Based on the draft outline and monitoring plan of the Provincial People's Council, at the meeting, delegates focused on discussing the outline, plan, and time of monitoring to ensure the monitoring content achieves the highest quality and effectiveness.

Head of the Provincial People's Council's Legal Committee Phan Duc Dong said that the monitoring process needs to grasp the advantages, difficulties, shortcomings, problems and obstacles in the process of implementing legal policies on environmental protection (EP), occupational safety and health and implementing regimes and policies for workers at the monitored establishments and units.

Along with that is the advisory responsibility of relevant provincial departments and branches in each content and field; the leadership, direction and participation role of district and grassroots authorities and the supervised units. From there, recommendations, solutions and mechanisms and policies are proposed to solve practical problems.

Vice Chairman of the Provincial People's Council Hoang Viet Duong further emphasized that the supervision outline requires clarifying the supervision time frame from 2016 to present, as well as clarifying the types of violations, the level of violations and the level of handling of violations, and how violations have not been handled in the fields and contents of supervision.

Regarding the regime and policies for workers, according to Deputy Head of the Legal Department Thai Thi An Chung, it is necessary to pay more attention to the regime and policies specific to female workers and minor workers (if any).

Concluding this content, Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that the supervision topic of the Provincial People's Council this time has a wide content, scope, and supervision objects; this is also a practical issue that is posing many shortcomings, receiving public attention, requiring the Provincial People's Council to get involved to have more feasible solutions for the coming time.
