More than 460 environmental and land officials updated on climate change knowledge

(Baonghean.vn) - On the morning of November 30, in Vinh City, Nghe An Department of Natural Resources and Environment organized a training course to update new regulations on climate change and the 2020 Law on Environmental Protection for staff and civil servants of natural resources and environment at district and commune levels.

Attending the opening ceremony were representatives of the provincial Department of Natural Resources and Environment, relevant departments and branches, and leaders of units and departments under the Department.

The training course was attended by 460 civil servants from the district-level Department of Natural Resources and Environment and civil servants in charge of land administration, hydrometeorology, and climate change at the commune level.

The reason for enhancing the awareness of environmental resource management staff at district and grassroots levels is that in recent years, the impact of extreme weather andclimate changeSo the natural disaster situation is becoming more and more complicated.

Along with the unusual increase in temperature, rain and floods are also becoming more and more complicated, causing floods, inundation, saltwater intrusion, and rising sea levels. Nghe An is one of the provinces strongly affected by climate change as droughts become more and more serious, and many types of extreme weather have appeared.

Within 1 day, the class was directly taught by experts from the Department of Climate Change, Ministry of Natural Resources and Environment, sharing information and knowledge about global efforts to respond to climate change, in which Vietnam is one of the most affected and vulnerable countries.

At the training course, experts introduced the general policies and commitments of the Party and Government on combating climate change through the development and promulgation of Resolution No. 24-NQ/TW of the Central Executive Committee on proactively responding to climate change, strengthening resource management and environmental protection in 2013.Law on Environmental Protection 2020with many new regulations; commitments at COP 26; national strategy on climate change for the period 2021 - 2050. In addition, from combating climate change and reducing greenhouse gas emissions, a number of new markets and products have appeared in the market such as forest certification, certification and the formation of a carbon credit trading market...

At the COP 26 climate change forum, Vietnam signed a commitment that by 2030, the total national greenhouse gas emissions will be reduced by 43.5% compared to the business-as-usual scenario, and by 2050, net emissions will be “zero”; the Government has signed and issued a national strategy on green growth with four pillars: reducing greenhouse gas emissions, greening economic sectors, greening lifestyles, promoting sustainable consumption, and greening the transition process.

Also in this training program, experts from the Department of Climate Change will introduce the greenhouse gas emission mechanism and legal regulations on greenhouse gas emission reduction; the development of the carbon market in the world through the mechanism of quota exchange, credit granting, carbon tax; legal regulations on the roadmap for carbon market development in Vietnam.

At the forum, experts also provided more information about Decree No. 02/2022/ND-CP of the Government regulating resources, policies and national plans on climate change adaptation; the system of assessing and monitoring the impacts of climate change in Vietnam.
