Today, in Vinh city, the People's Council of Nghe An province, term XVIII, 2021 - 2026, solemnly opened the second session.
The invited delegates attending the Session respectfully introduce Major General Le Tat Thang - Deputy Commander of Military Region 4; representatives of the State Audit Office of Region II, members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee; members of the Provincial National Assembly Delegation, 15th term; Standing Committee of the Provincial Fatherland Front Committee; representatives of the leaders of provincial departments, branches, sectors, and mass organizations; representatives of the leaders of the Party Committees, People's Councils, and People's Committees of districts, cities, and towns in the province; central and local news agencies and newspapers. In the first 6 months of 2021, despite the very unfavorable context due to the profound impact of the Covid-19 pandemic, all levels and sectors in the province have made efforts to overcome difficulties, drastically and synchronously implemented solutions to stabilize, restore, and develop the socio-economy and have achieved very positive results.
The gross domestic product growth rate reached 7.58%, ranking 14th out of 63 provinces and cities nationwide, and 2nd in the North Central region. The state budget revenue in the area was VND 10,042 billion, reaching 71.6% of the estimate assigned by the Provincial People's Council and increasing by 37.8% over the same period in 2020.
There are many bright spots in the socio-cultural sphere, and people's lives continue to receive attention. National defense, political security, and social order are maintained. The direction and administration of the Provincial People's Committee has many innovations according to the motto: "Fast - Correct - Effective".

After the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, the local government apparatus at all levels in the province was quickly consolidated, stabilized, promptly directed and operated economic development activities, ensured social security, and actively, promptly and effectively prevented and controlled the epidemic.
For many days now, in order to prepare the content of the Second Session, despite facing difficulties due to the Covid-19 pandemic, the agencies of the Provincial People's Council, the Provincial People's Committee and related departments, branches, sectors and units have actively and proactively coordinated well in performing assigned tasks.
Before the session, the review work of the Provincial People's Council Committees and the discussion of the Provincial People's Council Delegation Groups on the reports, submissions, and draft resolutions submitted to the session were carried out seriously, thoroughly, and ensured quality. In the spirit of innovation to continue improving the quality and efficiency of the Provincial People's Council's operations, and to adapt to the context of Covid-19 prevention and control, the Provincial People's Council decided to reduce the meeting time to only 1.5 days. According to the approved agenda, at this session, the Provincial People's Council will consider and decide on many important contents.
The first,The Provincial People's Council will review and evaluate the socio-economic situation, implementation of the state budget, public investment plan in the first 6 months of the year, tasks and solutions for the remaining months of 2021; Covid-19 pandemic prevention and control work and implementation of policies to support employees and employers facing difficulties due to the Covid-19 pandemic; review reports of the Standing Committee of the Provincial People's Council, Provincial People's Council Committees, Provincial People's Committee, Judicial agencies; report on the results of handling voters' opinions and recommendations and other relevant reports.
Monday,Based on the review of the submissions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and approve 26 draft resolutions on socio-economic, national defense and security fields and orientations for the activities of the Provincial People's Council during the entire 2021-2026 term.
TuesdayThe session will hear the Provincial National Assembly Delegation report on the results of the 1st Session of the 15th National Assembly; hear the Provincial Fatherland Front Committee report on the activities of the Fatherland Front participating in government building and opinions and recommendations of local people.
