said that regarding the merger of communes, the Central Committee is calculating very carefully, researching and discussing the criteria to adjust them appropriately.
As for merging hamlets, if there are favorable geographical factors, the merger is associated with a mechanism for implementing budget allocation, and if the staff is arranged reasonably, the allowances for these staff will be increased. In the current conditions, specifically Nghe An, the number of commune, village and hamlet level units is large, if each person only increases a little allowance, but in total it is a very large source of expenditure, while the budget is still difficult.
Regarding the voters' suggestion that there should be a discussion and plan to contribute people's land to enterprises to carry out large-scale agricultural production, avoiding abandoned fields, the Provincial Party Secretary assessed that this was a practical recommendation; Ha Nam province has carried out a pilot project, and Nghe An province has also had a number of implementation models; at the same time, he said that this issue is being mentioned and discussed, and when it is ripe, it will be brought to the National Assembly for consideration.

Regarding the opinion on the handling of war invalids' files that were not handled properly, the Provincial Party Secretary said that the decisions on nearly 600 files recently discovered in Nghe An have been revoked and the money spent on these subjects has been recovered; at the same time, the competent authorities have been assigned to investigate and clarify in order to handle related organizations and individuals according to the law.
The head of the provincial National Assembly delegation also hopes that local leaders will discuss and propagate with the people about this issue, especially to avoid cases of "real war invalids becoming fake war invalids" due to insufficient documents, so the original real documents are discarded and fake documents are made.
Because recently, in nearly 600 files discovered to be fake, there may be people in this category, accordingly, the provincial leaders have discussed with the leaders of Military Region 4 to assess, if correct, complete the files in accordance with the law.

Regarding the issue of rising rural land prices, making it difficult for people to buy, the Provincial Party Secretary suggested that Yen Thanh district not only stop at allowing people in policy families to not buy land through auctions, but the district needs to research policies and plan land areas with lower prices so that people can buy. The Provincial Party Secretary also responded to voters' opinions on education and other issues that voters had opinions on.
