Dialogue with grassroots cadres: Improving the quality of leadership and management

In order for the dialogue conference to have good results, the Standing Committee of Thai Hoa City Party Committee had previously developed an outline of the expected contents of the dialogue in various fields and sent it to each ward and commune unit, requesting the grassroots to refer to and screen opinions from the blocks and hamlets to focus on practical opinions within the locality. On that basis, synthesizing the opinions, relating to which departments and branches, then assigning responsibility to those departments and branches to respond. Therefore, at the dialogue session, the opinions raised were all hot, closely following the actual situation at the grassroots level.

According to the reflection, the Quang Thinh block Party Cell, Quang Tien ward has 38 party members, up to now there are 10 retired party members who have not transferred to the party and do not participate in party activities. Although the Party Cell is very concerned and has tried to mobilize many times. Comrade Le Dinh Dat - Secretary of the Quang Thinh block Party Cell expressed his indignation: "These party members account for a large number in the area and their lack of party activities is causing frustration among the people, which is reflected in their ideology. I hope the Standing Committee of the City Party Committee has a solution to this problem." Or like the opinion of the Dong Hieu commune cadres on the issue of awareness and exemplary behavior of some party members in implementing the State's policies, guidelines, and laws, which are sometimes and in some places not good, affecting the work of mobilizing the masses.

Not only Quang Thinh Party Cell (Quang Tien), cadres and party members of Dong Hieu commune but also many other party cells in the area have this phenomenon. The Standing Committee of the City Party Committee requires the party cells to do a good job of managing party members. The Party Committee at the place receiving the party member for activities, after receiving the notice of transfer of party activities, needs to clearly understand the time the party member will transfer activities according to the party activity referral letter to promptly propagate, at the same time, needs to understand the circumstances, find out the causes, pay attention to remove difficulties; if the party member still does not comply with the regulations, then carry out the processes and procedures to request removal of the name from the party member list to ensure the seriousness of the Party Charter. Based on the documents issued in the past time on the management of party members at the place of residence, the Standing Committee of the City Party Committee also requires Dong Hieu commune to clearly state which cadre, which party cell or committee manages and what violations, so that the Standing Committee can direct relevant agencies and units to inspect, supervise and discipline according to regulations.

The conference was also very lively when issues related to site clearance work, some civil servants raised the question: "Why are some areas of land and assets on land subject to recovery already counted by all levels and sectors, but compensation for people is slow, and compensation prices are low?". Regarding this issue, the conference also received very satisfactory explanations from Deputy Secretary - Chairman of the Town People's Committee Le Phuc An: Up to now, in the town, there are 7 projects that have inventoried and counted assets, but some of the reasons for the delay are that the investors have not yet arranged the funding source for payment, and the Land Clearance Council has issued a document requesting the investors to make payment on time. In addition, there are some reasons such as: The Government has Decree No. 42/2002/ND-CP dated May 11, 2012 on management and use of rice-growing land when constructing traffic works, so the People's Committee of Thai Hoa Town must prepare a dossier to submit to the Provincial People's Committee for comments asking the Government to agree to change the purpose of rice-growing land to traffic land to be eligible to continue implementing traffic works projects through Long Son, Dong Tam, Hoa Hieu wards...

Thai Hoa town is a locality with many former Youth Volunteers whose cases have not yet been resolved or promptly considered according to Decision No. 40/QD-TTg dated July 27, 2014. The opinion of comrade Phan Thi Lan, Secretary of Party Cell 1, Quang Tien Ward and many mass mobilization officers in the area is that it is necessary to speed up the progress of payment of benefits to former Youth Volunteers. Within the framework of the conference, they were also informed in detail about the reason for this delay. Up to now, after synthesizing, the Department of Internal Affairs has appraised for the Town People's Committee to have a report No. 207/TTr - UBND dated October 9, 2012 and Report No. 222/TTr - UBND dated October 25, 2012 sent to the Provincial Emulation and Commendation Board on the resolution of benefits for 145 Youth Volunteers in the area. Comrade Dinh Van Thi - Standing Committee member, Vice Chairman of the Town explained clearly that the delay in the regime for former Youth Volunteers was due to the need for departments and branches to have a roadmap on time to review to avoid errors and duplication, and also because 11 files have not been resolved due to the file management work of units during wartime, individuals could not keep them, so the reviewing agency must have time to appraise them.

The conference became more and more heated towards the end about the hot issues in each residential area. Up to now, there is still the situation of sand and gravel mining causing environmental pollution and it seems that this situation has not been directed to be resolved promptly? The situation of lottery, gambling, petty theft is still a problem, it is requested to be directed to be resolved completely. Civil service officers are still concerned about the situation of oversized and overloaded vehicles causing damage to the road, what measures have the functional sector taken to handle it? There are many opinions about the cultural lifestyle in weddings and funerals; the office culture of a number of cadres and civil servants is not serious, so what is the opinion of the Central Committee on this issue? Should there be sanctions to set an example for the people or not?

With the spirit of seeking knowledge, listening sincerely and openly, the Standing Committee of the City Party Committee frankly pointed out the shortcomings and limitations of some cadres who "did not match their actions with their words", were not really close to the people, and had a low spirit of criticism and self-criticism. Comrade Le Tien Tri - Secretary of the City Party Committee concluded and emphasized: "After the conference, the feedback from the grassroots will be considered, reviewed and directed to overcome as soon as possible by the Standing Committee. At the same time, it is also hoped that after the conference, each grassroots mass mobilization cadre will be an extension of the Party, bringing the resolution into life, and at the same time, each mass mobilization cadre will improve their qualifications and capacity to achieve the highest efficiency in propaganda and mobilization. How to make people understand and understand what they say in the spirit of Resolution No. 25-NQ/TU on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation".
