Innovation in leadership methods, determined to bring Tan Ky to comprehensive development

“The Party's leadership method is a system of methods, forms, measures, processes, working styles, and working manners that the Party applies to influence social forces, organizations, and individuals in order to turn the Party's guidelines, policies, and strategies into the awareness and actions of the leadership subjects, thereby carrying out the revolutionary tasks set forth by the Party.”

Innovation in the Party's leadership method is one of the very important contents in the current Party building work, aiming to maintain the Party's leadership role over the State and society in order to contribute to building a clean and strong Party.

The first:Innovation in the work of evaluating cadres, with the viewpoint of taking work efficiency and people's satisfaction as the main measure in evaluating cadres. The Standing Committee of the District Party Committee has issued a plan on implementing a number of measures to enhance the sense of responsibility, rectify the ethics, working style and manners of cadres, party members, civil servants and public employees with measures and solutions such as: Implementing 3-step handling of cadres (directive documents, assigning tasks from superiors to subordinates, if the first time is not completed, the organization will promptly remind and criticize, if the second time is still not completed, the work will be suspended for review to clarify responsibilities, after the review, if the failure to complete continues, then consider and handle).

Implement the construction of work schedules, with the requirement: Each collective as well as individual cadres and civil servants must build a weekly and monthly work schedule at the beginning of the month to carry out tasks. For individuals, the construction of work schedules must closely follow the job position according to the built project, on that basis to evaluate the results and level of task completion of cadres and civil servants.

Monday:Innovation in leadership style, methods, and working methods: Close, specific, scientific, and effective. Most clearly demonstrated in identifying key, prominent, and urgent issues in the area for focused handling. Every year, the Standing Committee of the District Party Committee requires all levels, sectors, and bases to identify key, prominent, and urgent issues and send them to the Standing Committee, on that basis, filter out issues under the authority and responsibility of the sectors and bases, then forward them to request the development of specific plans and time for handling.

For issues under the district's responsibility, the Standing Committee develops a specific plan with assigned leadership, direction, coordination, implementation time, and completion time. Periodically review the implementation results with the set target of completing over 80%/year, for each identified case.

Tuesday:Innovation in leadership and management mechanisms, with the viewpoint: No excuses, no substitution, no encroachment, no overlap, but no laxity in leadership and direction. For issued policies, the State and sectors proactively develop plans and organize implementation; for tasks that have not yet been completed by the deadline or for difficult or complicated tasks, the Standing Committee will meet and discuss specific details to direct implementation. Therefore, the tasks set out during the year, especially the key and outstanding tasks, are basically organized and implemented with good results.

In particular, in 2020, after the District Party Congress, the Party Executive Committee and the Standing Committee of the District Party Committee issued 9 projects out of a planned 11 projects in all areas of economy, culture, society, Party building and the political system. Along with issuing programs and projects for the term and each stage, at each session, the District Party Executive Committee determined specific policies and models in socio-economic development to focus on leadership and direction.

The models identified by the Executive Committee at the meetings were all led, directed and implemented with high efficiency, typically: SRI and ICM improved rice production models;concentrated sugarcane growing modelHigh technology application; livestock farming model far from residential areas; beef cattle farming meeting VietGAP standards...

Thursday:Focus on and effectively implement the exemplary role of leaders and managers, especially heads, through the effective implementation of exemplary regulations issued by the Central Government, the province and the Standing Committee of the District Party Committee.

During the implementation process, it is clearly shown in the following: The heads of Party committees and authorities seriously and fully implement the contact.dialogue with the people(regular and thematic contacts) to listen to and resolve the people's legitimate thoughts and aspirations; in leadership and direction, always implement the viewpoint well: For leaders, there must be a clear viewpoint, clear direction of work, and specific determination of time and responsibility for resolution.

For civil servants, always be proactive, creative, loyal and dedicated in advising and performing tasks; leaders must perform well and set an example in ethics and lifestyle; set a good example in practicing thrift in using the agency's finances and assets, thereby spreading to cadres and civil servants in the agency and unit.

Friday:Focus on building solidarity and consensus to create momentum for development, with the viewpoint: The Standing Committee must be the center of solidarity of the Standing Committee, the Standing Committee is the center of solidarity of the Executive Committee, the Executive Committee is the center of solidarity of the entire Party organization.

16/19 socio-economic targets were achieved and exceeded, of which 7 were exceeded. National defense and security were maintained, no hot spots of security and order occurred in the area; Party building and the political system made much progress, the Party Committee achieved the title of exemplary clean and strong. The great solidarity bloc was increasingly enhanced, the socio-economy had many improvements, many factories and projects were built in the area, creating a premise for the successful implementation of resolutions for the 2020-2025 term.
