Checking administrative reforms in Vinh City.
(Baonghean.vn) - The inspection team suggested that Vinh City should review and address existing shortcomings and limitations in the local administrative reform work.
On the afternoon of July 22nd, the administrative reform inspection team of the Department of Internal Affairs, led by Mr. Tran Quoc Chung - Deputy Director of the Department of Internal Affairs, held a working meeting with the People's Committee of Vinh City.

In recent times, administrative reform has received significant attention and leadership from the Vinh City Party Committee and People's Committee. The Vinh City Party Committee issued Resolution No. 03-NQ/Th.U dated April 29, 2021, on promoting administrative reform in Vinh City during the 2021-2025 period. The City People's Committee also issued administrative reform plans for 2021 and 2022, which define specific goals, content, and tasks for each unit, and assign relevant departments and units to lead their implementation.

The City People's Committee has assigned tasks to specialized departments, units, wards, and communes to focus on reviewing and reducing the processing time of administrative procedures under their authority. As a result, in 2021, the Urban Management Department registered to shorten the processing time of 4 out of 31 administrative procedures; the Department of Labor, War Invalids and Social Affairs registered to shorten 2 out of 17 administrative procedures; and 24 out of 25 wards and communes shortened the processing time of 1280 out of 2689 administrative procedures under their authority. In 2022, 11 out of 25 wards and communes continued to shorten the processing time of 354 procedures.

Currently, the Vinh City People's Committee is implementing 279 administrative procedures, including 7 procedures carried out under the integrated one-stop mechanism. In the past, the city has required relevant departments and units to address responsibility for delays in processing applications and to issue apologies to organizations and citizens as prescribed. In 2021, 35 apology letters were issued to organizations and citizens regarding delayed applications.
Furthermore, Vinh City has focused on promoting the application of information technology in its leadership and management, gradually building an e-government system. The Vinh City Smart City Operations Center has been inaugurated and put into operation. The VNPT-Ioffice document management system connects all 12 specialized departments, 12 public service units, and 25 wards and communes. The city has implemented the acceptance and delivery of public service results at level 3 for 152 administrative procedures and level 4 for 105 administrative procedures (achieving a rate of 92%).
The People's Committee of Vinh City has focused on implementing two administrative reform initiatives to better serve the people and businesses. These are: dialogue, explanation, and guidance in resolving difficulties and obstacles in the process of issuing land use right certificates for the five communes and four hamlets merged into Vinh City.
In addition, develop plans and organize annual meetings and dialogues with businesses and business households in the city to listen to and resolve difficulties and obstacles; at the same time, implement solutions to improve state management, especially administrative reform, to better serve businesses.

Thanks to the strong leadership and decisive direction in administrative reform, for many years the People's Committee of Vinh City has consistently been the leading unit, ranking first among districts, cities, and towns in terms of administrative reform performance.
During inspections at specialized departments and a number of wards and communes, the inspection team pointed out several shortcomings and limitations, and requested Vinh City to review and address them. Administrative procedures in some wards and communes should be made public in accordance with regulations, and the set of administrative procedures under their jurisdiction should be updated promptly.

The delegation requested that units effectively implement the circulation of documents on the provincial electronic one-stop information system; strengthen propaganda work, increase the rate of receiving and resolving administrative procedures through online public services at levels 3 and 4; increase the rate of application of digital signatures; overcome the situation of slow processing of assigned documents; promote the application of information technology in management, operation and professional tasks…
