Do Luong aims to become a new rural district

Do Luong district currently meets 591 criteria out of the 608 criteria plan, with 29/32 communes recognized by the province as new rural communes (NTM). Currently, relevant levels and sectors, together with the people of 3 communes (Giang Son Tay, Dai Son and Hong Son) are striving to reach the NTM finish line so that in 2021, all communes in the district will achieve NTM; aiming to achieve NTM district status in 2023 and have 15 communes achieve advanced NTM status in 2025.

Focus resources on the remaining 3 communes

The three communes of Giang Son Tay, Dai Son and Hong Son are among the most disadvantaged in the area.Do Luong.Therefore, from the beginning of 2021, the Standing Committee of the District Party Committee worked with 3 localities to remove difficulties and obstacles and propose solutions for implementation.NTM.

Dai Son commune still has 4/19 criteria that have not met the NTM standards: criterion number 2 (traffic), criterion number 6 (cultural facilities), criterion number 16 (culture), criterion number 18 (political system). These difficulties and problems have been promptly resolved by the Standing Committee of Do Luong District Party Committee. Accordingly, relevant departments and offices in the district will organize a specific review of the criteria to direct implementation, and at the same time have appropriate mechanisms and policies to support the construction of technical infrastructure works, in which, along with cement support according to the provincial mechanism, the district supports 700 tons of cement...

Mr. Nguyen Canh Tam - Chairman of Dai Son Commune People's Committee said: With the attention, direction and timely support of the district, it has created an important driving force for the Party Committee, government and people of Dai Son commune to be determined to complete the criteria for building new rural areas. Currently, the commune is focusing on propaganda and mobilization work, arousing the aspiration to build the homeland and villages, creating consensus, solidarity and high determination in building new rural areas. Along with that, focusing on mobilizing resources, taking advantage of support from superiors, and the response of people to integrate the implementation of new rural projects. Currently, the commune has completed 11 km of concrete traffic roads and will soon build another 7 km of concrete roads. The commune also allocated more than 2 billion VND from the local budget to buy 1,500 tons of cement for the projects, in addition, mobilizing people to contribute working days, rocks, gravel, cement to make concrete roads...

For Giang Son Tay and Hong Son communes, due to weak infrastructure, slow development of trade and services, low budget revenue, while people are not bold enough to invest in production and business, there are many difficulties when starting to build new rural areas.

Investment in building cultural institutions and building cultural titles has not been focused on. Propaganda and mobilization work for cadres, party members and people to participate in contributing to building the new rural area has not met requirements; therefore, in Giang Son Tay commune, 7/19 criteria have not been met and in Hong Son commune, 7/19 criteria have not been met. Faced with this reality, the Standing Committee of Do Luong District Party Committee has issued appropriate policies to support communes in completing the new rural area criteria, in which priority is given to supporting cement investment in building technical infrastructure works... With the active participation of all levels, sectors and people, Giang Son Tay and Hong Son communes are determined to complete the new rural area criteria in 2021.

Currently, Do Luong district is focusing resources on prioritizing investment for 3 communes (Dai Son, Giang Son Tay and Hong Son) to meet NTM standards and 2 communes (Dang Son and Yen Son) to reach advanced NTM. The district has invested 3.5 billion VND to buy cement to support communes to build concrete roads and other concerns and assistance.

Determined to reach the new rural district finish line

Do Luong is a quite dynamic area in socio-economic development, therefore, when implementing the National Target Program on New Rural Construction, it received timely attention and support from all levels and localities, especially the reception, support, and joint efforts of businesses and the majority of people, thereby creating motivation and a competitive atmosphere for new rural construction in the district.

The results of implementing the NTM in Do Luong are quite remarkable. In the period of 2010 - 2020, the district mobilized more than 2,080 billion VND (not including people's resources invested in criterion No. 9) to build the NTM (including state budget capital, business investment capital, people's contributed capital, etc.). In 2020 alone, 195.68 billion VND was mobilized, of which the central, provincial and district budgets directly supported 54.344 billion VND, other mobilized budgets were 96.336 billion VND, people's contributed capital was 45 billion VND. The district mobilized people to contribute hundreds of thousands of working days, donated about 640,000 m²Land for building public works such as roads, upgrading village cultural houses.

From the investment support capital of the Central Government, the mechanisms and policies of the province and district have implemented many models of applying scientific and technical advances in crop production, livestock breeding and aquaculture, bringing high efficiency.

Increase income for rural people such as: Model of commercial tilapia farming according to VietGAP standards associated with product consumption in Tru Son commune; growing flowers in greenhouses in Giang Son Dong commune; growing vegetables in greenhouses in Trang Son, Trung Son, Lac Son, Dai Son communes; growing fruit trees in Trung Son, Giang Son Dong communes; high-quality rice model in Tan Son, Hoa Son, Nhan Son, My Son communes; growing peanuts in Tru Son, Thai Son communes; raising chickens and pigs, following VietGAP and biosafety standards in Hong Son, Dong Son, Yen Son, Van Son, Thinh Son, Lac Son, Xuan Son, Hien Son, Giang Son Tay communes. Direct communes to implement a number of models of waste collection, environmental protection and new rural construction. Issue a plan and gradually implement the "One Commune One Product" Program.

From 2012 to 2020, the district allocated 65,910 tons of cement to 32 communes to build grade A and B rural roads. Of which: Cement was allocated by the Provincial People's Committee according to the quota and provided support outside the quota (before 2015, Catholic communes, disadvantaged communes) 61,200 tons, the district budget supported 4,710 tons. In 2020 alone, the total amount of cement allocated to support the communes was 8,650 tons...

Mr. Tran Ngoc Thuan - Head of Do Luong Department of Agriculture and Rural Development said: In the process of implementing the National Target Program on New Rural Construction, Do Luong district has always received attention and support from all levels and sectors, along with the support and active participation of the district and the majority of people, so it has achieved high results. The whole district achieved 591 criteria/plan of 608 criteria; 29/32 communes were recognized by the province as New Rural Communes. In 2020 alone, 5 communes met the New Rural Standards: Giang Son Dong, Bai Son, Nhan Son, Minh Son, Tru Son and had 187 criteria/plan of 435 advanced New Rural Standards.
In 2021, with the determination to build the last 3 communes to reach the NTM finish line, it will mark an important milestone for Do Luong to direct the implementation of the NTM district criteria set in 2022 to submit to superiors for review and assessment for recognition of NTM districts, so that by 2023 it will reach NTM district status and by 2025, 15 communes will reach advanced NTM status.
