Nghe An Provincial Labor Federation promotes party member development

The work of training and recruiting new Party members is not only an inevitable task of the Party organization but also a necessary task of the Trade Union organization to contribute to strengthening the fighting strength and ensuring the continuity and continuous development of the Party, meeting the requirements of the innovation cause.

DIFFICULTIES

Although the Party development work among workers and laborers has recently received great attention from Party committees, authorities and socio-political organizations, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 5155-QD/TU dated February 8, 2014 on promulgating the Project "Developing party members and party organizationsin private enterprises and foreign-invested enterprises in the period 2014 - 2020". However, the work of developing the Party among workers and laborers in recent times has encountered many difficulties. There are many subjective and objective reasons.

Ms. Tran Thi Nguyet - Vice President of the Southeast Economic Zone Trade Union said: At the Southeast Economic Zone Trade Union, there are 40 non-state and FDI enterprises with trade unions. However, enterprises with Party organizations only account for 18%, the number of Party members in the entire industrial park accounts for 2%.

The reason, from the business side, especiallyFDI enterprises, business owners still have a "fearful" mentality, do not want to create conditions for the establishment of Party organizations and associations and unions in the enterprise; some business owners have not even cooperated when local Party organizations come to lobby and persuade them to establish Party organizations. Some non-state enterprises are concerned that the establishment of political and social organizations in the enterprise will cause difficulties for production and business activities, and may even complicate measures for managing employees, causing additional operating costs.

For workers, working in a business only concerns monthly income as well as health insurance and social insurance, but few people care about the role and position of the Party organization. On the other hand, due to low income, they are worried that joining the Party will cost them more money to pay Party fees, and Party cell activities are also difficult because they have to work in shifts.

Party organizations in private enterprises often have few party members, irregular party cell activities, low quality of activities; do not pay attention to creating sources for party members; the operating budget of the Party organization is limited and depends on the support of the business owner. Along with that, the leadership and guidance of the superior Party Committee on the activities of the Party organization in enterprises do not meet the requirements; many places have not issued specific guidance documents on party activities and Party work in accordance with the specific conditions of the enterprise.

In the mountainous district of Con Cuong, Mr. Lo Viet Hung - Vice Chairman of the District Labor Federation said: Some units no longer have resources to develop party members, some grassroots unions have not really paid attention to training union members, workers, civil servants, and outstanding laborers to introduce to the Party Committee for consideration and admission to the Party; the method of operation is slow to innovate, has not created a vibrant and practical emulation movement to attract workers, civil servants, and laborers to participate in activities, thereby discovering positive factors to introduce to the Party. Propaganda and education work in some grassroots unions has mainly focused on thoroughly implementing resolutions, work programs, etc., not paying attention to training in Marxism-Leninism and Ho Chi Minh Thought for union members, workers, civil servants, and laborers, and has not proactively developed plans to train and introduce outstanding union members to the Party.

Sharing more about the difficulties in Party development work, Mr. Vu Duy Tu - Vice ChairmanDien Chau District Labor FederationFurther discussion: The reason is that some units have run out of resources; some workers are old so they no longer have the motivation to strive; on the other hand, most workers work in enterprises without Party cells, so the grassroots trade union has great difficulty in introducing union members to join the Party; in particular, there are still some union members with poor ideology and awareness who do not want to strive to join the Party...

STRENGTHENING PROPAGANDA AND MOBILIZATION

It is known that in 2021, the Provincial Federation of Labor was assigned by the Vietnam General Confederation of Labor to introduce 2,161 outstanding union members to the Party for consideration of training and admission to the Communist Party of Vietnam. To achieve the target, from the beginning of the year, the Provincial Federation of Labor developed a plan and allocated specific targets to district-level federations of labor and industry unions. At the same time, it strengthened the urging and direction of trade unions at all levels to mobilize union members to strive to join the Party. As a result, in the first 6 months of the year, Nghe An Provincial Trade Unions at all levels introduced 1,298 outstanding union members to the Party for consideration of training and admission to the Communist Party of Vietnam (reaching 60.06%).

To achieve the set goals, in the context of many difficulties and limitations in Party development work, comrade Kha Van Tam - Member of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Provincial Federation of Labor requested: Trade union organizations to step up propaganda and education to raise awareness of union members and workers about the Party, strengthen political education, ideology, political consciousness, class awareness, and arouse the spirit of self-awareness and striving to become Party members for union members. Through regularly organizing political activities, propagating the Party's guidelines and policies, the State's laws, educating the tradition of patriotism, national spirit, industrial style and professional ethics for union members and workers. In addition, trade unions at all levels promote patriotic emulation movements, major campaigns, creating conditions and environments for union members, workers and laborers to demonstrate their capacity and qualities, as well as the right motivation to strive to become Party members.

Not only the participation of trade unions, but also the role, leadership and direction of Party committees and authorities at all levels need to be further strengthened. For enterprises that already have Party and mass organizations, it is necessary to strengthen the leadership and direction of the direct superior Party committee, consolidate, improve and improve the quality of operations, and become a reliable support for employees and business owners. For enterprises that do not have Party members, the superior Party committee needs to come up with a specific plan to assign Party committee members and experienced Party members, and coordinate with mass organizations in the enterprise to discover, train and create sources for Party members. And when there are enough conditions according to the provisions of the Party Charter, admission will be carried out, especially focusing on the leadership and management team of enterprises and key cadres of people's organizations and mass organizations. When there are enough conditions, a Party organization will be established in the enterprise.

This is an important task and regular responsibility of the union organization. Nghe An sets a target that by 2020, over 50% of private enterprises and FDI enterprises within the scope of the project will establish Party organizations; 70% will establish trade unions and 60% will establish Ho Chi Minh Communist Youth Union or Youth Union.
