(Baonghean.vn) - The Provincial Party Standing Committee has just issued Regulation No. 20-QD/TU on title standards and evaluation criteria for cadres under the management of the Provincial Party Standing Committee.

Regulation No. 20-QD/TU of the Provincial Party Standing Committee replaces Regulation No. 3702-QD/TU, dated July 9, 2020 of the Provincial Party Standing Committee, to create consistency, unity, and synchronization with new documents of the Central and the province on personnel work such as: Regulation No. 80-QD/TW dated August 18, 2022 of the Politburo on decentralization of cadre management and appointment and introduction of candidates; Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo on the list of titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level; Circular No. 12/2022/TT-BNV dated December 30, 2022 of the Ministry of Home Affairs on guidance on job positions of leading and managing civil servants; shared professional skills; support and service in administrative agencies and organizations and shared professional job titles; support and service in public service units and Regulation No. 18-QD/TU, dated November 1, 2022 of the Provincial Party Standing Committee on decentralization of cadre management and appointment and introduction of cadres for election.

The regulation clearly states the general standards on political ideology, ethics, lifestyle, professional qualifications, capacity, prestige, health, age, work experience and specific standards for each position of cadres under the management of the Provincial Party Committee Standing Committee; in which, it clarifies the standards on political theory level and state management level: must "Have a diploma of advanced political theory or bachelor of politics or have a certificate of equivalent advanced political theory level from a competent authority" and "Hold the rank of senior specialist or equivalent or higher". Accordingly, when considering the appointment and introduction of cadres to run for leadership and management positions under the management of the Provincial Party Committee Standing Committee, it is necessary to require cadres to have been appointed by competent authorities to hold the rank of senior specialist or equivalent or higher.

In addition to the titles already included in the previous Regulation 3702-QD/TU, this Regulation adds specific standards for a number of new titles, including: Head, Deputy Head of the National Assembly Delegation working full-time in the province, Secretary of the Provincial Party Committee Secretary and Member of the Provincial Party Committee Inspection Committee; at the same time, rearranges the order of a number of titles and positions according to the ranks prescribed in Conclusion No. 35-KL/TW of the Politburo.

In addition, the Regulations specify a number of special cases in which title standards are applied when appointing and introducing candidates, such as:

- Cadres transferred or rotated from other places do not necessarily have to meet the standard of "having undertaken and completed well the tasks of the direct subordinate leadership position";

- When considering the appointment and introduction of candidates for the position of Deputy Secretary of the Provincial Youth Union or for cadres working in the armed forces or state-owned enterprises, it is not necessary to ensure the standard of "Holding the rank of senior specialist or equivalent or higher".

- Special cases shall be considered and decided by competent authorities..

Regulation No. 20-QD/TU of the Provincial Party Standing Committee takes effect from the date of issuance (March 28, 2023) to create unity and synchronization in the process of implementing personnel work and managing the staff; as a basis for planning, training, fostering, evaluating, rotating, appointing, and introducing candidates; contributing to improving the quality of personnel work, building staff at all levels, especially at the strategic level, to meet the requirements and tasks in the new situation.

Party committees, party organizations, agencies and units shall base on this Regulation to specify standards for cadre titles, evaluation criteria and classification of cadres according to the management hierarchy of the industry and locality and in accordance with the characteristics, conditions and practices of the locality, agency and unit.
