Raise awareness of responsibility in using state assets

(Baonghean.vn) - On the afternoon of November 9, the Economic - Budget Committee of the Provincial People's Council worked with the People's Committee of Cua Lo town on the situation of purchasing and using state assets in the period 2013-2015.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council chaired the meeting. Also participating were representatives of the leaders of the departments: Planning and Investment; Finance; Home Affairs.

Reporting to the working delegation of the Provincial People's Council, Vice Chairman of the People's Committee of Cua Lo town Nguyen Thi Dung said that the town is currently managing and using more than 250,205 m²Land attached to the headquarters of agencies, units, schools..., 20 vehicles. Equipment, machinery, tools, and instruments are purchased quite fully, meeting the requirements for performing tasks. Assets assigned for management and use are periodically maintained and repaired when damaged. The management and use of State assets of assigned units are in accordance with regulations.

However, at present, the headquarters of many agencies and units were built decades ago. Of the 20 cars, 11 were purchased in 2001-2003 and have now been fully depreciated. Some working equipment, especially computers and printers, have expired their depreciation period but there has been no source to purchase replacements; generators for work, especially when there is a power outage due to floods and storms, have not been equipped.

At the meeting, many issues were mentioned by the members of the working group. Mr. Tran Viet Dung - Deputy Director of the Department of Finance explained that one of the reasons for having to carry out centralized asset procurement is to ensure uniformity in the quality of assets and equipment throughout the system from the province to districts, cities and towns.

Regarding the decentralization of purchasing and management of State assets, Ms. Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council, said that the Provincial People's Council has issued a resolution and the Provincial People's Committee has issued a decision on this issue. Accordingly, the purchase of assets worth over 100 million VND is carried out by the provincial level and under 100 million VND by the district level. Ms. Thai Thi An Chung raised the question: Recently, many products have had their prices slide, so are the provincial regulations still appropriate and do they need to be adjusted?

Chairman of Cua Lo Town People's Committee explained some issues of concern to the working delegation of the Provincial People's Council.

Explaining the issues that the members of the working group of the Provincial People's Council were concerned about, Chairman of the People's Committee of Cua Lo town Doan Tien Dung affirmed: The assets, vehicles, and equipment managed by the town are decentralized to agencies and units; each agency and unit has regulations on asset management associated with the responsibilities of each cadre and civil servant.

The organization of purchasing assets and equipment is carried out in accordance with regulations, with open bidding, limited bidding, and competitive bidding. Regarding land, the town is submitting to the Department of Finance for review, rearrangement and basically maintaining the current status.

Agreeing with the decentralization of state asset procurement to tighten this work, however, according to Mr. Doan Tien Dung, it is also necessary to be flexible, creating initiative for units to purchase urgent assets and equipment on the basis of units being financially autonomous.

Speaking at the meeting, comrade Le Hong Vinh shared the town’s difficulties in ensuring means and equipment to serve political tasks. Comrade Le Hong Vinh also said that there are currently about 28 documents from the Central and the province related to the procurement and management of state assets. The most necessary and important thing for the monitoring delegation is to find out the shortcomings of those documents in practice, thereby strengthening control and management more closely and effectively, and at the same time proposing to supplement and amend the shortcomings.

The town also needs to organize a review of assets, equipment, and tools, ensuring the most effective management and use, meeting the requirements of the task. Along with that, raise the sense of responsibility of cadres and civil servants in the management and use of assets, equipment, and tools granted; pay attention to publicizing the reception, management, and use of decentralized state assets....
