Remove Quynh Luu from the list of banned labor export to Korea

Recently, the district has mobilized 275 workers to return home, including 75 workers from Korea and Quynh Luu is the only district that has been removed from the list of banned labor exports to Korea.

Illegal workers residing in countries are still numerous.
Recently, the issue that voters in Quynh Luu have been concerned about and petitioned to the provincial People's Council delegates is the situation of workers fleeing to other countries when their contracts expire, affecting the rights of workers who want to work abroad, especially in the Korean market (Quynh Luu is one of 11 districts in the province banned from exporting labor to Korea).
From that reality, the District People's Committee has directed district-level departments and agencies to coordinate with localities to propagate and mobilize illegal workers to return home.
The district has mobilized 275/1,322 illegal workers to return home; of which 75 are from Korea and 200 are from China. And Quynh Luu is the only district removed from the list of banned labor exports to Korea under the ETS program since April 2019.
However, the issue that the Provincial People's Council's monitoring delegation is concerned about is that the total number of Quynh Luu workers residing illegally in other countries is still large, with 1,047 workers, posing many potential risks to the workers themselves, and the district is requested to continue taking measures.
Another issue that voters are concerned about is the situation of unlicensed private medical practice in the district and the uncontrolled management of drug quality and prices.
In fact, in 2019, after inspecting 18 private medical establishments in the area, the district suspended operations and removed signs for 5 establishments. And currently, there are 3 unlicensed establishments still operating due to the lack of coordination between sectors and establishments to handle the matter.
In addition to the above issues, the People's Committee of Quynh Luu district has also resolved many voters' opinions reflecting within its authority related to investment, upgrading facilities and improving the quality of medical examination and treatment at grassroots health stations; focused on directing the completion of documents to submit to competent authorities to resolve the frontline civilian labor regime for 16,339 subjects, of which 13,007 subjects have enjoyed the regime; implemented the policy of building and repairing houses for people with meritorious services; upgraded rural power grid infrastructure, etc.

Resolve voters' suggestions and feedback well
Through working with the District People's Committee, the Standing Committee of the Provincial People's Council has noted a number of issues that voters have repeatedly raised but have not yet had solutions. The most difficult issue is resolving policies for meritorious people who do not have papers, so they are not eligible for resolution; therefore, the district proposed that the State should study mechanisms to resolve these issues.On the other hand, the State also needs to study and find solutions to the unreasonable land management; strictly control the production and trading establishments of functional food products. Propose that the Provincial People's Committee allow the district to recruit more staff for preschool and primary school teachers, currently at these two levels there is a shortage of more than 400 teachers according to Circular No. 16/2017/TT-BGDDT.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the responsible participation of Quynh Luu district in resolving voters' recommendations and reflections under its authority related to private medical practice; resolving teacher surplus; renovating power grid infrastructure and improving electricity quality, meeting people's electricity needs for production and daily life; resolving policies for meritorious people...
The Vice Chairman of the Provincial People's Council emphasized that properly handling the recommendations and reflections of voters and people, both ensures the rights and legitimate needs of the people, and creates an environment to promote the common development of the locality, limiting petitions, complaints and reflections of the people.
Therefore, it is recommended that the district continue to pay attention to leadership, direction, urging and strengthening coordination with departments, branches and provincial agencies in resolving voters' recommendations, proposals and reflections in the district; at the same time, pay attention to informing and responding to voters about resolved issues, avoiding the situation where many recommendations have been answered and resolved but voters still make recommendations over and over again.
