Budget revenue reached over 2,376 billion VND

The report on the socio-economic situation in 2019 presented by Mr. Ha Thanh Tinh - Vice Chairman of the City People's Committee at the meeting affirmed: 2019 is a year of drastic and accelerated direction from the Party Committee and authorities from the city to the ward and commune levels to implement the goals and targets of socio-economic development for 5 years (2016 - 2020) and the Resolution of the 22nd City Party Congress.

The city's socio-economic situation continues to grow well. The economic growth rate is estimated at 9.15%; the economic structure is shifting in the right direction; budget revenue reaches over 2,376 billion VND.

Urban management, land, basic construction investment, and site clearance have had many positive changes, many key projects have been implemented; the management of traffic safety corridors and urban order has achieved many positive results.

The city has also put into operation Cao Thang night street; implemented the construction of walking streets, expected to put into operation walking streets before New Year's Day.

There has been much progress in the cultural and social fields; the material and spiritual life of the people continues to improve. National defense and security are ensured; administrative reform continues to receive attention from the city and wards and communes.

Many conclusions and decisions on handling petitions have not been implemented.

Also at the opening session, Mr. Le Sy Chien - Vice Chairman of the City People's Committee reported the results of receiving people, handling complaints and denunciations of citizens; preventing and combating corruption in the city in 2019, tasks in 2020.

During the year, the number of people received by the Chairman of the City People's Committee and wards and communes increased compared to the same period in 2018. Specifically, the Chairman of the City People's Committee and wards and communes received 494 people (an increase of 19% over the same period) with 464 cases (an increase of 27% over the same period) and regularly received 1,051 people.

Regarding petitions, the city has received and processed 2,245 petitions and denunciations from citizens with 1,574 cases. Of which, the number of cases under the authority of the Chairman of the City People's Committee is 1,086 cases and 1/053 cases have been resolved, reaching 97%. After resolving complaints and denunciations, the leaders of the City People's Committee and specialized departments are participating in the proceedings in court for 88 cases.

Regarding the authority of the Chairman of the People's Committee of the commune and ward, there are 488 cases, of which 459/488 cases have been resolved, reaching 94%.

Vice Chairman of the City People's Committee Le Sy Chien also said that although the work of handling citizens' complaints and denunciations has received attention, there are still a number of cases that have not been resolved.

Chairmen of some wards and communes have not seriously implemented regular citizen reception; the handling of petitions in some wards and communes still has errors, handling them perfunctorily, passing the matter off to higher levels.

There are still many conclusions and decisions that have come into legal effect but have not been implemented.

At the opening session, the City People's Council also reviewed a number of reports on the implementation of the 2019 budget estimate, the 2020 budget estimate; results of civil judgment enforcement in the area in 2019, tasks in 2020; synthesized voters' opinions and recommendations and drafted 8 resolutions submitted to the session.

The meeting also dismissed Mr. Nguyen Van Chinh - Head of the Organization Committee of the City Party Committee and Head of the Internal Affairs Department of the City People's Committee from the position of Head of the Economic - Social Committee of the City People's Council.

Dismiss from the position of member of the City People's Committee: Mr. Bui Quang Phuong - former Head of the Department of Culture and Information, was transferred to be Secretary of the Party Committee of Cua Nam Ward; Mr. Nguyen Huy Hoang - former Head of the Department of Natural Resources and Environment, was transferred to be Secretary of the Party Committee of Truong Thi Ward; Mr. Ho Sy Tan - former Head of the Department of Internal Affairs, is now retired according to the regime.

The City People's Council conducted an additional election of members of the City People's Committee for the 2016-2021 term for Mr. Nguyen Van Chinh - Head of the City Party Committee's Organization Committee and Head of the City People's Committee's Internal Affairs Department; Tran Thi Cam Tu - Head of the City Party Committee's Inspection Committee and Chief Inspector of the City; Nguyen Huu Trung - Head of the Department of Culture and Information; Nguyen Van Ngoc - Head of the Department of Natural Resources and Environment, City People's Committee.
