13th Conference, Nghe An Provincial Party Executive Committee, 19th term

MANY BRIGHT SPOTS IN MANY FIELDS

The conference listened to and gave opinions on the socio-economic situation, budget, administrative reform in the first 6 months of the year and tasks and solutions for the last 6 months of 2023.

Accordingly, the comrades in the Provincial Party Executive Committee highly agreed with the socio-economic results achieved by the province in the first 6 months of the year.

The gross domestic product (GRDP) growth rate is estimated to increase by 5.79%, higher than the national average, ranking 32nd out of 63 provinces and cities. The estimated budget revenue is 8,489 billion VND. Investment attraction continues to achieve positive results; as of June 22, 2023, the province has newly granted 65 projects and adjusted 81 projects; the total newly granted and increased capital is 22,186.4 billion VND. Foreign direct investment (FDI) attraction continues to be a bright spot with a total newly granted and adjusted capital of 725.4 million USD, ranking 8th out of 63 localities nationwide.

The fields of culture, society and social security have received attention and direction and have made many improvements. State management and administrative reform continue to receive attention and direction and have made positive changes.

The members of the Provincial Party Committee also reflected and discussed difficulties, problems and shortcomings from local practices such as: Problems related to people's lives such as drainage, lighting during the construction of the North-South expressway through Hoang Mai town and speeding up the construction progress of the section through Hung Nguyen district; drought in agricultural production; arrangement of real estate facilities, especially the cultural house of the hamlet after the merger; cement support mechanism when building urban civilization; arrangement of fishing ports for Cua Lo fishermen; clearance of land for the North-South expressway;...

Many opinions of leaders of departments and branches have reported, informed, exchanged and clarified socio-economic contents such as growth rate, budget revenue, disbursement of public investment capital and recommended contents; at the same time, proposed a number of tasks and solutions for the district level, especially disbursement of public investment capital.

OVERCOMING DIFFICULTIES, FOCUSING ON COMPLETING TARGETS AT THE HIGHEST LEVEL

Concluding the conference, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged the socio-economic development results in the first 6 months of this year, despite the difficult and unfavorable context from the world situation, global economy, as well as the impact of El Nino...

There are many bright spots such as: Attracting foreign direct investment achieved positive results; culture - society, especially education and health, cultural activities were well implemented; social security work, policies were resolved promptly, in accordance with regulations, building houses for poor households, households with housing difficulties; national defense, security, social order and safety were basically ensured.

Analyzing the context and situation in the last 6 months of the year with many difficulties and challenges, the Provincial Party Secretary requested to continue to focus highly on implementing tasks and goals in 2023; in which the Provincial People's Committee closely follows the plan and scenario for management; Party organizations, members of the Provincial Party Standing Committee, the Provincial Party Executive Committee in charge of agencies and units need to grasp the bases and areas to monitor, urge, inspect... promptly.

The secretaries of district, city and town party committees regularly monitor and lead the implementation of tasks in the area. Thereby, working closely with the government to focus on implementing and completing the highest targets set for this year.

The head of the Provincial Party Committee also emphasized the need to continue focusing on disbursing public investment capital to soon bring capital into the economy, contributing to growth and job creation.

Highly agreeing with the solutions that the Provincial People's Committee's Executive Committee has led and directed to remove difficulties and obstacles in the process of disbursing public investment capital, the Provincial Party Secretary proposed to continue to implement them more strongly in the last 6 months of the year.

First of all, regarding the capacity of investors, mainly the project management board at the district level, if any place is stagnant, not highly focused, and does not have effective methods and approaches, the head of the Provincial Party Committee proposed to both improve capacity and qualifications; and review and arrange for more capable staff to replace and take on the role of the project management board.

Along with that, continue to adjust public investment capital from projects with slow disbursement progress or no disbursement capacity to projects with fast disbursement progress; associated with transferring ineffective investment policies at lower levels to higher levels; strengthen inspection, urging, supervision, and removal of difficulties within the province's authority; contractors with slow disbursement, slow settlement, and slow refund will not be allowed to bid.

The Provincial Party Secretary proposed to continue to closely follow and coordinate with Central agencies to submit to the Prime Minister for approval the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 in the coming time.

The Politburo also agreed to issue a Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045, which will be issued in the near future.

Reiterating the words of General Secretary Nguyen Phu Trong: The Politburo's issuance of a new Resolution on Nghe An is only an important first step, the decisive issue is organizing effective implementation, Provincial Party Secretary Thai Thanh Quy said: The province has advised the Standing Secretariat to directly disseminate this important Resolution in Nghe An; thereby creating an emulation movement, a driving force for the provincial political system to concretize the Resolution.

From now until the Politburo organizes the dissemination of the new Resolution on Nghe An, the province needs to coordinate with central agencies to advise on the development of a draft Action Program to implement the Resolution; a plan to implement the Resolution of the National Assembly Party Delegation and proactively develop a draft Action Program of the Nghe An Provincial Party Committee.

Also according to the expected roadmap, by the end of 2023, the Government will submit to the National Assembly additional mechanisms and policies for Nghe An in Resolution No. 36/2021/QH15 dated November 13, 2021 on piloting a number of specific mechanisms and policies for the development of Nghe An province and by May 2024 the National Assembly will consider promulgating.

Pointing out the above very important tasks, which have an impact on the development of the province, Provincial Party Secretary Thai Thanh Quy requested that relevant sectors and levels focus on most effectively implementing the new Resolution of the Politburo on Nghe An into life.

The head of the Provincial Party Committee also requested to focus on improving the investment environment, attracting investment, especially attracting FDI projects; in which it is necessary to speed up the implementation of industrial parks: VSIP Nghe An II, Hoang Thinh Dat II, expanding WHA Industrial Zone to attract secondary investors; at the same time, pay attention to preparing to start construction of Cua Lo deep-water seaport expected at the end of this year or early 2024; continue to carry out procedures to prepare for the expansion of Vinh International Airport; handle obstacles to open the North-South expressway in the East, Nghi Son - Dien Chau section on September 2, 2023;...

During the implementation of works and projects, if there are impacts and consequences on people's lives, the Provincial Party Secretary requested that for projects under the authority and investment policy of the province, there must be a plan from the beginning, thoroughly resolving the issues for the people; and for projects whose investors are under the authority of the Central Government, if districts, cities and towns work with investors ineffectively, they need to synthesize and report to the province for timely resolution.

The Provincial Party Secretary requested to focus on implementing well the cultural and social tasks, ensuring national defense and security, in which continuing to replicate good models such as: Drug-free communes;... At the same time, he requested the leaders of the Party Committees and authorities at the district and grassroots levels to proactively grasp and forecast the situation well; thoroughly consider and promptly resolve the legitimate aspirations of the people right from the grassroots level.

Regarding administrative reform, the Provincial Party Secretary requested to continue promoting the role of the Steering Committee, members of the Steering Committee for administrative reform at the provincial and district levels; the role of leaders in localities, agencies and units in leading and directing implementation; especially being determined and bold in personnel work to promote the effective reform process.
