At this session, the Provincial People's Council will review and evaluate the socio-economic situation, state budget implementation, public investment plan in the first 6 months of the year, tasks and solutions for the remaining months of 2021; Covid-19 pandemic prevention and control work and implementation of policies to support employees and employers facing difficulties due to the Covid-19 pandemic and many other reports; at the same time, review and decide on many important resolutions.

To complete the program of the Session, ensure time and quality, in his opening speech, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council requested the delegates of the Provincial People's Council to uphold their sense of responsibility, promote their intelligence, carefully study the contents, actively discuss, express their opinions clearly, especially on issues with different opinions, create high unity so that the Provincial People's Council can make decisions in accordance with the law, in accordance with the practical situation; at the same time, requested the leaders of agencies, units and localities invited by the Provincial People's Council to fully participate and actively contribute to the contents of the Session.

The leaders of the Provincial People's Committee also briefly reported on the results of handling voters' opinions and recommendations at the 17th Session of the Provincial People's Council, term XVII, 2016 - 2021; the implementation of Resolution No. 41/NQ-HDND dated December 13, 2020 on handling voters' recommendations at the 15th Session of the Provincial People's Council, term XVII, 2016 - 2021; the implementation of the Notice of conclusion of the questioning session at the 17th Session of the Provincial People's Council, term XVII.

The Provincial Fatherland Front Committee reported a summary of the 6-month activities of the Provincial Fatherland Front in participating in government building, opinions and recommendations of voters and people in the province; proposed and recommended necessary issues to the Provincial People's Council and People's Committee. The Provincial National Assembly delegation reported the results of the 1st Session of the 15th National Assembly.

The Standing Committee of the Provincial People's Council summarizes the results of the examination by the Standing Committee and the Provincial People's Council Committees on the reports and draft resolutions submitted to the session; the summary report of the Provincial People's Council Delegation Groups on voters' opinions and recommendations before the session and the discussion opinions of the Provincial People's Council delegates on the contents of the session.

This morning, 22 voters sent their opinions to the Session via the hotline. According to the Session's agenda, this afternoon, the 18th term People's Council of Nghe An province will hold a discussion session in the hall.

Due to the complicated developments of the Covid-19 pandemic, the session will take place in 1.5 days (from August 12, 2021 to August 13, 2021), 1 day shorter than previous regular sessions, and will not include a question-and-answer session or a group discussion session. However, the session will still have a discussion session in the hall on issues of interest to voters and delegates.

To meet the requirements of administrative reform and promote the application of information technology, at this Session, the Standing Committee of the Provincial People's Council applied information technology in management; all documents were sent in advance to delegates via email and document management software.
