Phu Loi 2 block strives to become a civilized block
(Baonghean) - Separated from Phu Loi hamlet (now a block) in 1990, Phu Loi block 2 (Quynh Di ward, Hoang Mai town) has 26 years of construction and development.
With 241 households and 870 people, of which 150 workers are engaged in fishing, 53 households specialize in producing and processing fish sauce and hundreds of workers in other service industries, Phu Loi 2 is one of the blocks with the most diverse industrial structure in Quynh Di ward. However, one of the concerns of the block since its separation until recently is that there is no cultural house to conduct community activities. Therefore, in nearly 30 years as a village cadre, for 15 years, Mr. Tran Van Le - Block Leader has petitioned and called for the construction of a cultural house for the block.

In fact, in previous terms, in response to the petition of the people in the block, Quynh Di ward also paid attention to building a cultural house for Phu Loi 2 block, but because the land fund was exhausted and the procedures for requesting new land were too complicated, 10 years have passed but the construction of the cultural house for Phu Loi 2 block is still at a standstill and deadlocked.
The reason why the construction of the Phu Loi 2 Cultural House is facing difficulties is because the land that the block intends to build the cultural house on is located on the border between Phu Loi 2 and Dong Trieu blocks. These are two central blocks with a large population, the land fund is not only limited, but because the ward is in the process of urbanization planning, it is difficult to carry out the land exchange.
Until mid-May 2016, at the meeting of comrade Nguyen Dac Vinh - Secretary of the Provincial Party Committee, also a National Assembly delegate with voters of Hoang Mai town, voters of Phu Loi 2 block and Quynh Di ward proposed the above reality to the National Assembly delegates and the province to pay attention and direct the solution, then the problem was resolved. After receiving the direction of the Provincial Party Committee Secretary, the People's Committee of Hoang Mai town directed the relevant departments and offices to coordinate to find a solution. With the active participation of the People's Committee of the town, the functional departments and offices and the facilitation of the Department of Natural Resources and Environment and the Department of Construction, in just nearly 1 month, the land arrangement for the block to build a cultural house was resolved.
Mr. Tran Van Le - Head of Phu Loi 2 Block said: Although enthusiastic and responsible, because the block cadres do not clearly know the procedures for land conversion and planning, the conversion is not easy, it requires the direction of the provincial and town leaders, then the functional departments and ward leaders really get involved, determined to the end, then the long-standing problems can be resolved.

After the town decided to allow the ward to allocate nearly 500 m2 from the 5% land fund in another area to exchange for the above household, the ward immediately carried out the procedures to grant land exchange to the household. Along with that, to convince the household to agree, the ward leaders personally went to the household with land officers and Fatherland Front officers to mobilize. After 3 discussions with specific commitments, the household agreed to exchange land to move to a new location. On that basis, the town's Urban Management Department guided the commune to establish a land use plan and carry out procedures to build a cultural house according to regulations.
One of the important issues is the cost of building a cultural house. To have a standard cultural house, the Party cell and the executive committee of the block must hold a meeting to mobilize people. Within just 2 weeks, over 800 people unanimously contributed 450,000 VND/person, raising a total of nearly 400 million VND to build the cultural house. The above amount, together with 110 million VND in support (60 million VND from the town, 50 million VND from the ward), and some businesses supporting cement, sand, etc., after only 3 months of construction, the new cultural house worth 500 million VND was inaugurated on September 15, 2016, in the excitement of the people of Phu Loi 2.
Mr. Van Huy Thang - Chairman of Quynh Di Ward People's Committee shared: Completing the cultural house not only makes Phu Loi 2 residents happy but also relieves some pressure from the ward. This is one of the typical blocks of the ward for many years. Although the movement is quite good, because there is no cultural house, all emulation titles must be put aside. Therefore, entering the 2016 - 2021 term, along with the reorganization of the hamlet staff, one of the key priorities and determination of the ward is that 8/8 blocks must have a cultural house, synonymous with Phu Loi 2 block - the only remaining block must have a cultural house. Thanks to the determination of the ward, the attention and facilitation of the town, especially the consensus of the people, the above goal became a reality in just over 3 months.
In the coming time, along with economic development and increasing people's income, one of the priorities of Phu Loi 2 block is to build solidarity relationships, continue to mobilize investment resources to complete the cultural house institution, attract people to participate in useful cultural and community activities. Mr. Tran Van Le confidently said: After having a cultural house, the block's movements will certainly be more vibrant and effective, contributing significantly to the block's efforts to be recognized as a cultural block and contributing with the ward to build urban residential areas in a civilized and modern direction.
