The situation of garbage in Vinh city increased dramatically in the days before Lunar New Year, leading to some periods of time whencongestion at some gathering points, affecting the landscape, environment, and causing traffic insecurity... is a reality that has occurred in recent years. According to Mr. Tran Quang Lam - Vice Chairman of Vinh City People's Committee, realizing that this is a problem, since December 2020, the city government has developed a plan to organize specific activities, directing departments, offices, units and the authorities of wards and communes to simultaneously take action to end this situation.

Specifically, on December 25, 2020, Vinh City People's Committee issued Plan No. 237/KH-UBND to organize activities to ensure environmental sanitation to welcome the 13th National Party Congress and welcome the New Year and Lunar New Year 2021. The biggest goal of the plan is clearly stated as: "Ensuring environmental sanitation, urban aesthetics, not allowing waste to accumulate in residential areas, roads, vacant lots, public places, garbage collection points, garbage collection vehicles in Vinh city...".

To achieve this, the Vinh City People's Committee requires departments, offices, and units to coordinate with the authorities of wards and communes to propagate and notify each household, agency, school, production and business establishment... to organize general environmental cleaning, classify garbage, and dump garbage at the right time and place as prescribed; request not to burn and scatter votive papers on the streets; not to throw garbage on sidewalks, roadsides, and planting land in violation of regulations, causing difficulties for collection work.

In the city, there are often many construction activities of organizations and households, from here, a lot of soil, dust, sand andconstruction wasteTherefore, Vinh City People's Committee directed the Department of Urban Management to advise and direct investors and construction units to urgently restore the road surface and sidewalks, stop transporting sand, soil, construction materials, and complete the general cleaning work before December 28, 2020 (AL).

Regarding the unit in charge of environmental collection and sanitation, Nghe An Urban Works and Environment Joint Stock Company, Vinh City People's Committee requested to increase forces, vehicles, and concentrate resources to ensure timely collection and transportation of waste, and to prevent waste backlog. Particularly emphasizing the role of this unit, Vice Chairman of Vinh City People's Committee, Mr. Tran Quang Lam, said: "The reason why waste backlog often occurred near Tet in previous years was also due to the fact that the operation of Nghi Yen Solid Waste Treatment Complex was not really guaranteed. Therefore, in Plan No. 237/KH-UBND, the city required Nghe An Urban Works and Environment Joint Stock Company to operate Nghi Yen Solid Waste Treatment Complex to ensure environmental sanitation and security and order...".

Illegal dumping of waste is recurring!

This is the affirmation of Vinh City People's Committee in Official Dispatch No. 5328/UBND-QLDT on the management of construction waste collection and gathering in Vinh City. Official Dispatch No. 5328/UBND-QLDT clearly states: "Investors and residents who need to clear construction waste often hire vehicle owners to transport it away, but the investors do not care where the vehicle owners dump the waste. Meanwhile, vehicle owners often illegally dump construction waste indiscriminately on sidewalks and roads...".

Around the garbage collection systems, wastewater treatment ponds, traffic routes... there were dense green belts, and there were no signs of odor pollution. The garbage trucks entering the collection sites had tight lids, and there was no phenomenon of wastewater leakage. After unloading the garbage at the collection site, these vehicles were forced to stop in front of the car wash station so that the staff on duty there could spray water to wash away the dust and mud before leaving the Complex...

Talking with Mr. Nguyen Xuan Huu - Deputy Director of Nghi Yen Solid Waste Treatment Enterprise about the contents requested by Vinh City People's Committee, and personal feelings about this place. Mr. Huu said that at the Complex, preparations have been made for the work of gathering and treating waste to be completed according to the requirements of superiors.

And Mr. Nguyen Xuan Huu added that recently, Nghe An Urban Environment and Construction Joint Stock Company has directed and requested the Enterprise to strictly implement the process of gathering and treating waste; at the same time, it has proposed new regulations to ensure environmental hygiene in the Complex.

Specifically, previously at the Complex there were two methods of waste treatment:burial and incinerationare processed in parallel. Because the process of using the incineration method emits emissions that affect the environment in the area, the company has directed to stop operations. Currently, all waste after being brought to the collection sites is only buried. Waste transport vehicles are required to dump it in the designated location at the collection site. Immediately after that, the permanent staff here use specialized vehicles to compact, spray deodorants, antibacterial drugs... When the landfill reaches the required height, cover it with soil and plant shrubs on the surface.

Previously, the vehicles transporting waste from the city to the Complex often let leachate flow onto the road, affecting the environment. To overcome this situation, the Company has researched and renovated all specialized vehicles transporting waste by designing and installing additional leachate tanks at the end of the vehicle. Thanks to this, during the process of transporting waste, there is no longer a situation of leachate escaping outside.

In the Complex, although there is a settling pond system, the wastewater is still not guaranteed according to standards; when there is prolonged heavy rain, there is a situation where wastewater is released outside, affecting the environment, people in the area have commented. Faced with this reality, the competent authority has allowed investment in the construction of a wastewater treatment plant according to standards. "As far as I know, in 2021, the wastewater treatment plant will start construction. When this project is completed, the wastewater in the Complex will be guaranteed..." - Mr. Nguyen Xuan Huu discussed.

According to the Director of Nghe An Urban Environment and Construction Joint Stock Company, Mr. Phu Van Phuong, in the first quarter of 2021, the Wastewater Treatment Station project will be started to put into use. Mr. Phu Van Phuong also said that along with implementing environmental protection solutions at Nghi Yen Waste Treatment Complex, the company is also carrying out many contents to improve environmental sanitation in the city.

From re-planning garbage collection points (reducing from 163 collection points to about 30 points in 2021); gradually replacing three-wheeled vehicles transporting garbage in residential areas with small specialized vehicles (from more than 1,000 three-wheeled vehicles to about 350 vehicles); creating centralized garbage collection points with paths for specialized collection vehicles in apartment buildings; investing in new modern motorbikes to sweep and vacuum the streets; installing a system of signs and signal lights at garbage collection points; proposing that the Vinh City Party Committee and People's Committee direct and rectify illegal construction waste dumping activities...

Regarding the work of ensuring environmental sanitation in Vinh city before, during, and after the Lunar New Year 2021, Mr. Phu Van Phuong said: “Along with Plan 237/KH-UBND of Vinh City People's Committee, we also received direction from the leaders of the Provincial People's Committee. Nghe An Urban Environment and Construction Joint Stock Company has carefully prepared in all aspects, along with the attention of the province and city, believing that the existing problems in environmental sanitation work in the area in previous years will be resolved...".
