When will the allowance for primary school teachers be increased by 5%?
This is what many teachers are looking forward to after learning that the Ministry of Education and Training and the Ministry of Home Affairs have agreed to increase allowances for primary and preschool teachers.
The Ministry of Education and Training said that it had worked with the Ministry of Home Affairs many times and within the possible conditions, the two sides agreed to increase the allowance for preschool teachers by 10% and for primary school teachers by 5%.
Therefore, many teachers wonder whether this policy will be implemented or not and when will they start enjoying it?
Regarding this issue, the Ministry of Education and Training said that recently, in the process of localities implementing preferential allowance payments for teachers, some difficulties and problems have arisen due to the amendment and adjustment of legal documents related to the division of administrative areas.
Besides, according to statistics, the total income (including salary and allowances) of preschool and primary school teachers is not commensurate with their professional activities, not enough to ensure teachers' living standards and meet social security needs.

Income pressure is one of the reasons leading to teachers quitting their jobs, changing jobs, quitting jobs, lack of recruitment sources, and failure to attract good people to the education sector.
In the spirit of inheriting existing and suitable regulations, the Ministry of Education and Training is proposing that the Government adjust the preferential allowance level for preschool and primary school teachers to suit the characteristics of the field of study and level of education; in accordance with the regulations on standard training levels according to the 2019 Education Law; in accordance with the policy of the Central Executive Committee in Resolution 27 dated May 21, 2018 and ensuring comprehensiveness, feasibility, and suitability with practical conditions.
Accordingly, the Ministry of Education and Training proposed to adjust the preferential allowance for managers and preschool and primary school teachers with an increase of 5-10% to encourage and motivate the team to perform the tasks of caring for, nurturing, and educating preschool children and teaching and educating primary school students.
Up to this point, the Ministry of Education and Training has received consensus from relevant ministries and branches. The Ministry of Education and Training said that in the coming time, it will carry out the process of drafting a Decree to submit to the Government to regulate this content.
Recently, on August 18, at the conference summarizing the 2022-2023 school year and deploying tasks for the 2023-2024 school year organized by the Ministry of Education and Training, Prime Minister Pham Minh Chinh requested ministries, branches, agencies, and localities to develop, amend, and supplement policies and remuneration regimes for teachers; have financial solutions to support teachers in remote and isolated areas,teacherpreschool; upgrade and supplement facilities and teaching equipment.
The Head of Government also asked the two Ministers of Education and Training and the Ministry of Finance to meet urgently to consider allowances for teachers.
