Specifically in Article 6Decree 151/2024/ND-CPRegulations on responsibility for instructing students on safe motorbike driving skills, high schools and vocational training institutions are responsible for organizing students and students' families to sign a commitment to comply with the provisions of the law on road traffic order and safety, including the content that students do not drive motorbikes when they do not meet the prescribed conditions, and do not drive motorbikes when they have not completed the program of instruction on safe motorbike driving skills.

Accordingly, the school will cooperate with the Traffic Police to organize the teaching of safe driving skills for students as soon as they start high school and vocational training institutions. It can be said that the regulation that students are not allowed to drive motorbikes under 50cc without learning safe driving skills is considered a necessary regulation when in fact, in recent years, students who do not have enough skills but still drive vehicles have caused many accidents with serious consequences. In addition, this regulation also creates a premise to develop and promulgate regulations on granting certificates of completion of the safe motorbike driving skills program for students, as a basis for the authorities to check when students participate in traffic on the road as well as handle when students violate.
