Establish 6 councils in charge of site clearance for the North-South expressway section through Nghe An

The document signed by Vice Chairman of the Provincial People's Committee Huynh Thanh Dien assigned the People's Committees of the districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc, Hung Nguyen and Hoang Mai town to be the investors of the Sub-project of site clearance for the project of investing in the construction of the North-South expressway through the district and town.

The Provincial People's Committee requests the above localities to establish a Compensation, Support and Resettlement Council according to regulations before November 30, 2018; at the same time, receive relevant records, documents, site clearance stakes, and road boundary markers.

Localities are also responsible for organizing and implementing site clearance work; organizing the preparation, appraisal and approval of site clearance compensation plans, and settlement of site clearance compensation costs to comply with legal regulations.

The Provincial People's Committee also assigned other specific tasks to the Departments of Transport, Natural Resources and Environment, Finance, Construction, etc. In particular, the Department of Transport is responsible for presiding over and coordinating with relevant units of the Ministry of Transport to provide relevant documents, hand over site clearance markers and road boundary markers to the People's Committees of districts and towns to carry out site clearance work.

Previously, on November 9, the Ministry of Transport sent an official dispatch to the People's Committees of several provinces and related project management boards, including the People's Committee of Nghe An province, requesting to promptly implement procedures for establishing and approving compensation, support and resettlement plans; establishing Compensation, Support and Resettlement Councils to be able to immediately implement the next steps according to regulations after receiving the handover of site clearance piles and road boundary markers.

The Ministry of Transport also requested the Provincial People's Committee to direct relevant agencies to coordinate with the Project Management Boards under the Ministry to review the overall planning of material supply sources, material dumping areas and have additional solutions (if necessary) to ensure meeting the needs of the projects.

Implementing the direction of the National Assembly in Resolution No. 52/2017/NQ - QH14 dated November 22, 2017 and the Government in Resolution No. 20/NQ - CP dated March 28, 2018 on the Project to build a number of expressway sections on the North - South Eastern route in the period of 2017 - 2020, the Ministry of Transport has approved the Feasibility Study Report of 11 component projects.

The North-South Expressway Project, the East section, passing through Nghe An province, is 87.4km long. According to the design, the expressway is 32.25m wide, with 6 lanes, and a designed speed of 120km/h. In phase 1, the road is 17m wide, with 4 lanes and a speed of 80km/h.

The North-South Expressway project passing through Nghe An province includes two component projects: Nghi Son Expressway Project (Km370) - Dien Chau (Km430) section, 43km long (Hoang Mai town, Quynh Luu, Yen Thanh, Dien Chau) and Dien Chau Expressway Project (Km430) - Bai Vot (Km479+300) section, 44.4km long (Dien Chau, Nghi Loc, Hung Nguyen).
