According to Mr. Quan, living with Quan in Taiwan is his younger sister, Nguyen Mai Thao. Thao called to confirm that Phi lived a healthy life and was not involved in social evils. On the day of the incident, Thao was tired so she stayed home and did not go with Phi. Thao said that when he met the police, Phi was scared of being arrested (he was an illegal worker), so he resisted and was shot.
