In 2023, Mr. Vi Van Hai's family in Chieng village, Hanh Dich border commune (Que Phong) was one of three households that proactively wrote a request to leave the poor household. Mr. Hai said that his family had previously received support from the State with 1 breeding cow and acacia seedlings from the national target program. Currently, he has 1 hectare of acacia, 2 sao of rice fields, 2 buffaloes and cows, nearly 70 chickens, more than 200 cinnamon trees, life is stable, so he asked to leave the poor household to give way to another household with more difficulties.

In the petition, Mr. Vi Van Hai stated very simply, "Although my family is still in a difficult situation in the village, I personally feel that we cannot continue to wait and rely on the State's policies, but must try to work and produce to escape poverty, setting an example for our children and grandchildren in the future."

Mr. Ha Thanh Hai - Deputy Secretary of the Party Committee of Hanh Dich Commune, said: “Writing an application to be removed from the list of poor households means that households will not be able to enjoy preferential policies and support. However, some households still boldly apply to escape poverty because of their self-respect, their sense of self-reliance, and their desire to escape from the mindset of waiting and relying on others. The applications to escape poverty from villages are a breath of fresh air, promising to bring a brighter future for poverty reduction in the locality.”

Similarly, in Tien Phong commune - the gateway to Que Phong district, there are 12 villages with a population of 10,076 people belonging to 4 ethnic groups (Thai, Kinh, Kho Mu, Tho). The movement of supporting each other to escape poverty is also being expanded. For example, in Na Cay village, after the merger, there were 242 households, 1,117 people; life is still difficult, the poverty rate is high.

Faced with that reality, the Party Cell and the Na Cay Village Management Board have promoted and mobilized people to actively plant forests and develop buffalo and cow breeding. Many households have boldly borrowed capital to find ways to develop the economy and escape poverty. In 2023, the village had up to 7 households proactively writing applications to leave poverty.

Mr. Luong Van Ngau, a resident of Na Cay village, said: "Previously, my family was a poor household that received government support for bank loans to develop the economy. Now that the economy has stabilized, I have written a request to be removed from the poor household list and give the support to other households in more difficult circumstances."

According to Mr. Lu Van Quy - Secretary of the Na Cay village Party Cell, the determination of the people to rise up and voluntarily ask to escape poverty has great significance for the village's poverty reduction work. Because one person will learn from another, one household will look to another household to have the motivation to break through, together building a new life that is more prosperous and more independent.

Multiplying the will to escape poverty

Realizing that the self-reliance and self-improvement of the poor play a key role in the journey to achieve the poverty reduction goal in the new period, in addition to propaganda work and encouraging people's aspirations to escape poverty; Party committees and authorities at all levels in Que Phong district have implemented many sustainable poverty reduction models suitable to the characteristics of the local situation and the needs of poor households.

For example, in Hanh Dich commune, 3 production and livestock areas have been planned according to the advantages of each village. In addition, there are areas for conservation and development of medicinal herbs such as mu tun, bon bo, and yellow flower tea in Quang Vinh, Hanh Tien, and Long Tien villages; developing eco-tourism associated with community tourism in the 7-storey waterfall area and Long Thang ancient Thai village.

Currently, there are 5 households operating homestays to serve tourists coming to visit and relax. In addition, in the period from 2021 to 2023, Hanh Dich commune has utilized the attention, priority support, and investment of all levels, sectors, agencies, and units to maintain and develop 23 effective economic models.

Typical examples include the bon bo tree planting model with an area of ​​10 hectares and a scale of 4,000 trees supported by the District People's Committee; the model of breeding female buffaloes supported by the National Defense Economic Group 4 for 32 poor and near-poor households in Vinh Tien village in 2022; and is currently continuing to support an additional 30 buffaloes, 49 cows, 80 pigs and 4,000 poultry; the taro planting model in Long Thang and Quang Vinh villages...

Thanks to that, in 2023, the poverty rate in the border commune of Hanh Dich will decrease by 5.17%, with 32 households escaping poverty. In the border commune of Tri Le, there are 16 villages with 2,161 households and 11,398 people belonging to 4 ethnic groups: Thai, Mong, Kho Mu, Kinh, including 5 Mong villages near the border.

To promote hunger eradication and poverty reduction, the local Party Committee and government have directed the political system to coordinate with forces stationed in the area to "hold hands and show people how to do" and guide people to develop economic models such as the model of growing taro and bitter bamboo shoots in Pa Khom village, raising black chickens and guinea fowls in Lam Hop and Tam Hop villages; raising black pigs in Na Lanh village; and the model of growing Cay Noi rice in Mong villages. Thereby, many households in Tri Le have risen up to develop their household economy, bringing in stable income.

Typical examples include Va Ba Va and Xong Gia Po households in Pa Khom village with the model of growing melons; Ha Van Xuan and Ngan Van Hoat households in Na Lanh village with the model of raising black pigs; Tho Ba Chung and Tho Lia Xa households in Huoi Xai village with the model of growing peaches on rocky mountains.

In the whole district, closely following the strategy of the national target program on sustainable poverty reduction for the period 2021 - 2025, focusing on investment and capacity building for the poor; clearly identifying the causes of poverty to fundamentally and thoroughly solve the problems of the poor and the core poor areas.

The Party Committee and authorities of Que Phong district have focused on investing in infrastructure development, supporting production development, vocational training, diversifying livelihoods and replicating poverty reduction models, thereby creating leverage for household economies and concentrated production areas. As of September 11, 2023, the implementation of projects and sub-projects under the National Target Program on Sustainable Poverty Reduction in 2023 has been carried out quite urgently by the leading agencies. The total disbursement rate of allocated capital according to the estimate is 55.46%.

Many models of crop and livestock development have been effective in people's lives such as: growing and processing medicinal herbs, raising cattle and poultry; raising fish in reservoirs... Thereby promoting the positive and proactive poverty reduction of the poor, limiting support in the form of "free handouts".

Thanks to the efforts of households and the participation of the entire political system, in 2022, the whole district had 473 households escape poverty, of which nearly 40 households proactively wrote applications to leave poverty.

In early 2023, Que Phong district held a conference to honor 34 households that had made great efforts in economic development and escaped poverty. This was an opportunity for households to share their methods and experiences in escaping poverty and becoming well-off and wealthy households.

In 2023, the poverty rate in Que Phong district is estimated to decrease to 35.40%, equivalent to a reduction in the annual poverty rate of 4.71% (a reduction of 759 poor households).

Mr. Duong Hoang Vu - Chairman of Que Phong District People's Committee said: In the coming time, the district will direct all levels of the sector to review and continue to organize commendations and award poverty reduction certificates to households that have made great efforts in socio-economic development. Thereby, arousing the will to proactively rise up to escape poverty among the people.
