Clarifying the illegal conversion of forestry land in Quy Chau

(Baonghean.vn) - That was one of the key contents at the working session of the Provincial People's Council Standing Committee with Quy Chau district on the morning of September 14 according to the survey program on the work of registration, issuance and reissuance of land use right certificates in the province.

At the meeting, a source of information reported that in the district, 11/12 communes and towns had illegal transfers and conversions of forestry land, with 486 households and a total of more than 3,400 hectares; Vice Chairman of the Provincial People's Council Hoang Viet Duong asked Quy Chau to clarify whether this problem existed or not?

Another issue that the Vice Chairman of the Provincial People's Council is also concerned about is the responsibility and capacity of local authorities and commune-level cadastral officers in the work of granting and exchanging land use right certificates in the district.

Responding to the opinion of the Vice Chairman of the Provincial People's Council, Mr. Nguyen Thanh Hoai - Vice Chairman of the District People's Committee, admitted that there was a situation of illegal transfer and conversion of forestry land in some localities.

According to Mr. Nguyen Thanh Hoai, based on the people's feedback, the district has recently conducted a specific investigation and review, in which the transfer of planted forest land and temporarily assigned land is the main issue, with only a small area of ​​natural forest. From that reality, the district has strengthened solutions to tighten and resolutely not grant land use right certificates for these cases.

Regarding the responsibility and capacity of the government and land officials, Mr. Lo Thanh Son - Head of the District Department of Natural Resources and Environment said that in fact, the granting and re-granting of land use right certificates at establishments that receive strong leadership and direction from the government and a responsible land authority team has a higher success rate.

For example, in some establishments with more favorable socio-economic conditions such as Tan Lac town, Chau Binh, Chau Hoi; or some establishments, land officials are formally trained and have worked for many years, but the progress of granting and exchanging land use right certificates is also very slow.

At the meeting, leaders of the People's Committee of Quy Chau district and a number of district-level departments and offices also explained how to implement the process associated with administrative reform and apply IT in granting and exchanging land use right certificates; socialization work, mobilizing people's contributions to participate in the work of allocating forestry land; progress of handing over forestry land from forestry farms to localities and people; causes of slow issuance and exchange of land use right certificates; inspection and examination of the work of granting and exchanging land use right certificates...

According to the District People's Committee, up to this point, the rate of granting and exchanging land use right certificates for urban land has reached 64.99% of the total number of households in need; for rural land, it is 78.43%. Granting agricultural land to 6,135/10,102 households, reaching 60.73%. Regarding the receipt and handover of land from agricultural and forestry farms, up to this point, the district has received nearly 490 hectares of land from Song Hieu Agricultural and Forestry One Member Co., Ltd. to be managed by Chau Nga and Chau Hoi communes; at the same time, it is currently directing these two localities to develop a plan to hand over to the people for use.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged the leadership and direction of the Party Committee and the determination of the government in land management and the issuance and exchange of certificates of land use rights for residential land, agricultural land and forestry land.

Sharing the difficulties in land management as well as speeding up the progress of granting and exchanging land use right certificates in the district, Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that the district strengthen coordination with all levels and units to overcome the limitations; focusing on speeding up the progress of surveying and extracting maps, creating a basis for granting and exchanging land use right certificates in the area. Along with that, it is necessary to remove difficulties and obstacles to speed up the progress of granting and exchanging land use right certificates of all types.
