On the morning of July 6, the Vinh City People's Council held the opening session of the 12th session, term XXI, 2016 - 2021 to consider and decide on a number of important issues under its authority. The economy continues to grow
The report on socio-economic development in the first 6 months of 2020 shows that despite the impact of the Covid-19 pandemic, the city's economy continued to grow with an estimated added value of nearly VND 9,340 billion, up 2.65% over the same period. Budget revenue is estimated at more than VND 1,166 billion, reaching 56% of the provincial estimate and up 18% over the same period.
In the past 6 months, the city has also focused on implementing and completing 53 projects in the 2020 public investment plan; associated with urban beautification, sidewalk renovation, and lighting systems on many streets such as Le Loi, Le Duan, Nguyen Du, Nguyen Sy Sach, Nguyen Van Cu, Ho Tung Mau, etc.
The city has also actively worked to lobby the Government to allow the implementation of ODA projects on priority infrastructure investment and urban development adapting to climate change.
The cultural and social fields are taken care of, especially with many solutions to maintain and stabilize teaching and learning in schools before and after implementing the policy of social distancing and isolation.

The city has also implemented many activities to prevent and control the Covid-19 epidemic as well as mobilized social resources for epidemic prevention and control and organized the implementation of support policies from the Government's VND62,000 billion relief package.
Besides the positive results, the report presented at the meeting also frankly admitted that the city has not had any major projects that are dynamic, breakthrough, and promote socio-economic development.
The implementation of investment and construction of some projects is slow and prolonged; problems in compensation and site clearance of some large projects have not been resolved, especially the 95m road project, Vinh - Cua Lo; 72m road; Le Ninh road...

Slow progress in implementing decisions and conclusions after inspection
In 2020, the city continued to implement land acquisition and site clearance to implement many key projects of the province and city and to issue and change land use right certificates, especially for communes merged from Nghi Loc and Hung Nguyen districts. This is also the year of Party congresses at all levels for the 2020-2025 term, but the situation of complaints and denunciations in the city in the first 6 months of the year decreased compared to the same period.
In 6 months, the city received and processed 920 petitions with 698 cases, a decrease of 15% in the number of petitions and 10% in cases compared to the same period. Of which, the main ones were recommendations and reflections with 668 cases; complaints with 16 cases; and denunciations with 14 cases.

Petitions classified by city authority include 444 cases, of which 426 cases have been resolved, reaching 96%; commune authority includes 254 cases, of which 233 cases have been resolved, reaching 92%. After resolving complaints and denunciations, the leaders of the People's Committee and specialized departments are currently participating in court proceedings for 52 cases.
In addition to the focus of many solutions from the Party Committee and the government on the work of handling petitions, increasing public reception and dialogue with the people, Mr. Le Sy Chien - Vice Chairman of the City People's Committee also admitted that although the number of petitions and cases has decreased compared to the same period, there are still many cases to be resolved, mainly related to the confirmation of origin, land allocation, issuance and exchange of land use right certificates, settlement of collective housing projects, compensation for site clearance, urban order, administrative procedures...
The quality and procedures for handling petitions of some departments, units, wards and communes are still limited, not focusing much on verification and working with citizens; the progress of implementing some decisions and conclusions after inspection, handling complaints and denunciations is still slow with 32% not implemented.
