Checking administrative reform in Vinh city
(Baonghean.vn) - The inspection team requested Vinh city to review and overcome shortcomings and limitations in local administrative reform work.
On the afternoon of July 22, the administrative reform inspection team of the Department of Home Affairs led by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs had a working session with the People's Committee of Vinh city.

In recent times, the administrative reform work has been directed and led by the Vinh City Party Committee and People's Committee. The Vinh City Party Committee issued Resolution No. 03-NQ/Th.U dated April 29, 2021 on promoting administrative reform work in Vinh City in the period of 2021-2025. The City People's Committee issued an administrative reform plan for 2021 and 2022; in which the goals, contents, and specific tasks of the unit are determined; assigned to relevant departments and units to take charge of implementation.

The City People's Committee has assigned tasks to specialized departments, units, wards and communes to focus on reviewing and reducing the processing time of administrative procedures under their authority. As a result, in 2021, the Urban Management Department registered to shorten the processing time of 4/31 administrative procedures; the Department of Labor, War Invalids and Social Affairs registered to shorten 2/17 administrative procedures, 24/25 wards and communes have shortened the processing time of 1,280/2,689 administrative procedures under their authority. In 2022, 11/25 wards and communes will continue to shorten the processing time of 354 procedures.

Currently, Vinh City People's Committee is carrying out 279 administrative procedures, of which 7 procedures are carried out under the one-stop mechanism. In the past time, the city has requested relevant departments and units to handle responsibilities in handling records of late results, and to apologize to organizations and citizens according to regulations. In 2021, 35 documents of apology were issued to organizations and citizens for records of late results.
In addition, Vinh city has focused on promoting the application of information technology in the direction and operation, gradually building e-government, and has inaugurated and put into use the Vinh City Smart Urban Operation Center. The VNPT-Ioffice document management system connects to 12/12 specialized departments, 12/12 public service units, 25/25 wards and communes. The city has received and returned results of level 3 public services for 152 level 4 administrative procedures for 105 administrative procedures (reaching a rate of 92%).
Vinh City People's Committee has focused on implementing 2 initiatives on administrative reform to better serve the people and businesses. That is, dialogue to explain and guide to resolve difficulties and problems in the work of granting land use right certificates for 5 communes and 4 hamlets merged into Vinh City.
Along with that, develop plans and organize annual meetings and dialogues with businesses and business households in the city to listen to and resolve difficulties and obstacles; at the same time, have solutions to rectify state management work, especially administrative reform work to better serve businesses.

With the attention and drastic direction in administrative reform, for many consecutive years, Vinh City People's Committee has always been the leading unit in being evaluated, classified and ranked in administrative reform work in the first position among districts, cities and towns.
Through inspections at specialized departments and some wards and communes, the inspection team pointed out some shortcomings and limitations, and requested Vinh city to review and overcome them. Implement administrative procedures publicly in some wards and communes to ensure regulations, and promptly update the set of administrative procedures under the authority to resolve.

The delegation requested units to effectively carry out the circulation of records on the provincial electronic one-stop information system; strengthen propaganda work, increase the rate of receiving and handling administrative procedures through online public services at levels 3 and 4; increase the rate of applying digital signatures; overcome the situation of having slow-processing documents; promote the application of information technology in management, operation and performance of professional tasks...
