Instructions on the process of reviewing, detecting, screening, and removing unqualified party members from the Party
(Baonghean.vn) - The Central Organizing Committee issued Instruction No. 02-HD/BTCTW, guiding the criteria and procedures for reviewing, detecting, educating, assisting, screening, and removing unqualified party members from the Party.
Pursuant to Directive No. 28-CT/TW, dated January 21, 2018 of the Secretariat on improving the quality of Party membership admission and reviewing, screening, and removing unqualified Party members from the Party, after receiving the direction ofSecretariat,Central Organizing CommitteeIssue guidelines on criteria and procedures for reviewing, detecting, educating, assisting, screening, and removing unqualified party members from the Party, with the following contents:
I. PURPOSE AND REQUIREMENTS:
1. Unify criteria and procedures for reviewing, detecting, educating, assisting, screening, and removing unqualified party members from the Party to purify the Party membership, contributing to strengthening the building andParty rectificationImprove the leadership capacity, fighting strength of the Party organization and the quality of Party members, maintain discipline within the Party, strengthen the trust of cadres, Party members and people in the Party.

2. The inspection, detection, education, assistance, screening, and removal of unqualified Party members from the Party must be carried out regularly; ensuring the principles of democratic centralism, objectivity, caution, strictness, and transparency. The main focus is on detecting, promptly educating, and helping Party members; at the same time, resolutely removing Party members who have violated the Party and have been educated and assisted but have not improved; absolutely no prejudice or exploitation to suppress Party members for personal motives.
3. Enhance the self-awareness of party members; the spirit of self-criticism and criticism, the proactiveness and sense of responsibility of party committees, party organizations and party members; promote the role of the Vietnam Fatherland Front, socio-political organizations and the people in detecting and reporting to the party organization violations by party members. Party committees and party organizations must uphold the principles of organizing party activities, solidarity and unity, strengthen inspection and supervision of implementation, and ensure compliance with party regulations.
II. CRITERIA AND PROCEDURES FOR SCREENING, DETECTING, EDUCATING, AND HELPING IN SCREENING AND REMOVING PARTY MEMBERS WHO ARE NO LONGER QUALIFIED FROM THE PARTY
1. Criteria for detecting party members who have committed violations and need to be educated and assisted by the Party cell before considering and deciding to remove them from the Party:
Party members whose violations have not yet reached the level of having their names removed or being disciplined by expulsion need to be educated and assisted before consideration and a decision is made to remove them from the Party in one of the following cases:
- Two consecutive years classified as "Not completing tasks".
- Violating Party discipline or State law and having been disciplined by competent authorities with warning, demotion, military rank reduction, demotion, dismissal, and continuing to commit violations while serving disciplinary action.
- Through self-criticism and criticism or through inspection and supervision, the competent Party Committee concludes that there is political and ideological degradation, "self-evolution", "self-transformation" or violations of ethics and lifestyle.
- Violating Party regulations on implementing exemplary responsibilities or things that Party members, cadres, civil servants and public employees are not allowed to do or having low prestige in the agency, unit or place of residence as concluded by the competent Party Committee, negatively affecting the prestige of the Party and the Party organization during its activities.
2. Process of screening, detecting, educating, assisting, screening, and removing unqualified party members from the Party:
Step 1:Review and detect party members who need to be educated and assisted by the party cell before considering and deciding to remove them from the party.
The Party cell (the Party cell secretary where there is no Party cell) reviews according to the criteria stated in point 1 above and consults with the Front Working Committee of the village and residential group (leaders, political and social organizations of organizations, agencies, units, and enterprises for Party members currently working) to plan a list of Party members who need to be educated and assisted by the Party cell before considering and deciding to remove them from the Party.
The Party cell asks for instructions from the immediate superior Party cell on the list of Party members expected to need education and assistance from the Party cell in order to make an official list to present at the Party cell meeting.
