New wind in Do Luong

To create momentum for Do Luong to transform strongly and affirm itself as the center of the Southwest region of Nghe An, the Provincial People's Committee has recently agreed on the policy of issuing specific mechanisms and policies to support the construction of Do Luong district into a town before 2030.
Closely following the goals, tasks, and roadmap identified in the Project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030", the district has directed organizations and authorities at all levels to develop specific action plans and programs...
With that orientation, recently, at the 5th session, the People's Council of Do Luong district, term XX, passed a Resolution on important contents serving the implementation of the project. One of the important contents passed by the People's Council is the general planning for urban construction of Do Luong (scale 1/10,000).

The planning objectives are: To build and develop Do Luong urban area into a type IV urban area before 2025, as a premise for Do Luong district to become a town, a type III urban area before 2030 in sync with the planning orientation of the province being developed; To build and develop Do Luong urban area in the direction of trade and services, bearing the unique cultural identity of the locality, towards an ecological resort urban area of the region; To strengthen management and investment attraction; to build synchronous, modern infrastructure, sustainable development, prevent natural disasters, respond to climate change; To serve as a basis for determining the scope of urban development space expansion; to develop zoning plans, detailed plans, establish investment projects and serve as a legal basis for construction management according to the vision plan to 2050...

Also at this session, the District People's Council decided to approve the Land Use Planning for the 2021 - 2030 period and the land use plan for the first year of the planning period of Do Luong district and the investment policy for public investment projects in the district.
To effectively implement this important project, Do Luong district focuses on widely disseminating the meaning and importance of the project to cadres, party members and people. At the same time, it clearly defines the ideology and responsibility of the people in agreeing and supporting the Party Committee and government in site clearance, promoting socialization, mobilizing resources to implement the project's goals, promoting the will of self-reliance, self-improvement, and arousing the aspirations of Do Luong people in building a comprehensively developed homeland.

Based on the Resolution of the District People's Council on the Land Use Planning for the period 2021 - 2030 and the land use plan according to the planning, Do Luong district will focus on building and completing the general planning, specific planning by region, by industry and field; Focus on investing in building socio-economic infrastructure to ensure planning and roadmap; clearly identify key and essential projects, creating development momentum. First of all, deploy investment in building traffic works, administrative center works, electricity and telecommunications infrastructure works and focus on synchronously building technical infrastructure in industrial parks and industrial clusters to attract investment.

Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Do Luong district said: "One of the important tasks now is to focus on building a new rural district by 2023, aiming to become a town before 2030. The district has 32 communes and 1 town, but when it becomes a town, it will be merged, there will be 24 administrative units including 12 wards, 12 communes, reducing 9 commune-level administrative units. In the process of implementing the Project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030", the district determined to exploit the potential, strengths of people and natural conditions of Do Luong; promote administrative procedure reform, focus on digital transformation... to manage and operate more effectively, promptly meet the requirements of people, businesses, investors... Besides, the district will "Take advantage of the leadership and direction of Party committees, authorities, departments and branches and the support and coordination of units to effectively implement the set goals."
The special mechanism and policy to support the construction of Do Luong district into a town is to enjoy 100% of land use fees collected from planned land areas with a residential land area of about 25.43 hectares in Do Luong town and Yen Son, Van Son, and Lac Son communes to invest in key and essential infrastructure projects to build the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030...
