Promoting law libraries and applying social networks

As Vice Chairman of Chau Cuong Commune People's Committee and also a legal propagandist of the commune, Mr. Le Van Ca often goes to the Electronic Law Library to look up information to serve his work. Mr. Ca said: "I find that being granted an account to use the Electronic Law Library not only helps me access and look up information quickly, but also helps me clearly understand which content in the document has been edited and supplemented, which document is still valid, which document has expired, which document has been replaced... From there, it serves my work better and more accurately."

The use of the Law Library has been advised by the Quy Hop District Legal Education and Dissemination Council to the District People's Committee to deploy since 2008 and has been maintained effectively until now. According to Mr. Vy Hoang Ha - Head of the Justice Department of Quy Hop District: Currently, the contract to exploit the Electronic Law Library with 30 online accounts has been transferred to all civil servants of the District Party Committee, the People's Committee, the District Government and 21 communes and towns for use and exploitation. This helps officials and civil servants to look up legal documents more conveniently and easily, just type in each keyword related to the search content and a link will appear to refer to many related documents, some old and some new. Therefore, the time spent on searching does not take much but is maximally effective.

The application of IT in disseminating and popularizing the law, especially during the complicated period of the Covid-19 epidemic, has been thoroughly used by Quy Hop district. Notably, the Law Dissemination and Education Column (built since 2018) on the district's Electronic Information page and fanpage with more than 3,600 followers was maintained. In 2021, more than 700 topics were posted with 10,000,000 views. The main content is newly issued legal regulations, regulations on elections, land, handling of administrative violations, drug prevention, Covid-19 epidemic prevention and legal contents of public interest. Sometimes, there are situations from daily questions for advice sent by people that are edited briefly, easy to understand and shared to groups with a large number of followers such as Quy Hop People, Quy Hop People, etc.

Quy Hop is also the only district in the province to organize the online contest "Learning about the law on the election of National Assembly deputies and People's Council deputies at all levels for the 2021-2026 term" (in parallel with the Central contest) on the Quy Hop District Electronic Information page. In 2020-2021, the District People's Committee assigned the District Law Dissemination and Education Council to coordinate with the District Youth Union, People's Court, People's Procuracy and District Police to organize a mock trial with the theme of preventing and combating school drug use at high schools in the area, and at the same time livestream directly to the school's Fanpage, attracting a large number of students and teachers to watch.

Diversify forms of propaganda

Recently, the Standing Committee of Quy Hop District Party Committee issued Resolution 01 and the District People's Committee concretized it with the project "Strengthening leadership and direction of the dissemination and education of law, raising people's awareness of law compliance associated with building communes and towns that meet legal access standards in the period of 2021-2025". Each department and branch proactively develops specific legal propaganda plans for each type of subject such as farmers, workers, civil servants and laborers, youth, women, veterans, laborers; plans for legal propaganda in schools, plans for dissemination and education of law for key communes... and directs effective implementation.

In addition, the district focuses on directing the effective implementation of plans for dissemination and education of specialized laws. The District Council for Coordinating the Dissemination and Education of Law has also proposed to the Standing Committee of the District Party Committee at the monthly Conference of Party Committee Reporters chaired and organized by the District Party Committee's Propaganda Department that, if necessary, a specialized topic on law will be arranged, with the district's legal reporters presiding over the preparation and teaching of lessons. This is one of the practical and highly effective ways to implement the monthly Law Day.

Another highlight of the past year, according to the leaders of Quy Hop district, is that, based on the reality of the complexity of land disputes and complaints and based on the functions and tasks of the Court with the Commune-level Government, the District Council for Dissemination and Education of Law has advised the District People's Committee to direct the Department of Justice to preside over and coordinate with the District People's Court and the sectors in the internal affairs sector to draft the Regulation on coordination in resolving land disputes between the District People's Court and the Chairman of the Commune People's Committee and organize a signing conference. In which, it clearly states the tasks of the presiding parties and the tasks that the parties must coordinate, creating initiative in the work, contributing to improving the effectiveness of resolving land disputes and complaints under the authority of the district and commune levels. In the process of implementing the Regulation, the work of disseminating and educating land law to officials and people has been very effectively integrated, which has been highly appreciated by the Provincial People's Court and provincial departments and sectors.

Quy Hop is also the first district to draft a sample of Compulsory Drug Rehabilitation Records for easy application by communes. Due to having to base on more than 10 different types of documents at the same time, the work of creating drug rehabilitation records encountered many difficulties. Therefore, since 2008, the Department of Justice has presided over and coordinated with the People's Court, the People's Procuracy, the District Police, the District Department of Labor, War Invalids and Social Affairs to build a set of sample records on: Compulsory drug rehabilitation, education at the commune level, and drug rehabilitation in the community. Then, specific training was provided to the Police and Cultural - Social officials at the commune level. After having the sample records, difficulties were removed for the commune-level authorities in creating records to send subjects to compulsory drug rehabilitation. At the same time, the appraisal process at the Department of Justice and the meeting at the Court were also more convenient, reducing the time in reviewing these records.

According to Mr. Vy Hoang Ha - Head of the Justice Department of Quy Hop district: To improve the effectiveness of law dissemination, the district pays special attention to and improves the District Law Dissemination and Education Council with 32 members, a team of legal propagandists with 59 competent and professional officers, with skills to carry out the work of disseminating and educating the law; regularly trained in professional skills and promptly updated with new legal knowledge, meeting the requirements of propagating and disseminating the law to the people. Thanks to that, the work of building and recognizing communes that meet the standards of legal access in the area has also had many changes (in 2021, Quy Hop has 12 communes and towns that meet the standards of legal access).

“In 2022, with the motto of focusing on the grassroots, the District Party Committee has agreed to assign the District People's Committee, the District Council for Dissemination and Education of Law, and the District Department of Justice to open specialized training courses on grassroots mediation for 214 grassroots mediation teams in communes and towns of Quy Hop district, including printing and providing full "Training documents on grassroots mediation for mediators" - Mr. Vy Hoang Ha said.
