Hung Dong Industrial Cluster Infrastructure - 'struggling' for nearly 2 decades

(Baonghean.vn) - Once expected to become a modern industrial cluster, one of the driving forces to promote socio-economic development in the northern part of Vinh urban area; however, after nearly 20 years of construction, the Small Industrial Cluster Project in Hung Dong commune has yet to be completed.

On October 4, 2005, Nghe An Provincial People's Committee issued Decision No. 3437/QD.UBND-CN approving the Detailed Planning Project of the Small Industrial Park in Hung Dong Commune (Vinh City). The planning area of ​​this project is 39.5 hectares, in the western area.North-South Railwayand south of Dang Thai Mai street, Hung Dong commune.

On May 18, 2007, Nghe An Provincial People's Committee issued Decision 1739/QD.UBND-CN approving the investment project to build technical infrastructure for Hung Dong Small Industrial Park. Accordingly, phase 1 of this project covers an area of ​​27.51 hectares, including industrial cluster foundation items and 8 internal traffic routes; wastewater drainage system; water supply and fire prevention and fighting system; power supply system. The total investment of the project at this time is 69 billion VND, from capital mobilized from investors; partial support from the provincial and Vinh city budgets...

Initially, the project was invested by Vinh City People's Committee, however, the project was later transferred to Vietnam Machinery Installation Corporation - Lilama. From 2010 to present, the project was transferred to Railway Infrastructure and Urban Development Investment Joint Stock Company as the investor. From the initial total investment of 69 billion VND, the project has now increased its total investment to 253,601 billion VND. Since receiving the project, Railway Infrastructure and Urban Development Investment Joint Stock Company has changed its Investment Certificate 4 times, mainly registering to adjust the implementation progress and operation period of the project.

The latest change to the Investment Registration Certificate was on January 12, 2022, the deadline for completing the synchronous construction of the technical infrastructure of Hung Dong Small Industrial Cluster Phase 1 is in the fourth quarter of 2023.

According to our research,Hung Dong small industrial clusteris one of three industrial clusters in the province invested by enterprises to build technical infrastructure for the industrial cluster. To implement this project, the Provincial People's Committee and Vinh City People's Committee issued two decisions to reclaim more than 28.1 hectares of agricultural land from 184 households in three hamlets: Yen Khang, Yen Xa, Yen Vinh (Hung Dong commune), with a total amount of nearly 69 billion VND.

To date, the households have received compensation and handed over the land to the investor for construction. However, the investor has only been allowed to lease 7.7 hectares, the remaining area has not yet completed the leasing procedures and issued the Land Use Rights Certificate. This makes this project still just an empty lot, unable to be completed and put into operation.

Mr. Dau Quang Cuong - Head of the Project Management Board of Hung Dong Small Industrial Cluster, Railway Infrastructure and Urban Development Investment Joint Stock Company said: Currently, the investor is completing the procedures to be allocated land, granted a Construction Permit, then proceed to level the ground and complete the construction of functional areas. The reason the project is taking so long, Mr. Cuong said, is due to the slow site clearance, causing many opportunities to attract large investors to be missed over the past 10 years.

No way in

Up to now, although the site clearance of Hung Dong Industrial Park has been completed, the access road is not yet available, in which the two routes D3 and N3 connecting this industrial park with Dang Thai Mai Street and Ho Ngoc Lam Street, Nguyen Chi Thanh Street have not been completed, affecting the implementation of the project. Not to mention, some areas that have been compensated are interspersed in a "leopard" shape, so the infrastructure cannot be completed, affecting the progress and the work of attracting projects into the industrial park, causing waste in land use.

It is known that previously, route D3 (750m long), connecting Nguyen Chi Thanh Street with Dang Thai Mai Street, going through the industrial park and route N3 (453m long), connecting route D3 with route N1, were invested by the Railway Infrastructure and Urban Development Investment Joint Stock Company. However, in 2013, the project to build these two routes was handed over to Vinh City People's Committee with a total investment of more than 64.9 billion VND.

However, according to Mr. Duong Anh Ngoc - Deputy Director of Vinh City Construction Investment Project Management Board: The site clearance for the Hung Dong Industrial Cluster Project as well as the construction of D3 and N3 roads encountered many difficulties and was prolonged because the households whose land was recovered did not agree, and there were many complaints and petitions. For D3 road, only 75% of the contract volume has been completed, the remaining 60m long section, adjacent to Dang Thai Mai road, is stuck with 11 residential land plots that must be relocated and resettled, so there is no land to proceed with construction. As for N3 road, there are still 9 residential land plots that must be relocated and resettled.

Not to mention, when constructing these routes, households whose agricultural land was recovered obstructed the contractor from constructing, so it was necessary to develop a construction protection plan twice in January 2019 and September 2020. By early 2021, households and individuals with agricultural land on routes D3, N3 and the new industrial cluster project will receive all compensation and site clearance according to the approved plan.

On April 15, 2022, the construction unit connected D3 and N3 roads with the industrial park project and Nguyen Chi Thanh Street. However, the connection point between D3 and Dang Thai Mai Street could not be completed because the City People's Committee was carrying out compensation, site clearance, and resettlement for 11 households, and had not yet handed over the site, so construction could not be carried out.

On the other hand, according to Mr. Ngoc, the land fund for resettlement for 20 households on the D3, N3 routes in the infrastructure project of dividing land plots in My Hau hamlet, Hung Dong commune (7.7 hectares) has not yet completed the technical infrastructure because the project had to temporarily stop construction to adjust the planning according to the zoning plan of Hung Dong commune. At the same time, it is necessary to adjust the investment policy, adjust the project, adjust the construction protection design and estimate, adjust the cadastral map excerpt and the accompanying legal procedures. Currently, the City People's Committee is submitting to the Department of Construction for appraisal of the adjusted construction drawing design, only then will there be a basis for implementing the construction to complete the resettlement infrastructure for the additional D3, N3 routes.

Faced with the delay of the Hung Dong Small Industrial Cluster, responding to the petition of voters of Hung Dong commune at the 4th session of the 18th Provincial People's Council recently, the Provincial People's Committee also requested the investor to complete the technical infrastructure items in the Hung Dong Industrial Cluster, especially the new centralized wastewater treatment system for secondary investors renting land in the industrial cluster. Only attract high-tech industries, supporting industries that do not pose a risk of pollution, and environmentally friendly industries, to ensure sustainable development and not affect the lives of people around the industrial cluster.
