Supervising administrative reform work in Vinh city
(Baonghean.vn) - Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that Vinh City needs to continue to improve its spirit, responsibility, service attitude, and build a team of "digital civil servants", in which leaders must take the lead.
On the afternoon of April 21, the People's Council of Nghe An province's Supervisory Delegation led by comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, had a working session with Vinh city on administrative reform in the period of 2020 - 2022.

Difficulties in resolving administrative procedures in the electronic environment
Over the years, Vinh city has always identified administrative reform as a key task, one of the three development breakthroughs of the city in the 2021-2025 period.
Accordingly, the city regularly organizes dialogues and meetings between the leaders of the City People's Committee and departments, units, wards, communes, and enterprises to listen to and resolve difficulties and problems, and at the same time, have solutions to rectify the State management work to better serve the direction and operation work.

In addition, the city promotes the application of information technology in direction, administration, and digital transformation to gradually build e-government; focuses on improving the capacity and responsibility of performing public duties of cadres, civil servants, and public employees; and strengthens discipline and administrative order.
The city has implemented solutions to reform the One-Stop Department and innovate coordination between units in performing political tasks. Timely deploying the arrangement of the organizational apparatus of public service units towards efficiency and streamlining.
Thanks to that, from 2019 up to now, the city has always maintained the leading position among districts, cities and towns in terms of administrative reform ranking index.

Working with the Supervisory Delegation, the city's specialized departments and offices reflected and made recommendations on difficulties and shortcomings in handling administrative procedures, especially difficulties in using software to integrate data.
Regarding the difficulties in handling records in the electronic environment, Head of the Department of Natural Resources and Environment of Vinh City Nguyen Van Ngoc said: The land sector has many sets of administrative procedures, used on the province's public service software, internal processes of the Department of Natural Resources and Environment; records to be resolved all require digitization and circulation of records on the system, but these two software are not consistent with each other.

“The Department of Natural Resources and Environment should unify the software and integrate it into the province's public service software; build a synchronous process to implement from commune, district to province. Investing in infrastructure, software, training, and the implementation process needs to review problems to evaluate the performance of public services" - Comrade Nguyen Van Ngoc proposed
In addition, due to the lack of uniformity in processing software, Vinh city currently has 65,000 files that have been resolved for citizens but are still "hanging" on the system. Difficulties in wards and communes include infrastructure that has been built and invested for many years, low-configuration computer systems that make it difficult to integrate data, overlapping normative documents, etc.
Promote the application of information technology
At the meeting, members of the Supervisory Board requested Vinh city to clarify the support mechanism for the one-stop-shop unit; initiatives in administrative reform; funding for administrative reform, arrangement of public assets after merging blocks and hamlets; training and fostering of cadres; public ethics of cadres and civil servants, smart urban model activities, etc.

Highly appreciating some of the results achieved in administrative reform of Vinh city in recent times, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that in the coming time, the city needs to continue to improve its spirit, responsibility, service attitude, and build a team of "digital civil servants", in which, the leaders must take the lead.
Along with that is promoting the application of information technology in management, operation as well as public service execution.
In addition, the city needs to invest in and upgrade the information technology infrastructure system from the city to the wards and communes. Building a smart city starts with a free wifi system and a camera system.
At the same time, the city needs to innovate the way of propagating the policies of the Party and State at all levels, culture, history as well as promoting the image of the city, etc.
