(Baonghean.vn) - The Inspection Team of Nghe An Department of Home Affairs requested Tan Ky district to focus on solutions to complete targets and projects on local administrative reform.

On the afternoon of October 1, the administrative reform inspection team of the Department of Home Affairs led by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs had a working session with the People's Committee of Tan Ky district.

Focus on directing administrative reform

Identify the role ofadministrative reformRegarding socio-economic development, Tan Ky district has included this content as a key task in the Resolution of the District Party Congress, term 2020-2025. Each year, a specific plan is developed to direct implementation.

Previously, Tan Ky District People's Committee issued many directive documents and reported implementation results. The district focused on directing departments, offices, and towns to focus on resolving administrative procedures (TTHC) for people and businesses.

Accordingly, administrative procedures are reviewed, supplemented, and promptly publicly posted according to regulations at the Reception and Result Delivery Department at the District and Commune People's Committees.

Up to now, the total number of administrative procedures publicly listed on the Provincial Public Service Portal and the Provincial Electronic Information Portal is 282/375 administrative procedures, 75.2%, of which 36 administrative procedures are registered at level 3 and 339 administrative procedures are registered at level 2. The district focuses on investing in upgrading the one-stop department in terms of facilities, publicizing administrative procedures from district to commune.

Implemented level 4 online public service transactions for 100% of units using the State budget, ensuring conditions according to current regulations on electronic transactions in State Treasury operations.

The district organizes sociological surveys, determines the commune-level administrative reform index, scores, evaluates and ranks the annual administrative reform work in a democratic, public, honest and timely manner, creating motivation for efforts among agencies, units, communes and towns.

At the same time, the districtTan KyFocus on implementing the arrangement of organizational apparatus under management authority, streamlining the organizational apparatus in the spirit of Resolution 6 of the Central Committee (term XII); implement the consolidation and reduction of focal points of public service units under the district.

At the same time, Tan Ky district focuses on solutions to pay attention to training and fostering the staff, civil servants and public employees to meet the requirements of the job position and better perform the assigned tasks and public duties. The district implements the "3-step assignment mechanism" to control the implementation of tasks as well as raise the awareness and responsibility of cadres and civil servants in performing assigned tasks.

At the same time, the district promotes the application of information technology in document management and administration, ensuring timely and accurate operations and processing of documents and information, contributing to administrative modernization.

Enhance the role of the leader

Through inspections at Phu Son commune and departments, offices and organizations under the district People's Committee, the inspection team pointed out a number of shortcomings and limitations in administrative reform work of Tan Ky district such as: The use of digital signatures is still limited; there is still a situation of excess documents in handling administrative procedures, some documents are still processed slowly; some administrative procedures have not been processed at the one-stop department according to regulations; online public services at levels 3 and 4 are still low...

The inspection team suggested that Tan Ky district should pay attention to evaluating and ranking the annual administrative reform index to highlight the role and responsibility of departments, offices, and localities; review records and send 100% of them to the one-stop department; and pay attention to allocating funds for administrative reform work.

Concluding the working session, comrade Tran Quoc Chung acknowledged and highly appreciated the results of administrative reform inspection work of Tan Ky district in all fields; the district has effective methods in implementing the merger of hamlets, blocks and villages.

The Deputy Director of the Department of Home Affairs suggested that Tan Ky district should continue to identify the role of the leader in implementing administrative reform work; review and propose streamlining and shortening time; resolutely bring all administrative procedures to be resolved at the one-stop department, and no longer have cases of delayed return of documents.

The district needs to increase the rate of handling administrative procedures in the form of online public services at levels 3 and 4; continue to inspect and control the implementation of public duties, attitudes of responsibility, discipline, and administrative discipline; improve the professional qualifications, skills, and public ethics of cadres and civil servants; perfect the organizational apparatus; promote the application of information technology, modernize the administrative system to improve the effectiveness and efficiency of the administrative apparatus.
