Tran Duc Lam, 43 years old, was prosecuted and detained for 70 days for slashing a flood rescue boat.
On November 1, Cam Xuyen District Police said that Lam, residing in Cam Vinh Commune, Cam Xuyen District, Ha Tinh Province, was accused of committing a crime.Destruction of property, according to Article 178 of the 2015 Penal Code.

According to the investigation results, on the afternoon of October 30, Mr. Tran Huy Quyen, Head of Tam Trung village, Cam Vinh commune, and a number of officials rowed a boat provided by the government to evacuate Ms. Nguyen Thi Hop, 76 years old, who was paralyzed.
When the rescue team arrived at Mrs. Hop's house, Lam was also there, and asked to borrow an inflatable boat to evacuate the old lady. Village Chief Quyen refused, saying that he was not allowed to give the boat to anyone, and that he had to do the task assigned by the government.
Authorities allege that Lam then shouted, "If you don't give me the boat, I'll cut it." After saying that, he ran into Mrs. Hop's house, took out a knife and slashed the boat several times, causing holes in the vehicle.

According to authorities, the damaged lifeboat was worth more than 2 million VND. When working with the police, Lam showed resistance and only admitted his actions after 2 days.
