On the morning of October 18, the Provincial People's Council's Supervisory Delegation had a working session with the People's Committee of Yen Thanh district under the thematic supervision program on the implementation of the Provincial People's Council's resolutions on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council as Head of the monitoring delegation. The delegation included Comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation, along with representatives of the Vietnam Fatherland Front of Nghe An province; and representatives of a number of provincial departments and branches.
On the side of Yen Thanh district, there is comradePhan Van Tuyen - Deputy Secretary of District Party Committee, Chairman of District People's Committee and representatives of relevant departments and offices.
Reclaiming 283 hectares of rice land
Implementing the Resolutions of the Provincial People's Council on land recovery and conversion of land use purposes according to the provisions of the Land Law to implement local works and projects, by December 31, 2021, the district had recovered and converted the use purposes of 724 hectares of rice land, forest land, protective forest land, and special-use forest land. Of which, the area of rice land converted for auction of land use rights was 283/441 hectares. In the process of organizing and implementing the land use plan, Yen Thanh district has achieved a number of important land use targets, contributing greatly to the implementation of the district's socio-economic development, security and defense targets.
During the process of use and purpose change, all are based on the viewpoint of economical, effective and thorough exploitation of land funds, meeting the requirements of socio-economic development, security - defense, and infrastructure development, so the recovered land area always creates high consensus among the people, and there are few complaints due to land recovery.

However, the implementation process still has difficulties and obstacles, mainly due to: The number of projects registered in the plan is greater than the capacity of the balanced capital source and the necessary procedures have not been completed in time; Some large projects are slow to deploy and put into operation; Departments and branches have not focused on directing the implementation of the approved annual land use plan of the district; Commune and town levels have not paid attention to directing to carry out the annual land use plan well in accordance with regulations and on time.
Some land policies such as: land price framework for collecting money when allocating land, leasing land, changing land use purpose according to current regulations are not close to market price, compensation policy for people whose land is recovered is not satisfactory... have a great impact on the conversion to non-agricultural land use purpose and implementation of investment projects in the district.

The price determination for public land lease auctions for agricultural purposes is much higher than that for the Commune People's Committee to lease land to households, causing many difficulties in leasing land through auctions.
The management of public land in Yen Thanh district by communes and towns in previous years has been somewhat lax, and the situation of people arbitrarily changing the status of land and building livestock farms on leased land still occurs. The incidents have not been resolved resolutely and completely, and the contract liquidation and land recovery due to violations have not been carried out.

Accordingly, Yen Thanh proposed that the District People's Committee approve the policy and lease land to individual households according to the provisions of the Land Law; Apply a deposit of 50% compared to the starting land price; Deadline for payment of winning bid for land use within 30 days from the date of the Decision approving the auction results of the District People's Committee; Create favorable conditions for land lease for households and individuals who need to lease land when there is an economic development project in the direction of agricultural farms for areas with appropriate scale;...
Determine the proportion of auctioned land put into use
Through direct surveys at a number of works and projects being implemented in the communes of Van Thanh, Lang Thanh and Yen Thanh town of Yen Thanh district, members of the Provincial People's Council's Supervisory Delegation highly appreciated the work of site clearance for project implementation in the area. At the same time, members of the supervisory delegation frankly raised a number of contents requesting the People's Committee of Yen Thanh district to inform and clarify: Number of projects canceled and revoked, supplementing the number of resubmitted projects; Actual needs of the locality when the works are canceled and revoked are mainly welfare projects such as cultural houses, drainage ditches, schools, etc.; The rate of unimplemented projects is classified by type of revoked project (headquarters, infrastructure, etc.).

The members of the monitoring team also had many opinions about the division of residential land plots that did not closely match the actual needs of local people. Some investors left the land abandoned after the auction, and even investors waived their deposits, making it impossible for those with real needs to buy, causing waste;... In addition, the district needs to clarify the area and contents related to the Song Lam II Cement Factory Expansion Planning project.

Acknowledging the local recommendations, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh emphasized that the Resolutions of the Provincial People's Council on land recovery and conversion for construction works and projects are implemented on the principle of ensuring livelihoods, creating jobs and stabilizing people's lives. Based on the results achieved from 2016-2022, Yen Thanh district continues to use the recovered land and convert its use purpose effectively, while mobilizing resources from land to reinvest in infrastructure in the area in accordance with regulations.
The Standing Vice Chairman of the Provincial People's Council suggested that Yen Thanh district should strengthen the inspection and supervision of residential projects, promptly and thoroughly resolve pressing issues among the people, and minimize complaints and denunciations that complicate the security situation in the locality. In addition, the district needs to have solutions to more closely manage the current situation and planning of living space, as well as promptly prevent and handle cases of construction, expansion, encroachment and land appropriation in the area.
