How to deal with old apartment buildings in Vinh city?
(Baonghean) - Resolving old apartment buildings is an important task to accelerate the construction of a civilized and modern Vinh city, improving the quality of life for the people. Currently, some apartment buildings have been resolved but still face many difficulties.
EFFORTS TO RENOVATE HIGH-RISE APARTMENTS
C8 Quang Trung is an old apartment building in a system of old apartment buildings that the German Democratic Republic supported to build for the city more than 40 years ago. Currently, C8 is severely degraded.
To renovate Quang Trung residential area, Hanoi Construction and Housing Development Company is currently the unit chosen to invest in renovating area C and is constructing a 22-storey resettlement house.
Mr. Nguyen Cong Chat, a resident of room 113, building C8, said: I have worked in the Mining and Geology sector here for 40 years. My family is happy to know that the investor is about to build a new house and resettle us. We received a resettlement apartment and most of the households in building C8 agreed with the investor's compensation policy. The current house area will be compensated with a multiplier of 1.3.

Mr. Nguyen Dao Hai, Block 9 Head, Quang Trung Ward said: “As a household with related rights and as a community monitoring member, we monitor fire prevention, fire fighting, construction quality, electrical system… Every week I go to supervise the construction quality of the resettlement housing area.
In addition to the apartment compensation policy, the investor currently rewards households that comply with the compensation policy early, and supports additional basement floors. Currently, 95% of households here hope that the investor will speed up the resettlement housing progress so that we can have new houses that are safe during the rainy and stormy season. The new resettlement building has 22 floors, each floor has 9 apartments. Currently, houses C7, C8, C9 are the objects that need to be demolished first to move to the new house.
Not only C7, C8, C9 Quang Trung, but also Quang Trung area B is being invested in construction and renovation by investors to create new, more modern and civilized neighborhoods. Currently, the area B houses have been demolished after more than 40 years of existence so that Vingroup Corporation can invest in a new urban area project.
However, for old apartment buildings, there are still many old high-rise apartment buildings that have not attracted investment, such as building D (railway apartment building)... And the surrounding infrastructure after investing in building new projects is also a matter of concern for people in the area.

SOLUTIONS FOR COLLECTIVE APARTMENTS WITH PLANNING CONTRACTS
If high-rise apartment buildings attract investors because of their prime location and potential for profit, other apartment buildings in the area are facing difficulties in solving the problem.
There are currently 17 residential areas in the planning area of the Ancient Citadel, Quyet Mountain Park, and Vinh station planning area that do not have any investment projects.

Mr. Ngo Tri Binh - Head of Block 3, Cua Nam Ward, Vinh City said: Block 3 currently has 105 households living in the collective housing area, including 4 areas, the book publishing area, the museum, the cultural center, and the sports area. These residential areas are located in the planning area of the museum's sculpture garden. Currently, the people propose that the functional sector needs to issue land use right certificates for people to settle down, or if it is located in the planning area, it is necessary to resettle people so that they can feel secure in production.
Collective housing areas with a total of 602 households and individuals, of which 63 cases need to be relocated (corresponding to 63 resettlement plots), 539 cases of land allocation on site. Currently, the City People's Committee is resolving but there are many problems.
The main difficulties are not having complete liquidation and valuation documents, and having diverse opinions from the people, so some wards and communes are afraid of difficulties, when handling the matter, they do not boldly resolve it, but only report the incident, and cannot propose a solution.
Some people disagreed about the resettlement location because they thought that the new resettlement location was not as good as the old location while the land fund in the neighboring area was exhausted. Or some households in the collective housing area had to be resettled to a new place, the rest were given land on the spot, leading to disagreement about which households would move and which would stay.
Another difficulty is that citizens do not agree on the origin, time of land use, time of liquidation, valuation, and the expanded area confirmed by the People's Committee of the ward or commune, even though the departments, offices, and units under the City People's Committee and the People's Committee of the ward or commune have organized dialogues and explained the provisions of the law many times.
Although the City People's Committee has focused on directing solutions in the past, the remaining collective housing areas are those with many difficulties and problems, so the progress of implementation is still slow compared to requirements, especially in site clearance and establishment and agreement on the subdivision planning scheme.
Currently, the City People's Committee is requesting the Provincial People's Committee to support calling for and attracting investment to soon implement projects (planning of Quyet Mountain Park, planning of the Ancient Citadel, planning of Vinh Station,...), clearing land, and arranging resettlement for households in the above-mentioned planning areas.
The City People's Committee has issued a document assigning the Ward and Commune People's Committees to notify citizens of the requirement to register land according to regulations.
In case of need to renovate or build houses, guide the preparation of documents for temporary construction permits to ensure living and stable life. At the same time, request all levels to continue calling for and attracting investment to soon implement projects to clear land and arrange resettlement for households.
In the first 8 months of 2019, the city has completely resolved 2 collective housing areas: Orthopedic Disability Residential Area in Nghi Phu Commune, Railway Residential Area in Trung Do Ward, and is actively attracting investment to resolve the old Quang Trung Residential Area in Area B and Area C.
The city also completed the allocation of land to 51 households, and issued certificates to 14 cases in collective housing areas that are being unfinished, including: KTT Xì nghiệp 1, Construction Company No. 6, Block 9, Ben Thuy Ward; KTT Việt Lào in Hà Huy Tập Ward; 4 collective housing areas of Vinaconex, Dredging Sea Road, Hưng Bình Ward; Garment Việt Đức in Hồng Sơn Ward; Ban Điện in Trường Thi Ward.
