17 GROUPS OF ISSUES RAISED THROUGH SUPERVISION

The meeting took place after the Supervisory Delegation worked in a number of localities, departments and branches in the province, and also supervised through reports.

Accordingly, at the working session at the Provincial People's Committee, it was shown that the provincial government has developed a program to practice thrift and combat waste for the 2018-2021 and 2021-2025 periods; at the same time, it has directed agencies, units, and authorities at all levels to implement this overall program.

Budget management and use have been carried out relatively seriously; budget collection from 2017 to present has fulfilled the tasks assigned by the Provincial People's Council; State finance and budget management has been quite flexible, meeting the requirements in performing tasks, ensuring compliance with legal regulations;...

In addition, during the monitoring session, the Delegation requested the Provincial People's Committee to clarify 17 more groups of issues related to the promulgation, implementation and enforcement of policies and laws on practicing thrift and combating waste.

Including contents on management and use of the State budget such as: Annual budget preparation, revenue structure; solutions to prevent budget loss, tax evasion, annual tax debt collection results; results of thrift practice in management and use of non-budget State financial funds managed by the province.

After listening to the explanations of departments and branches on related groups of issues, Standing Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh said that every year, the Provincial People's Committee issues a decision to implement the work of practicing thrift and fighting waste and periodically reviews, evaluates and reports to the Provincial People's Council every 6 months at 2 regular meetings of the year.

These reports have basically comprehensively assessed the relevant contents and are quite complete. Along with that, the province has reviewed and tightened the loopholes and loopholes in management work to improve efficiency in saving and combating waste. The Standing Vice Chairman of the Provincial People's Committee also analyzed and clarified some related contents raised by the Supervisory Delegation at the meeting.

EFFICIENT USE OF LAND AND MINERAL RESOURCES

On behalf of the Supervisory Delegation, concluding the meeting, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Head of the Provincial National Assembly Delegation acknowledged the efforts and results in practicing thrift and fighting waste of the provincial government.

In the coming time, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, requested the Provincial People's Committee to direct agencies, units, and authorities at all levels to develop annual programs on practicing thrift and combating waste on schedule, ensuring the prescribed time, associated with propaganda, raising awareness of this issue for cadres, civil servants, and public employees in many forms. The Provincial People's Committee also needs to continue to pay attention to solutions to increase revenue, prevent revenue loss, foster revenue sources, and recover outstanding debts to the State budget.

On the other hand, in the current period, the public investment portfolio has been built with a focus, key points, no longer spread out. However, to speed up the progress and improve the efficiency of using public investment capital, the Head of the Provincial Delegation of National Assembly deputies suggested that it is necessary to focus on selecting and arranging sufficient capital to complete each project thoroughly and concisely, especially key projects in a rolling manner, not spreading out projects throughout the period.

In particular, for public investment projects with slow capital disbursement, it is necessary to resolutely transfer capital to other projects with good disbursement progress; at the same time, for completed projects with slow payment or projects with poor quality, there must be a mechanism with contractors to improve the efficiency of public investment capital.

Regarding the delegation of autonomy, the Head of the Provincial National Assembly Delegation shared that there needs to be a roadmap for each stage of implementation; however, in some areas such as: Environment, rural water supply... it is necessary to pay attention to the delegation of autonomy associated with stronger socialization; it should not be implemented mainly in the public service units of the health sector as it is now.

Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province Thai Thanh Quy cited the fact that through a survey by the Provincial People's Council, the implementation rate of projects in the list with planning and land use plans is not high, leading to waste of land resources.

Therefore, the Provincial People's Committee needs to direct the review and re-count of unused land areas or ineffective land use, land not used for the right purposes, and projects that are behind schedule, suspended projects, projects that have been extended many times but not implemented; thereby, being resolute in leadership and direction to use and maximize land efficiency.

Regarding mineral resource management, comrade Thai Thanh Quy emphasized the province's viewpoint that for mines related to common materials serving infrastructure and development, attention should be paid to planning and licensing in accordance with regulations and requirements.

As for rare mineral resources, mining licenses must be limited; at the same time, high-rise building construction licenses must not be granted in the core area of ​​Vinh City; the viewpoint of licensing real estate projects is to pay attention to existing residents, connect with project infrastructure for them to benefit; and minimize the relocation and resettlement of people.

The head of the provincial National Assembly delegation also mentioned the need for solutions to continue effectively implementing the work of restructuring the apparatus, streamlining the payroll, and effectively handling the headquarters at the commune, block, hamlet, and village levels after merging administrative units.

In particular, in administrative reform, specifically in handling administrative procedures for people and businesses, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation reiterated the viewpoint of the Provincial Party Standing Committee that it has been, is and will be implemented decisively and resolutely, especially in detecting and handling individuals who violate the law... Thereby, alerting, changing awareness, actions and adjusting the behavior of cadres and civil servants in the process of performing public duties.
