At the meeting, delegates listened to and commented on the reports: on traffic safety work in 2017, tasks in 2018; on the results of receiving citizens, handling complaints and denunciations of citizens; on the results of corruption prevention and control; reports on the results of handling voters' opinions and recommendations before, during and after the 4th session of the 17th Provincial People's Council, term 2016 - 2021.

Raise awareness of voluntarily obeying traffic laws

Commenting on the report on traffic safety, delegates assessed that the report of the Provincial People's Committee was relatively complete and comprehensive, ensuring the legal basis, content and form according to regulations. Based on the assessment of the current situation, the achieved results show the positiveness of the traffic safety programs and plans in 2017, not only contributing to curbing traffic risks, but also contributing to the fight against other violations of the law.

Regarding the results of implementing Resolution 56/2016 of the Provincial People's Council on clearing traffic corridor violations, the majority of delegates said that the report needs to highlight the sustainability of the implementation. It is important that the propaganda and handling measures must aim to raise people's awareness of voluntarily complying with traffic laws and culture in order to create positive and effective changes.

In addition, delegates requested to clarify some contents such as: the number and causes of serious traffic accidents; the responsibility and role of enterprises when participating in traffic safety propaganda activities; developing a propaganda plan for 2018 closely following the Government's theme "Child Safety"; proposing specific solutions to educate and correct people's traffic participation awareness; promoting the use of IT applications in management, inspection and supervision; ...

Need to strictly punish violating officials

The report on anti-corruption work said that the entire inspection sector has carried out 322 administrative inspections at 720 units. Through inspection, 350 inspected units were found to have violated with the amount of violation and recommended handling of 69.027 billion VND; discovered violations and recommended handling related to 94,560.17m2 of land. 15.830 billion VND was recovered to the budget, reaching 83.9%, 10,459m2 of land was recovered, reaching 100%. Through inspection, 30 organizations and 110 individuals with violations were also recommended for administrative handling.

Through inspection, budget appraisal, settlement examination, budget revenue and expenditure control, and investigation, prosecution, and trial work of sectors and levels in the province, the total value of violations was discovered to be 291,977 billion VND (down 25.3% compared to the same period in 2016).

Agencies and units must implement regulations on publicity and transparency of operations, especially in areas such as: construction investment management, public asset procurement and basic construction; state budget finance; mobilization and use of people's contributed assets; land use management, etc.

Commenting on the report, delegates said that in the section on existing problems and limitations, it is necessary to point out the causes and explain clearly. Based on the reality gained during monitoring and contacting voters, delegates said that it is necessary to promote community monitoring activities. At the same time, there must be sanctions to strictly handle officials who violate the law; strengthen inspection, examination and supervision to promptly detect cases...

In addition, delegates suggested that it is necessary to introduce deterrent and preventive sanctions in key areas such as public asset management, land management, and personnel work.

Regarding the report on the results of citizen reception and complaint settlement, delegates suggested adding some contents such as: title, report layout; causes of existence; results of evaluation of citizen complaints in court, the role of lawyers in resolving complaints; strengthening propaganda and explanation for people to have correct awareness of the Law on Denunciation;...

Concluding the review meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong accepted the opinions and contributions of the delegates attending the meeting to develop and complete the reports; at the same time, requested the Provincial People's Committee to direct the advisory agencies to continue editing the layout, supplementing and correcting the data, in which the solutions must be clearer, thereby completing the submission, draft and related documents to be presented at the upcoming 5th Session of the Provincial People's Council.
