Developing a learning society is developing the nation's special resources. Therefore, it is necessary to strengthen the building of a learning society, lifelong learning, create a diverse learning environment, create conditions for everyone to have equal access to education, and encourage the spirit of learning in the community.
At the same time, developing quality education, closely linked to practice, promoting a learning society requires contributions from all levels of society, is the responsibility of each family, clan, and each of us. Each family has the responsibility to create learning opportunities for all family members to gain knowledge, have a cultural lifestyle, making the family truly a warm home for each person, a healthy cell of society, an environment for comprehensive development of Vietnamese people in the future, contributing to the development of a studious society.

The Head of the Central Propaganda Department suggested that localities promote the values of family culture and clan culture, and further connect education between family, school and society. This is an important environment for forming, nurturing and educating the comprehensive development of human personality, a source of cultivating the strength of national solidarity; a place to connect, exchange, and transmit to create a system of national cultural values.
Every citizen must be responsible for his/her family and society and has the right to study regularly, study for life, take advantage of every learning opportunity to become a good citizen, a digital citizen, a global citizen; preserve and promote cultural values, promote the tradition of studiousness, the tradition of patriotism, and solidarity of the nation in building and developing the country, contributing to building a prosperous and happy country in the new era.
