According to the introduction of the Organizing Committee of Yen Thanh District Party Committee, that "only Nhan Thanh commune in the whole district can do this", we made an appointment to meet with the Party Secretary of the commune Phan Van Thanh to learn more about Resolution No. 14/NQ-DU dated October 12, 2015 of the Nhan Thanh commune Party Committee on improving the quality of party activities and party cells in the period 2015 - 2020.

This is a thematic resolution issued after the commune party congress, stemming from the reality that in Party activities, there are still discussions and contributions that are not enthusiastic, party members are still afraid to speak up, some party cells do not meet regularly, do not meet according to regulations, the meeting content is poor, preparation is not thorough, the leadership role of the Party Committee, party cells, and party members is reduced...

The resolution proposed 10 solutions and directed them to be thoroughly studied and implemented synchronously. Among them, one of the key "keys" is to strengthen the leadership of the Party Committee on the work of Party committees and Party cells.

Specifically, 15 Party Committee members are assigned to be in charge of Party cells, and participate in activities with their Party cells every 2 months; 5 members of the Party Committee Standing Committee are assigned to be in charge of clusters, and participate in activities with their Party cells every 3 months, grasp the thoughts and suggestions of Party members, and guide Party cells on the contents of activities, and propose resolutions appropriate to the actual situation.

Every quarter, members of the Standing Committee attend cross-activities with Party cells in other clusters that they are not in charge of, to grasp the situation of Party cell activities and the participation of Party members in activities, grasp the thoughts, aspirations and suggestions of Party members to present to the Standing Committee for consideration and resolution.

Also at a quarterly frequency, Party Committee members participate in activities with branches and associations to grasp the situation of activities and listen to the thoughts and aspirations of union members and association members, through the Party Committee to answer and explain to union members and association members.

With this approach, each youth union and association branch feels more clearly the attention and respect of cadres and party members for them, and is more aware of taking care of the content and organization of the activities. Not only that, this is also a channel for cadres and party members to be closer to the people and the grassroots.

Comrade Duong Thi Huyen - the youngest member of the Party Executive Committee of Nhan Thanh Commune, now confidently and skillfully engaged in regular activities with the grassroots, shared: Every time the Party Committee members come to participate in activities together, the Youth Unions and Associations are very excited, the quality of activities has clearly changed, evenly in the residential areas. Many places even proposed that the Party Executive Committee members of the commune increase the frequency of attending meetings together.

Timely resolution of problems

According to comrade Nguyen Thi Kim Anh - Deputy Head of the Organizing Committee of Yen Thanh District Party Committee, Resolution No. 14/NQ-DU of Nhan Thanh Commune Party Committee was elaborated in detail, specifically, with clear assignment and division of tasks, with truly breakthrough initiatives and innovations, and at the same time, serious leadership and direction in implementation, bringing into life has brought about remarkable changes in the locality.

In addition to the positive differences in the working order of Party cells, Youth Unions, and Associations, the way of doing things in Nhan Thanh commune also proves that this is an effective "channel" to receive opinions and recommendations from the grassroots, promptly grasp and handle arising issues, thereby contributing to preventing the emergence of "hot spots".

According to Secretary of Nhan Thanh Commune Party Committee Phan Van Thanh, after each cross-activity session, the Standing Committee of the Commune Party Committee will hold a meeting to listen to reports on the situation and activities of the Party cell, suggestions from Party members and assign cadres to respond.

For example, in 2016, through reflection at the meeting of the Van Tay Farmers' Association, the Party Secretary of the commune promptly discovered the land dispute and assigned the Commune People's Committee to handle it immediately, avoiding complicated problems.

More recently, from activities at some Party cells, Party members suggested that the distribution of pesticides from the commune was not distributed evenly among the hamlets. The Party Committee of the commune immediately established an inspection team and discovered that many hamlets had not distributed all of them to the people. In particular, Hong Linh hamlet received 48 bottles of pesticides from the commune but did not distribute them to the people.

In this case, the commune has collected the medicine, redistributed it to the people, and requested the hamlet chief to review it. Or in the conclusion announcement after the Party Executive Committee of the commune attended the meeting of the veterans' associations on March 29, 2019, the proposal to check the quality of domestic water is not guaranteed, limit overloaded vehicles on the commune road of Tho Vinh Association, solve the Dong Cua drainage ditch to drain water of Phu Dien Association, the complicated gambling and theft of Vinh Tien Association, ... was directly assigned to the People's Committee of the commune to receive and respond.

Saying goodbye to us, the Party Secretary of Nhan Thanh commune said that although Resolution 14 has been implemented for several years, the Party members and the grassroots still “have not gotten bored”. We thought to ourselves, if Nhan Thanh can keep the “fire” like that, how can it be “boring”!

Nhan Thanh is a commune located in the deep-lying area in the Southeast of Yen Thanh district, with a total natural area of ​​947 hectares, of which agricultural land is 560 hectares, a population of 8,978 people, with 2,186 households, distributed in 16 hamlets. The Party Committee has 417 party members, 20 party cells (16 rural party cells, 3 school party cells, 1 infirmary party cell).
