At around 10:12 pm on September 15, a fire broke out at a four-story house on Nguyen Viet Xuan Street (Ha Dong Ward, Hanoi), trapping a mother and her three children inside.

A group of 6 teenagers with sticks attacked the wrong person in the middle of the night, 3 victims were hospitalized.

A group of 6 teenagers in Van Kieu commune used sticks to chase and beat 3 other teenagers living in the same commune, causing injuries just because they mistook their "opponents". Upon receiving the report, Van Kieu commune police quickly investigated and arrested the group.
People in Western Nghe An province spent the night climbing the mountains to find a place to avoid the flood. Local forces held an urgent meeting in the middle of the night, braved the rain to evacuate people.

At more than 1 a.m. on July 23, we continued to receive reports from people in many communes and villages in the West about their fear of being submerged by floodwaters, along with information that hundreds of households had abandoned their homes and fled to the mountains to seek shelter and protect their lives as the water continued to rise rapidly.
