In the early days of 2016, through the work of managing the area and grasping the situation, the Drug Crime Investigation Police Team (Vinh City Police) saw a number of subjects often supplying crystal meth to those in need in Vinh City and neighboring districts. The main character specializing in supplying crystal meth is a woman, about 45 years old, from Nghe An, about 1.50 m tall but the specific identity is unknown.

Dozens of female subjects with the above characteristics were listed, focusing on those with drug criminal records.

Through screening, the detectives found that Nham Thi Binh (born in 1972), residing in Dong Vinh ward, Vinh city, was suspicious. Binh had quite complicated relationships, Binh's friends were mainly drug addicts and injectors. Determining that Binh was involved in an inter-provincial crystal meth trafficking ring, the Investigation Police Agency (Vinh City Police) established a special project with code 216D and assigned it to the Drug Crime Investigation Police Team to fight and solve the case.

Digging deeper into Binh's private life is quite complicated. After her husband and she divorced, in 2001, Binh participated in an illegal drug trafficking ring and was sentenced to 13 years in prison. In 2013, after completing her prison sentence, Nham Thi Binh lived with a man as husband and wife but did not register their marriage. Especially recently, Binh often went to Hanoi but no one knew where she went or what she did.

While the Task Force was investigating and collecting information, they received a reliable source of information: There was a woman about 60 years old, living in the suburbs of Hanoi, who often brought offerings to temples in Vinh City and Ha Tinh Province to pray for good luck in "business".

There is a remarkable detail, every time he is in Vinh City, the above guest often meets a woman to discuss business. These two women only talk for about 15-20 minutes before parting ways... Stringing together the above important information, combined with the collected documents, the Investigation Committee affirmed that the person in Vinh City often met the Hanoi guest, Nham Thi Binh, residing in Dong Vinh Ward, Vinh City, and the purpose of the meeting was to exchange and buy crystal meth.

The question is, who is the guest in Hanoi? To answer the above questions, a working group was assigned by the Investigation Committee to urgently go to Hanoi to investigate and clarify the identity of the woman with the above characteristics. After more than a month of investigation, using sharp professional measures, the detectives found a person with characteristics exactly like the source provided. That is Dinh Thi Kim Oanh (born in 1963), permanent residence in Ngoc Hoi commune, Thanh Tri district, Hanoi.

Oanh has a sinful background. Originally from Nho Quan, Ninh Binh province, Oanh married a man in Hanoi and became a woman when she turned 17. The couple had a child together, but due to her love of sex and debauchery, Oanh fell into drug addiction, and the couple divorced and went their separate ways. It was thought that Oanh would live a decent life and raise her children well, but unexpectedly she became a broker, leading prostitutes. As a result, in 1996, Oanh was sentenced to 3 years in prison for prostitution.

In 1998, after completing her prison sentence, in order to have money to raise her children and indulge in her own hobbies, Oanh secretly bought drugs to sell at retail, and was sentenced to 7 years in prison for illegal drug trafficking. In 2007, Oanh was released from prison, but instead of doing honest business, this sinful woman continued to make a living by selling "white death". As a result, in 2008, for the third time, Dinh Thi Kim Oanh had to serve time in prison for illegal drug possession.

One detail that interested the detectives was that recently, after entering the temple of Mr. Hoang Muoi in Ha Tinh, before going to Hanoi, Dinh Thi Kim Oanh often had relationships with some former inmates, including Nham Thi Binh. From the information and evidence collected, the Investigation Committee affirmed that Dinh Thi Kim Oanh was the subject who specialized in supplying crystal meth from Hanoi to Vinh City for Nham Thi Binh.

On March 13, 2016, detectives discovered Dinh Thi Kim Oanh renting a taxi from Chien Thang Taxi Company - Hanoi to Vinh City. All of Thi Oanh's movements were closely monitored and followed. However, as a subject who had been in and out of prison twice for the crime of illegal drug trafficking and possession, Dinh Thi Kim Oanh was extremely cautious every time she met Nham Thi Binh. According to investigation documents, in March 2016 alone, Dinh Thi Kim Oanh rented a taxi from Hanoi to Nghe An 4 times. The person who transported Oanh was Ly Thanh Trung (born in 1985), residing in Bach Dang Ward, Hai Ba Trung District, Hanoi, driving a taxi for Chien Thang Taxi Company.

The plan to catch the above subjects red-handed was discussed and carefully considered by Major Nguyen Huu Cuong, Deputy Chief of Vinh City Police, Head of the Investigation Committee. The goal was to catch Oanh red-handed on the way of transportation before she set foot in Nghe An to prevent the recklessness of the related subjects.

As the investigation team had predicted, in mid-April 2016, the detectives received a report that Dinh Thi Kim Oanh was preparing to bring the “goods” to Vinh City to sell. Major Nguyen Huu Cuong, Deputy Chief of Vinh City Police, Head of the Investigation Police Agency, directed and arranged 3 working groups to carry out the plan to arrest Oanh. 1 group was assigned to be present in Hanoi, 1 group was present in Hoang Mai Town area and the remaining working group was present in Dong Vinh Ward, Vinh City.

On the morning of April 14, 2016, the detectives received information that Dinh Thi Kim Oanh was preparing to bring crystal meth into Vinh City, possibly by taxi. Assuming that Ly Thanh Trung, the driver for the Chien Thang - Hanoi taxi company, was still the person Oanh had “chosen” to trust to take Oanh into Vinh City, the detectives were immediately ordered to find the taxi by all means to follow and monitor it.

At around 1:30 p.m. the same day, when the taxi of Chien Thang - Hanoi taxi company was discovered entering the Quynh Thien area, Hoang Mai town, the Task Force in the Special Task Force coordinated with the Road and Railway Traffic Police to conduct an inspection and caught Dinh Thi Kim Oanh carrying a package of crystal meth on her person, weighing about 500 grams and 185 million VND in cash. Immediately afterwards, Oanh and the taxi driver were taken to Vinh City Police for clarification.

More than 1 billion VND in cash is evidence of the case

At the same time, a working group was present in Dong Vinh ward, Vinh city, to read the arrest warrant to Nham Thi Binh for illegal drug trafficking. Here, the authorities discovered and seized 895 million VND in cash and some documents related to drug trafficking, the total amount of money seized in the case was over 1 billion VND.

At the Vinh City Police Investigation Agency, after 3 days of investigation, Dinh Thi Kim Oanh confessed: During her time serving her sentence at Prison No. 6, Ministry of Public Security, Oanh was close friends with Nham Thi Binh, who was also serving a prison sentence for illegal drug trafficking. Binh is 11 years younger than Oanh, but through their conversations, it was known that Binh's background was no different from Oanh's.

In 2013, Nham Thi Binh had completed her 1-year prison sentence when Dinh Thi Kim Oanh was released from prison. After a year of “relaxing”, Oanh and Binh often “contacted” each other to discuss establishing a methamphetamine trafficking ring. Before carrying out the illegal business, Oanh hired a taxi from Hanoi to Vinh City to meet Binh to grasp the “market”.

After several visits to Vinh City, knowing that crystal meth was scarce in Nghe An, Oanh and Binh decided to pool their money to “do business”. Oanh was tasked with bringing crystal meth to Vinh City and handing it over to Binh to distribute in Vinh City, neighboring districts and Ha Tinh province.

Currently, the Vinh City Police Department has initiated a criminal case, prosecuted the accused, and decided to detain the two drug lords Dinh Thi Kim Oanh and Nham Thi Binh for the crime of drug trafficking to expand the investigation of the case.
