Effectiveness of the '24-hour experience' model
The “24-hour experience” model has been implemented by the Youth Union of Quy Hop District Police since 2022 with the aim of accompanying people to stabilize their lives and contributing to the movement of “All people protecting national security”. The model has been commended by the Ministry of Public Security and encouraged to be replicated nationwide.
"3 together" with people in difficult areas
Her husband died early, leaving her family short of people, so Lo Thi Ha (born in 1978), residing in Vuc village, Chau Ly commune (Quy Hop), had to take care of her elderly mother and young children alone. For many years, her family lived together in a rickety wooden house, less than 10m wide.2The money she earns from working in the fields is only enough to cover her daily meals. Therefore, Ms. Ha has never dared to dream of having a new house.

With the help of the Youth Union of Quy Hop District Police, Ms. Ha's family was able to live in a new, spacious house.
“I never dared to dream of having a new house, but now I have a solid house that is secure above and durable below. My family is very grateful to the officers and soldiers of the district police. From now on, my children and I will not have to worry about having to stay at a neighbor's house when it rains heavily or the wind is strong,” Ms. Lo Thi Dinh (Ms. Ha's mother) happily shared.
It is known that the District Police Youth Union mobilized to build a new house for Ms. Ha's family with an area of 55m2.2, total cost 150 million VND. Of which, officers and soldiers of Quy Hop District Police contributed 50 million VND.
Like Mrs. Dinh's family, Mr. Sam Van Dung's family (living in Phay village, Chau Hong commune, Quy Hop district) no longer has to worry about storms. With all his respect, Mr. Dung expressed through a letter to the officers and soldiers of Quy Hop district police: "Having a solid and spacious house is what I have always wished for, but due to difficult circumstances and frequent illness, I could not have it. But now, my lifelong dream has come true. The house is not only a place to shelter from the rain and sun, but also gives me the belief in escaping poverty."
Above are just 2 of the many programs that the Youth Union of Quy Hop District Police has implemented in the past 2 years.

Quy Hop is a mountainous district with 99/214 villages, hamlets and communes in extreme difficulty, so the authorities at all levels of Quy Hop district always determine to accompany the people to stabilize their lives, reduce poverty sustainably, thereby promoting socio-economic development, especially in remote areas.
From that common goal, in June 2022, the Youth Union of Quy Hop District Police advised the Party Committee and leaders of the District Police to build and deploy the "24-hour experience" model associated with a series of activities to help households in difficult circumstances in the area.
Accordingly, the union members and young people wearing police uniforms experienced activities of "eating, living and working together" with local people, such as helping people harvest rice, building roads in the village, supporting single-parent households to repair and clean their houses, etc.
Not only that, as part of a series of activities associated with the "24-hour experience" model, the Youth Union and Youth Police of Quy Hop District have joined hands to implement a community support model for the first quarter. Specifically, coordinating with local authorities and the Commune Police force to review, evaluate and select households in difficult circumstances, poor households, and policy families to support, build new or repair houses or support livelihood models...
Within 2 years, the District Youth Union has mobilized socialized resources and working days of union members and youth to build 7 gratitude houses, each worth 70 million VND; built 1 bridge worth 250 million VND; repaired 4 houses, 4 barns and provided 50 breeding animals (cows, goats, pigs); supported the construction of more than 500 meters of concrete roads; dredged more than 400 meters of intra-field canals; presented gifts to 10 policy households, 15 students with difficult circumstances who have excelled in their studies, with a total value of activities of more than 1.2 billion VND.
Replicating the movement "All people protect national security"

Right from the early days of building the "24-hour experience" model, the Youth Union of Quy Hop District Police has determined not only to carry out social and charitable activities to contribute to stabilizing the lives of local people but also to build each cadre into a factor in propagating and disseminating the law, in order to raise people's awareness, thereby launching the movement "All people protect national security".
Senior Lieutenant Tran Van Quy - Secretary of the Youth Union of Quy Hop District Police said: From the series of model activities, the Youth Union of Quy Hop District Police has deployed many series of activities to propagate and disseminate the law, at the same time, coordinated to resolve and ensure security and order at the grassroots level.
Thereby, the Youth Union members of Quy Hop District Police coordinated with local authorities to organize 35 sessions of propaganda, dissemination and education on laws on drug prevention and control, Traffic Law... with the participation of more than 8,000 people. At the same time, young officers and soldiers actively "went to every alley, knocked on every door" to propagate, distributed more than 4,000 leaflets, pasted 30 billboards and posters; coordinated with the commune radio to broadcast more than 400 news and propaganda articles on the implementation of Project 06, Law on Prevention and Control of Harmful Effects of Alcohol and Beer, especially the work of issuing ID cards and activating electronic identification.

Through many forms of propaganda, dissemination and extensive legal education to each household, people in villages and hamlets have improved their understanding and awareness of law compliance, actively participated in the movement "All people protect national security", and denounced crimes. Thereby, providing the authorities with 60 crime reports, coordinating to clarify 15 cases of law violations.
In addition, the Youth Union of Quy Hop District Police has also proactively coordinated with the Commune Police force to deploy measures to manage the area and subjects, contributing to effectively combating all types of crimes and law violations, notably organizing 215 armed patrols. Through patrol work, 13 cases and 16 subjects were promptly discovered and arrested for illegal possession and use of firecrackers, confiscating 8.5 kg of homemade firecrackers; 3 cases and 13 subjects were discovered for gambling; 7 cases and 9 subjects were related to drugs, confiscating 0.15 grams of heroin.
In addition, the Youth Union of Quy Hop District Police also coordinated with professional teams and commune police to promptly handle more than 300 cases right from the beginning at the grassroots level; coordinated to reform and educate more than 100 subjects with criminal records, people who completed their prison sentences and returned to their localities.
Thanks to that, the security and order situation in the areas where the model was deployed gradually stabilized, without conflicts or contradictions among the people; no complicated security and order situations or hot spots were created, contributing to building the movement "All people protect national security" right at the grassroots level.

At the conference to review 2 years of implementing the model, Major General Trang A Tua - Director of the Department of Building the Movement to Protect National Security (Ministry of Public Security) emphasized: The skillful mass mobilization work of the police force in general as well as the "24-hour experience" model of the Quy Hop District Police in particular, has contributed to ensuring social order and safety in the area; supporting and helping people stabilize their lives. Thereby, contributing to building the image of the People's Police officers and soldiers "Forgetting themselves for the country, serving the people".
From the operational efficiency, the "24-hour experience" model has been commended by the Ministry of Public Security and requested the Public Security of units and localities to base on the practical situation and requirements to research and deploy this model nationwide to ensure substance and effectiveness.
