Department-level managers 'offer advice' to improve responsibility and ethics of cadres, civil servants and public employees

(Baonghean.vn) - In a dialogue with the Standing Committee of the Provincial Party Committee, department-level leaders and experts "suggested" many solutions to improve the responsibility, awareness, and public ethics of officials and civil servants, and proposed to resolutely replace those who are weak, stagnant, corrupt, and self-serving.

On the morning of May 11, the Provincial Party Standing Committee organized a Dialogue Conference between the Provincial Party Standing Committee and department-level managers and experts in the Provincial Agencies Bloc in 2023 with the theme: "Aspiration - Responsibility - Innovation - Development".

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee co-chaired the conference.

BUILDING A PROFESSIONAL AND DYNAMIC WORKING ENVIRONMENT

At the dialogue conference, comrades in the Provincial Party Standing Committee also raised many questions to the team of department-level managers and specialists in the Provincial Agencies Bloc regarding the responsibilities and awareness of cadres and civil servants and solutions to promote administrative reform in the coming time.

Responding to the question about the responsibility of cadres, civil servants and public employees in handling work with the requirement of being faster and more accurate, comrade Nguyen Tan Anh - Head of Investment Support Consulting Department, Center for Investment, Trade and Tourism Promotion said that the lack of responsibility and ethics in performing public duties of cadres, civil servants and public employees is always a big challenge to the effectiveness of public administration and negatively affects the trust of people and businesses in the government.

To gradually solve the above problem, comrade Nguyen Tan Anh proposed that the Provincial Party Standing Committee direct the improvement and enhancement of the effectiveness of the process of monitoring, inspecting and evaluating work capacity to continue to rectify and refine the staff. Gradually improve the remuneration mechanism through rewards associated with training and appointment for groups of competent staff, with a spirit of service and dedication, and complete talent and virtue.

In addition, direct the simplification of administrative procedure processing processes associated with the responsibilities of each individual and unit; direct the issuance of plans and scoring on building a professional, friendly and dynamic working environment in each agency and unit; create conditions for cadres, civil servants and public employees to promote their capacity and creativity at work.

Comrade Nguyen Tan Anh also requested the Provincial Party Standing Committee to have orientation so that each head of department, branch and locality must be an exemplary model in spirit and attitude of serving people and businesses.

Responding to the question of how to handle when his own advice is not agreed by the department director, Chief Inspector of the Department of Natural Resources and Environment Phan Duy Hung said that he would first review his own advice. If he finds that his advice is not suitable and does not have a solid foundation, he will accept to change, correct, or abandon it.

However, when I personally find that the consulting viewpoint is in line with the development trend, I will prepare all the data and figures, and will directly discuss with the department director to convince him in writing. If I cannot convince him, I will propose a meeting of the department's Party Executive Committee, the department's leadership team and related departments to report, discuss, ask for opinions, and promote the majority's wisdom.

Chief Inspector of the Department of Natural Resources and Environment Phan Duy Hung also said that for difficult and unprecedented issues, he would personally propose to the department director to ask for opinions and policies from higher levels. If his views are not accepted, he would comply with the leadership's direction and decisions. However, he would reserve his views and clearly report the content of his advice to the department director's higher level.

RESOLUTIONATELY REPLACE WEAK, STOLEN, AND CORRUPT STAFF

Regarding the content of replacing cadres, civil servants and public employees who are slow, weak, corrupt, negative, and lack determination and initiative in performing their duties, comrade Duong Danh Vy - Head of the Administrative Reform Department, Department of Home Affairs agreed with the proposed solution and requested the Standing Committee of the Provincial Party Committee to lead and direct the immediate implementation, because these are the people who are causing obstacles to administrative reform and the development of the province.

Besides, comrade Duong Danh Vy also hopes that the Provincial Party Standing Committee will direct Party committees and authorities at all levels to persistently and resolutely carry out personnel work according to the viewpoint of having in and out, up and down, considering this a normal job, thereby ensuring discipline and strengthening the trust of Party members, cadres, people and businesses.

To enhance the responsibility of the staff, the Head of the Administrative Reform Department, Department of Home Affairs proposed to carry out comprehensive, strict, and multi-dimensional staff assessment; increase warnings for staff who are sluggish, so that they can self-reflect and self-correct; and strengthen inspection of public service activities.

Responding to the question of a solution to the "broker" situation at the Provincial Public Administration Service Center, Comrade Nguyen Thi Thanh Binh - Head of the Administrative Procedure Control Department, Provincial People's Committee said that to overcome this situation, the center strictly controls people entering to carry out administrative procedures through measures such as taking numbers, taking photos, and officers receiving documents to compare and eliminate third people who do not have related responsibilities from entering the center.

The Provincial Public Administration Service Center has advised the Provincial People's Committee to send a document to the Vinh City People's Committee, the Truong Thi Ward People's Committee and the police force, through the camera system to prevent the situation of soliciting to do related paperwork.

In the coming time, the Head of the Administrative Procedure Control Department, the Provincial People's Committee requested that leaders of departments and branches must promote the role and responsibility of the head, directly monitor and supervise the reception of records and settlement of administrative procedures on the Provincial Administrative Procedure Settlement Information System, strictly prohibit the reception of records outside the system, reception outside the central headquarters; strengthen communication work to support people and businesses in performing administrative procedures, especially the implementation of online public services.

The Provincial People's Committee Office will advise the Provincial People's Committee Chairman to establish inspection teams to conduct surprise inspections of people's and businesses' feedback and recommendations on the sectors and units being reported. Enhance the effectiveness of receiving people's feedback and recommendations on administrative procedure settlement to transfer to competent authorities for handling according to regulations.

Adding more comments on this issue, Chief Inspector of the Department of Transport Nguyen Viet Hung said that the appearance of "brokers" is due to the limited capacity and level of information technology use of the people.

The Chief Inspector of the Department of Transport proposed to strengthen propaganda work, guide people to update administrative procedures for implementation; strengthen discipline, order, and ethics in performing public duties for officers performing tasks at the center; enhance the responsibility of leaders in implementation, direction, supervision, and timely handling when people do not understand.