The Party cell meets, discusses, and holds a secret ballot for each Party member expected to need education and assistance from the Party cell. Any Party member that two-thirds or more of the official Party members of the Party cell (except for Party members exempted from Party work and activities) vote in favor of will be included in the list of Party members who need education and assistance from the Party cell before consideration and decision to remove them from the Party; the list is reported to the immediate superior Party Committee for approval to carry out the next steps.
Step 2:Education and support for party members
The Party cell (the Party cell secretary where there is no Party cell) notifies the approval of the immediate superior Party cell, discusses with each Party member who needs to be educated and assisted by the Party cell about violations and feedback from mass organizations (if any) and requests the Party member to write a self-criticism, in which he/she clearly commits to correcting and overcoming violations.
The Party cell holds a meeting for Party members to review themselves before the Party cell (can review during regular meetings) and pass a resolution assigning 1 Party cell executive committee member or 1 Party member to monitor and assist 1 Party member. The monitoring and assistance period is 12 months.
Step 3:Screening of party members who have been educated and assisted by the party cell
After 12 months, from the date the Party cell assigns a Party cell member or Party member to monitor and assist, the Party cell will hold a meeting for the Party member to self-examine and clearly state the results of corrections and overcoming violations according to the commitment. The Party cell member or Party cell member assigned to monitor and assist will comment. The Party cell will discuss, give opinions and vote by secret ballot for each case (vote to recognize the Party member's progress first, vote to propose considering removing the Party member from the Party later). The Party cell will decide based on the voting results:
- If at least half of the official party members of the party cell (except party members exempted from party work and activities) vote to agree to recognize the party member's progress, the party cell shall issue a resolution to recognize the party member's progress and report to the immediate superior party committee.
- If two-thirds or more of the official Party members of the Party cell (excluding Party members assigned to work and participate in Party activities) vote to propose consideration of expulsion from the Party, the Party cell shall issue a resolution and report to the immediate superior Party Committee for consideration and decision according to its authority.
- If less than half of the official Party members of the Party cell (except for Party members exempted from Party work and activities) vote to agree to recognize the progress or less than two-thirds of the official Party members of the Party cell (except for Party members exempted from Party work and activities) vote to propose consideration of removal from the Party, the Party cell will consider and decide to include them in the list of Party members who need to be further educated and assisted by the Party cell before considering and deciding to remove them from the Party and will reconsider after 12 months.
Step 4:Remove unqualified party members from the Party
Based on the request of the grassroots Party Committee, the district-level Party Committee and equivalent directs the Inspection Committee at the same level to examine, verify, and conclude on the violations of each Party member. Based on the conclusion of the examination and verification of the violations of each Party member, the district-level Party Committee and equivalent considers and decides to remove the name or discipline the Party member by expulsion in accordance with the regulations and instructions for implementing the Party's regulations.
For party members who, after review, do not need to be removed from the list or disciplined by expulsion, the district-level Party Committee and equivalent will direct lower-level Party Committees to continue educating and helping that party member and will review after 12 months.
II. IMPLEMENTATION ORGANIZATION:
Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government direct the implementation of the following main contents:
1. Propaganda, dissemination, and dissemination to Party committees at all levels, Party organizations, and each Party member to unify awareness, clearly understand the purpose, requirements, meaning, and importance of regularly reviewing, detecting, educating, helping, screening, and removing unqualified Party members from the Party.
2 Based on this Instruction, specify the criteria and procedures for reviewing, detecting, educating, assisting, screening, and removing unqualified Party members from the Party in accordance with Party regulations, in accordance with the actual situation of the locality, agency, and unit for implementation.
3. Strengthen guidance, inspection and supervision of implementation at lower levels to ensure compliance with Party regulations, goals, requirements, quality and progress, and resolve complaints (if any) in accordance with regulations and instructions for implementing the Party Charter. Report results to the Central Organizing Committee before March 15 every year for synthesis and reporting to the Secretariat.
