At this session, the People's Council of Nghe An province focused on discussing, reviewing and approving 8 draft resolutions related to the contents of public investment, supporting the innovative startup ecosystem; regular support levels for the positions of Captain and Deputy Captain of the Civil Defense Team and providing fire prevention and fighting equipment for the Civil Defense Team; support levels for health insurance payments for a number of subjects; regulations on a number of policies on population work and giving birthday gifts to the elderly in the province.

Speaking at the opening of the session, comrade Nguyen Xuan Son - Chairman of the Provincial People's Council emphasized: The 19th Provincial Party Congress, term 2020 - 2025 was a great success; the task set for us is to thoroughly grasp the spirit of attack and be determined to soon put the Congress Resolution into practice.

In addition, after the Covid-19 pandemic, our province has suffered heavy losses from the circulation of storm No. 9, and difficulties have piled on top of difficulties. In such a situation, we need to be more proactive in overcoming the consequences of natural disasters, compensating for damages, strengthening and promoting socio-economic development, and taking care of people's welfare.

On October 27, 2020, the Provincial People's Committee issued an Official Dispatch requesting the Provincial People's Council to organize an extraordinary meeting to promptly resolve important issues in socio-economic management, and at the same time to reduce the workload for the year-end meeting, which is expected to have many contents and policies that need to be considered and approved, serving the implementation of the Party Congress Resolution and the socio-economic plan for the next 5 years. The Standing Committee of the Provincial People's Council reported with the consensus of the Standing Committee of the Provincial Party Committee and proceeded to organize the 16th meeting.

Therefore, delegate Nguyen Giang Hoai proposed to adjust the applicable subjects to be enterprises that are granted Business Registration Certificates for the first time by the Nghe An Department of Planning and Investment. Mr. Hoai's opinion was agreed by the representative of the agency drafting the draft resolution, Mr. Nguyen Viet Hung - Deputy Director of the Department of Science and Technology, and proposed for the meeting to make amendments.

The draft resolution that most delegates are interested in is the Resolution regulating the level of regular support for the positions of Captain and Deputy Captain of the Civil Defense Team and providing fire prevention and fighting equipment for the Civil Defense Team in Nghe An province for the period 2021 - 2025.

Delegate Tran Van Huong (Nam Dan) raised concerns that the draft stipulates that the subjects equipped with fire-fighting equipment are Civil Defense Teams established in villages, hamlets, blocks, and hamlets where there are commune-level administrative headquarters and Civil Defense Teams established in villages, hamlets, blocks, and hamlets where there are no commune-level administrative headquarters but there is a high risk of fire and explosion.

Following this opinion, delegate Tran Dinh Toan (Thanh Chuong) proposed that, in order to ensure balance and fairness in terms of policy, the Provincial People's Council should consider and include in the draft content that the Team Leaders and Deputy Team Leaders of the Civil Defense Team established in villages, hamlets, blocks, and hamlets where there is no commune-level administrative agency headquarters when mobilized to perform fire and explosion fighting tasks will enjoy support policies according to State regulations to ensure strictness.

Regarding the opinions of the delegates, Deputy Head of the Legal Committee, Provincial People's Council Thai Thi An Chung said that the process of reviewing the draft by the Legal Committee on this draft raised this issue. Currently, the whole province has 1,726 Civil Defense Teams and if implemented correctly according to the Law on Fire Prevention and Fighting, each year, the provincial budget must spend more than 17 billion VND.

However, according to the explanation of the Provincial People's Committee, currently based on the calculation of the difficult and unmet provincial budget balance capacity, the regular financial support is only applied to the Team Leaders and Deputy Team Leaders of 460 Civil Defense Teams established in villages, hamlets, blocks, and hamlets where the commune-level administrative agencies are located. And the total budget to support the above subjects according to the Provincial People's Committee's estimate is more than 4.5 billion VND per year and over 22.6 billion VND within 5 years.

Speaking on this content, Chairman of the Provincial People's Council Nguyen Xuan Son agreed with the concerns and valid proposals of the Provincial People's Council delegates. However, the balance between the desire and financial resources could not be guaranteed, so he requested the Provincial People's Council delegates to share and agree that the policy must be "packaged" in order of priority. When budget conditions are guaranteed, the subjects will continue to be expanded.

In addition to the issue of the regime for the Captain and Deputy Captain of the Civil Defense Team, many delegates also proposed that the authorities need to survey and accurately determine areas at risk of fire and explosion.

After a morning of urgent and responsible work, the Provincial People's Council completed the proposed contents and programs. The session passed 8 resolutions on socio-economic issues.

In his closing speech, Chairman of the Provincial People's Council Nguyen Xuan Son acknowledged the active preparation process of the sectors, the Provincial People's Committee and the quality review of the Provincial People's Council Committees as the basis for the Provincial People's Council delegates to consider and pass the Resolutions; he sincerely thanked the delegates for their active and responsible discussions at the meeting.

The issuance of the Council's resolution this term takes place at a time when there are many things to do: proactively preventing natural disasters, storms and floods, continuing to prevent epidemics and the Covid-19 pandemic; quickly implementing the Resolution of the 19th Provincial Party Congress, completing the Resolution on tasks in 2020, preparing the Socio-Economic Plan for the period 2021 - 2026, therefore, the Chairman of the Provincial People's Council requested that all levels and sectors pay attention to ensure the timely and quality implementation of the Council's Resolution.

Regarding public investment, the resolutions of the Provincial People's Council aim to continue to overcome delays and dispersion, speed up progress, improve investment efficiency, pay attention to difficult areas, ensure harmony but must closely follow the Resolution of the 19th Provincial Party Congress to have focus, breakthroughs and spread.

The implementation of the resolutions of the Provincial People's Council this time must create a positive change in start-ups, population policy, elderly policy and health policy; promote the effectiveness of the Civil Defense Teams' movement in maintaining security and order; fire prevention, fire fighting, and rescue at the grassroots level.
