To create momentum for Do Luong to transform strongly and assert itself as the center of the Southwest Nghe An region, the Provincial People's Committee recently agreed on the policy of issuing specific mechanisms and policies to support the construction of Do Luong district into a town before 2030.

Adhering closely to the goals, tasks, and roadmap defined in the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030," the district has directed organizations and all levels of government to develop specific action plans and programs…

With that orientation, at its 5th session, the 20th term of the Do Luong District People's Council recently passed a Resolution on important contents serving the implementation of the project. One of the important contents approved by the District People's Council is the general urban planning of Do Luong (scale 1/10,000).

The objectives of the plan are: To build and develop Do Luong urban area into a type IV urban area before 2025, as a prerequisite for Do Luong district to become a town and a type III urban area before 2030, in line with the provincial planning orientation currently being developed; To build and develop Do Luong urban area in the direction of commerce and services, bearing the unique cultural identity of the locality, aiming towards an ecological resort urban area of ​​the region; To strengthen management and attract investment; to build synchronous, modern, and sustainable infrastructure, prevent natural disasters, and respond to climate change; To serve as a basis for determining the scope of urban development expansion; to implement the preparation of zoning plans, detailed plans, investment projects, and to provide a legal basis for construction management according to the planning vision to 2050...

Also at this session, the District People's Council decided to approve the Land Use Planning for the period 2021-2030 and the land use plan for the first year of the planning period for Do Luong district, as well as the investment policy for public investment projects in the district.

To effectively implement this important project, Do Luong district is focusing on widely disseminating information among officials, Party members, and the people about the significance and importance of the project. At the same time, it is clearly defining the mindset and responsibilities of the people in agreeing with and supporting the Party committee and government in land clearance, promoting social mobilization, and mobilizing resources to achieve the project's goals. This aims to foster self-reliance and self-improvement, and awaken the aspirations of the people of Do Luong in building a comprehensively developed homeland.

Based on the District People's Council's Resolution on Land Use Planning for the period 2021-2030 and the land use plan according to the plan, Do Luong district will focus on building and completing the general plan, specific plans by region, sector, and field; focusing on investing in socio-economic infrastructure construction to ensure planning and roadmap; clearly identifying key and essential projects that create momentum for development. First and foremost, this will involve investing in the construction of transportation projects, administrative center projects, electricity and telecommunications infrastructure projects, and focusing on building synchronous technical infrastructure in industrial parks and clusters to attract investment.

Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Secretary of the District Party Committee, and Chairman of the District People's Council of Do Luong District, stated: "One of the important tasks currently is to focus on building a new rural district by 2023, with the aim of becoming a town before 2030. The district currently has 32 communes and 1 town, but upon becoming a town, the merger will reduce the number of administrative units to 24, including 12 wards and 12 communes, a reduction of 9 commune-level administrative units. In implementing the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030," the district has identified the need to exploit the potential and strengths of its people and natural conditions; to promote administrative procedure reform, focusing on digital transformation… in order to manage and operate more effectively, promptly meeting the requirements of people, businesses, and investors… In addition, the district will take advantage of the support of "The leadership and guidance of the Party committees, government, departments, and agencies, along with the support and coordination of various units, have enabled the successful achievement of the set objectives."

The specific mechanism and policies supporting the development of Do Luong district into a town include receiving 100% of the land use fees collected from planned land areas with an area of ​​approximately 25.43 hectares in Do Luong town and the communes of Yen Son, Van Son, and Lac Son to invest in key and essential infrastructure projects aimed at building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a prerequisite for Do Luong district to become a town before 2030...
