Closing of Lach Van bridge under the Nghi Son coastal road project (Thanh Hoa) to Cua Lo (Nghe An)

On July 26, the Department of Transport held a closing ceremony for Lach Van Bridge, part of the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), section Km7 - Km76.
Attending the ceremony were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Director of the Department of Transport.

The Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76 has been approved by the Provincial People's Committee in Decision No. 2925/QD-UBND dated August 13, 2021, with a total investment of VND 4,651 billion (central budget VND 3,200 billion, local budget VND 1,451 billion). Total length 64.46 km (Hoang Mai town 9.78 km; Quynh Luu district 16.41 km; Dien Chau district 24.41 km; Nghi Loc district 13.64 km, Cua Lo town 0.22 km).

The project has an investment scale: The route is designed according to the standards of a grade III plain road; there are 8 bridges, of which, there are 5 large bridges (Hoang Mai, Lach Quen, Cua Thoi, Lach Van, Nghi Quang) and 3 small bridges (Tan Long, Nha Le canal, Nghi Tan).

The project has been under construction since February 2022. Up to now, it has been completed and is expected to be completed in September 2023, with a construction progress of 19 months, 17 months ahead of schedule.

This is a project within the overall planning of Vietnam's coastal roads approved by the Prime Minister in Decision No. 129/QD-TTg dated January 18, 2010 and adjusted in Decision No. 1516/QD-TTg dated November 4, 2019.
The project will be implemented from February 2022 with a contract schedule of 48 months. However, Nghe An Department of Transport has directed the development of an implementation plan: The bridge section will be completed within 24 months (February 2024); the route section will be completed within 30 months (quarter II/2024).

Currently, the Department of Transport is resolutely directing construction units to focus on accelerating the construction progress of roadbeds, foundations, bridges and works on the route, and deploying asphalt concrete paving for 10 km. The construction and installation value is about 1,737 billion VND, reaching 63% of the contract (exceeding 22% compared to the contract progress). It is expected that in 2023, 6 bridges will be completed and about 42 km of asphalt concrete will be paved.

To date, VND 2,843.141 billion has been allocated (VND 2,180 billion from the central budget and VND 663.141 billion from the local budget). Of which, VND 980 billion has been allocated for 2023 (VND 730 billion from the central budget and VND 250 billion from the local budget); VND 430.7 billion has been disbursed for 2023, reaching 44% of the allocated capital (reaching 52% of public investment capital).
Regarding site clearance, 54.58 km/59.91 km of the site has been handed over, reaching 91%. Of which: Hoang Mai town handed over 8.6 km/9.42 km, reaching 91%; Quynh Luu district handed over 14.2 km/16.17 km, reaching 88%; Dien Chau district handed over 23.9 km/24.44 km, reaching 98%; Nghi Loc district handed over 7.7 km/9.66 km, reaching 80%; Cua Lo town handed over 0.18 km/0.22 km, reaching 82%. It is expected to complete and hand over the entire site in 2023.

The investment in building the route aims to exploit and effectively use marine and coastal resources, serve the socio-economic development of coastal localities, and strengthen the province's national defense and security.
At the same time, it contributes to perfecting the transport network of the province and regions, shortening travel time between economic zones, tourist areas, especially sea tourism, as well as serving rescue work, handling situations in response to natural disasters and climate change.

The leader of the Department of Transport said that in order to ensure construction progress and disbursement of 100% of allocated capital, in the coming time, localities will focus on directing, removing difficulties and obstacles, and speeding up site clearance progress so that construction units can ensure project progress.
