After receiving the news, the leaders of the District Party Committee, People's Committee of Quy Hop district, along with forces, functional departments and Chau Hong and Chau Thanh communes mobilized vehicles and machinery to the scene to organize rescue.
The location where the accident occurred was determined to be at the mine of Tuan Hung Mineral Exploitation Company, which was closed by the Provincial People's Committee in Decision No. 2066/QD-UBND dated May 18, 2017. The location of the closed mine entrance has coordinates 534303; 2145319. However, some households in Ban Chao hamlet, Chau Hong commune used manual means to dig and crawl to search for minerals.
After consulting with officials of Chau Hong and Chau Thanh communes and related households, it was determined that the landslide that caused the accident had coordinates 534730; 2145324, about 400m from the location of the households. The People's Committee of Quy Hop district directed forces to open a path to search for the victim's body.
After about 45 minutes of searching, the two victims, Mr. Luong Van Tuan (42 years old) and Mrs. Luong Thi Hao (37 years old, Mr. Tuan's wife) were brought out of the mine area, but both died. The victim, Sam Thi Hai (32 years old, living in Ban Chao hamlet, Chau Hong commune, Quy Hop), was rescued from the mine by her husband earlier, but died on the way to the emergency room.

Regarding the current situation of the area where the accident occurred, this is an area with a lot of tin ore potential, with 4 companies licensed to exploit minerals. Currently, 2 mines of Tuan Hung Mineral Exploitation Company and Phu Quy Company have had decisions from the Provincial People's Committee to close the mines; the mine of Nghe Tinh Non-ferrous Metals Joint Stock Company has been suspended from exploitation since 2017; only the mine of Ha An Minerals Company is still exploiting.

In fact, many people in Chau Hong commune consider tin picking as a livelihood. Therefore, despite the dangers to their lives, they still pursue the job of tin picking. Photo: Dao Tuan |
In this area, which is a rugged mountainous area, the roads are extremely difficult to travel. Although the District Party Committee and People's Committee have issued many strong directives in the past; Chau Hong and Chau Thanh communes have issued documents to disseminate to Party cells and hamlets; organized propaganda and mobilization at meetings and on mass media. However, the lives of the people are still difficult, some households take advantage of the off-season to gather together to collect and dredge ore to increase their family income, which leads to tragic accidents.
As reported by Nghe An Newspaper on March 14, 2019, the mine collapse and death on March 13, 2019 was not the first incident, but some people in Chau Hong commune still consider tin ore collection as a livelihood. Meanwhile, on Lan Toong mountain, there are many old mines. Although the mine entrances have been filled, people still open the entrances to collect ore.![]() |
One of the solutions to prevent people from collecting tin ore is to seal the tunnels like this. Photo: Nhat Lan |
Therefore, this is extremely worrying and needs to be warned. From this situation, Quy Hop district and relevant agencies need to have strong solutions to prevent; absolutely not let similar unfortunate incidents happen.
