On the morning of December 9, National Assembly deputies of the National Assembly Delegation of Nghe An province met with voters of Bong Khe commune, Con Cuong town, and Chi Khe commune (Con Cuong) after the 8th session of the 15th National Assembly.

Many legitimate recommendations

Before listening to voters' opinions, delegate Tran Nhat Minh reported to voters the results of the 8th Session of the 15th National Assembly.

At the conference, voters of Bong Khe commune, Con Cuong town, and Chi Khe commune raised 7 opinions and recommendations on macro-level issues and issues under the authority of Nghe An province and Con Cuong district, including proposals that closely affect the lives and welfare of local people.

Pointing out that Resolution No. 39 of the Politburo and Action Program No. 68 of the Provincial Party Executive Committee determined: "Building and developing Con Cuong district to become a type 4 urban area in the direction of ecology and tourism", voter Nguyen Van Chat (Con Cuong town) requested the province and the Central Government to pay attention to allocating resources to build embankments to prevent landslides on the Lam River bank, the section flowing through Con Cuong town; Nghe An province issued a resolution on a number of specific mechanisms for the development of Con Cuong district.

Voter Chat also proposed allocating funds to upgrade National Highway 7A and build a road tunnel through the Vuc Bong Strait because the current National Highway 7A section along the Lam River bank is at risk of being unsafe due to landslides; Paying attention to planning, constructing, and upgrading Bia Ma Nhai to be worthy of the status of a national historical relic; paying attention to planning, constructing, and restoring Tra Lan Citadel to be worthy of the history of the nation.

Voter Lu Van Bich (residing in Chi Khe commune) proposed to reduce the age of receiving allowance for the elderly in rural and mountainous areas from 80 to 75 years old. The reason is that due to more difficult life, the health and average life expectancy in rural and mountainous areas are much lower than in the plains and cities.

Regarding the Dan Lai ethnic group, voter Le Thanh Hai (Mon Son commune) proposed to soon grant the right to use residential land and garden land to the Dan Lai people in Khe Bung and Co Phat villages (Mon Son commune); at the same time, propose that the competent authority recognize the Dan Lai ethnic group as an ethnic minority.

Voter Tran Thanh Vinh (Bong Khe commune) petitioned the competent authorities to transfer the farm land area in hamlet 2/9 currently managed by Anh Son Tea Enterprise to local management to facilitate people's production. Because currently, the enterprise has been dissolved and is not operating, leaving it like that is a waste of land resources.

At the conference, many voters of Con Cuong district also recommended that all levels pay attention to attracting investment in medicinal herb processing factories, growing medicinal herbs under forest canopy, eco-tourism, hiring forest environmental services, and paying for greenhouse gas emission reduction.

Con Cuong district voters recommend that competent authorities study and submit to the National Assembly for study and adjustment of regulations on public announcement of planning to ensure consistency between the Law on Urban Planning and the Law on Construction and suitability for each type of planning project; have plans for suspended and unused planning projects.

Building rich families, rich society,
Rich district, rich province for a rich and strong country

Speaking at the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung sincerely thanked the Provincial National Assembly Delegation during its participation in the 8th Session of the 15th National Assembly for creating favorable conditions for the province to resolve issues raised by voters and people; at the same time, removing obstacles and supporting the province to have mechanisms and policies for development.

Sharing the socio-economic development results of Con Cuong district and Bong Khe commune with National Assembly delegates, the Provincial Party Secretary and Chairman of the Provincial People's Committee also requested Con Cuong district and Bong Khe commune to perform well the task of arranging the administrative apparatus to establish Tra Lan town in Con Cuong district according to Resolution No. 1243 of the National Assembly Standing Committee.

On behalf of the Provincial People's Committee, explaining and discussing voters' recommendations, the Provincial Party Secretary and Chairman of the Provincial People's Committee said that many recommendations raised at today's conference were very legitimate.

However, there are recommendations that need to be studied, considered, and resources balanced to be resolved step by step; including the recommendation that the province issue a resolution on a number of specific mechanisms for Con Cuong district, which the province will study, consider, and resolve at the appropriate time to ensure harmony and effectiveness.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested Con Cuong district to put the Lam River embankment project on the priority investment list; the province will try to arrange capital from the remaining part of hydropower tax and mineral exploitation according to Resolution 137 of the National Assembly for implementation in the coming time.

Regarding the proposal to upgrade National Highway 7A and build a road tunnel through the Vuc Bong Strait, this is an issue under the authority of the Ministry of Transport. However, while waiting for the Ministry of Transport to arrange the capital source, in the coming time, the province will also consider balancing the capital source to solve it step by step.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also said that he will direct the Department of Natural Resources and Environment to pay attention to and resolve the issue of granting land use rights for residential land and garden land to Dan Lai people in Khe Bung and Co Phat villages (Mon Son commune). However, Con Cuong district needs to continue to follow up with the province, departments and branches to resolve difficulties in land measurement.

In addition, the province will recommend to the Central Government to resolve issues beyond its authority; at the same time, direct relevant sectors to review and resolve issues within the province's authority.

Speaking to voters, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien informed voters about the country's socio-economic situation in 2024 and expressed his joy and appreciation for the socio-economic development results of Nghe An province, Con Cuong district and Bong Khe commune; especially the program to eliminate temporary and dilapidated houses for people.

Noting that the whole country is preparing for party congresses at all levels, towards the 14th National Party Congress, the Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that this is a historic congress, bringing the country to a new era, an era of national growth.

The Chairman of the Central Committee of the Vietnam Fatherland Front said that after nearly 40 years of renovation, Vietnam has risen to be among the top 35 largest economies in the world, ranking second among countries with the largest trade in the world.

Therefore, our country has enough factors to successfully carry out the revolution to bring the country to a new era. To do so, the growth rate must be extraordinary, must be over double digits for many years.

To achieve the above goal, the Chairman of the Central Committee of the Vietnam Fatherland Front said that not only the Central Government must make efforts, but also the provinces, districts, and communes; the people and businesses must also make extraordinary efforts. The Politburo, the National Assembly, and the Government also determined to make great efforts to remove bottlenecks and bottlenecks, and unblock resources for national development.

To do so, according to the Chairman of the Central Committee of the Vietnam Fatherland Front, the Politburo has considered and reached a high consensus on early summarizing Resolution No. 18 and implementing a revolution in streamlining the organizational apparatus because the current apparatus is very cumbersome.

"This is a difficult and sensitive task that affects the mindset and emotions of many people in the apparatus. However, it cannot be left undone, but must be done decisively," said comrade Do Van Chien, adding that this issue must be done early in December, so that by the end of February 2025 it can be submitted to the National Assembly for consideration and decision on amending the Laws.

Discussing voters' recommendations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that these were legitimate recommendations; at the same time, he suggested that the locality devote more resources and pay more attention to the Dan Lai ethnic people.

Minh Anh Garment Corporation supported Con Cuong district with 200 million VND to build 4 houses for poor households in the district.
