According to initial reports, at around 4:30 p.m. on September 23, the Vinh Tan Ward Police on duty received a report from residents that a woman had put a newborn baby in a styrofoam box and let it float on the Vinh River, through Vinh Tan Ward.

After discovering the baby, local people saved the baby and took him to Vinh Tan Ward Health Station. Here, the medical team examined the baby and found that he had no signs of scratches or skin injuries, normal pulse, breathing, temperature, and vital functions, weighed 2.3 kg, and showed signs of jaundice.

Immediately afterwards, the working group of Vinh Tan Ward Police conducted an investigation into the incident. The two women involved in the incident were Ms. NTP (29 years old, residing in Hung Nghia Commune, Hung Nguyen) and her biological mother, Ms. NTN (65 years old, residing in the same commune).

Working with the police, Ms. P. admitted that the baby boy was hers, born just 4 days ago. This woman stated that due to difficult family circumstances, when the baby was born, the doctor diagnosed him with many illnesses, and realizing that she would have difficulty raising the child, Ms. P. asked to be discharged from the hospital.
On the afternoon of September 24, Ms. P. took her biological mother, Ms. N., and the baby to Vinh market to buy a styrofoam box and then went to the riverbank area in Vinh Tan ward. Ms. P. told Ms. N. to wait on the road while she went down to the riverbank, put the baby in the styrofoam box, and let it float on the river.
After discussing with Nghe An Maternity and Pediatrics Hospital, the Ward People's Committee and the Health Station along with the volunteer group used an ambulance to take Ms. P. and the baby to the hospital for continued treatment under the form of free treatment.
Currently, Vinh Tan Ward Police are continuing to consolidate and complete the case file to handle it in accordance with legal regulations.
