(Baonghean.vn) - To ensure effective arrangement of administrative units at district and commune levels in the coming period, Que Phong district proposed that the Central Government issue policies in parallel with the arrangement project.

According to the report of Que Phong district, before the arrangement of commune-level administrative units according to Resolution No. 653/2019/UBTVQH14, dated March 12, 2019 of the National Assembly Standing Committee and implementing the resolution of the Provincial People's Council on merging blocks, hamlets, and villages, the district had a total of 14 administrative units (including 13 communes, 1 town) and 194 blocks, hamlets, and villages.

The implementation of the arrangement of administrative units at the commune level in Que Phong district was carried out: merging 2 communes of Que Son and Muong Noc into the new Muong Noc commune; merging 3 villages of Muong Noc commune and 1 village of Tien Phong commune into Kim Son town to ensure meeting both criteria of area and population.

After the arrangement, Que Phong district now has 13 administrative units (reduced by 1 commune) and 107 blocks, hamlets and villages (reduced by 87 blocks, hamlets and villages).

At the meeting, the leaders of Que Phong district, Muong Noc commune and Kim Son town all affirmed the positive. This is an opportunity to review, evaluate, screen and rearrange the staff and civil servants, both to meet the requirements of streamlining the apparatus, reducing staff, reducing budget expenditures for the management apparatus, and improving the effectiveness and efficiency of the apparatus. In particular, the arrangement of administrative units creates more rationality in terms of administrative boundaries; at the same time, it also supplements economic and human conditions, creating favorable conditions for socio-economic development for the merged unit.

After the reorganization, the political system in the units within the reorganization scope operates stably and effectively and the people are assured.

Regarding personnel work, during the implementation of administrative unit arrangement, at the commune level, Decree No. 34 of the Government and the policy of bringing regular police to the commune must be implemented; however, with the idea of ​​sharing with the merged area, up to this point, out of 22 redundant cadres and civil servants, the district has transferred 12 people to other communes; 10 people have been encouraged to retire under the 108 regime and currently Muong Noc commune only has 1 redundant civil servant.

Besides the positive impacts, Que Phong district and facilities also reflected some limitations, suggesting that the National Assembly and the province need to learn from experience for the next stage of arrangement.

That is, there needs to be a more synchronous policy in parallel with the project of arranging administrative units at commune and district levels, including policies for cadres and people. For cadres, it is impossible to have a higher work intensity while the policies remain the same, or even reduce the policies as in the old Muong Noc commune. This is a type III commune, after the merger it became a type I commune, however, some cadres and civil servants have their policies reduced by 1 - 2 million VND/month. For people, when arranging especially difficult communes and villages into other units, there needs to be a social security support policy, including a health insurance policy...

Concluding the meeting, Ms. Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the proactiveness and positivity of the District Party Committee, People's Council and People's Committee of Que Phong district in implementing the policy of rearranging commune-level administrative units according to the Resolution of the National Assembly as well as resolving post-merger issues.

The Deputy Head of the Provincial National Assembly Delegation also hopes that Que Phong district will continue to pay attention to improving the operational capacity of the political system in the units implementing the arrangement; pay attention to resolving redundant staff; coordinate with the Department of Finance to handle material facilities in the communes and merged blocks and hamlets, avoiding waste.

Along with that is attention to land use planning, new rural construction planning, etc., to meet the requirements of promoting socio-economic development in the rearranged areas.
