On August 21, Tan Ky District Police (Nghe An) announced that the unit had issued a decision to prosecute the case and prosecute 3 subjects, a mother and her children, for organizing gambling in the form of lottery tickets.
Recently, in Tan Ky district, there have appeared a number of gambling dens in the form of lottery recording with many sophisticated tricks. The gambling dens have caused many gamblers to be heavily in debt, causing instability in security and order in the area and causing discontent among the masses. Project 619B was established to combat this.
Through investigation and verification, detectives identified Bui Thi Hong Vinh (born in 1984, residing in block 3, Tan Ky town) as the leader of these locations and had the support of family members.
Bui Thi Hong Vinh colluded with her biological mother, Tran Thi Hoa (born in 1953), to run the lottery boards. In addition, her older sister, Bui Thi Thuy Mai (born in 1979), was responsible for compiling lottery numbers via text messages.

After a period of monitoring, on June 18, the Special Investigation Committee sent a working group to simultaneously raid two breakfast restaurants in Tan Ky town, Vinh Nhi restaurant owned by Vinh and Hoa Luan restaurant owned by Ms. Hoa (Vinh's biological mother), catching two groups of six people red-handed gambling in the form of lottery tickets, seizing a total of more than 11 million VND and related evidence.
At the investigation agency, Bui Thi Hong Vinh confessed that she had colluded with her biological mother, Tran Thi Hoa, and her sister, Bui Thi Thuy Mai, to organize gambling dens. To ensure secrecy, Vinh gave Mai a phone to carry out the task of receiving and summarizing lottery numbers from customers. With this method, over a period of several months, Vinh attracted many customers in Tan Ky district to participate in gambling.
Discovering that her mother and sister had been arrested, at 6 p.m. that same day, Bui Thi Thuy Mai fled and destroyed the evidence. However, on June 24, Mai went to Tan Ky District Police to surrender.
During the initial investigation, Tan Ky District Police proved that the total amount of money Vinh directly sold and received from customers' lottery tickets was nearly 50 million VND.
Based on the documents, the Investigation Police Agency of Tan Ky District Police has decided to prosecute the case and prosecute the above 3 subjects for the crime of "Gambling", Article 321 of the Penal Code.
