Nghe An: Arrested a group of black credit lenders who posted photos defaming debtors on Facebook

(Baonghean.vn) - On December 27, the Criminal Police Department, Nghe An Police, announced that the unit has just decided to prosecute the case, prosecuting two subjects Le Thi Huyen Trang (born in 1986, residing in Hung Chinh commune, Vinh city) and Phan Van Thinh (born in 1993, residing in Hung Dao commune, Hung Nguyen district) for the act of lending at high interest rates in civil transactions.

According to police documents, this “black credit” lending line has been operating since late 2018 under the direction of Le Thi Huyen Trang. In 2018, Trang opened Hoang Linh Financial Services Company on Nguyen Sinh Sac Street, Vinh City.

Disguised as a financial consulting firm, the lending organization page “black credit” with an interest rate of 3,000 - 5,000 VND/1 million/1 day. In 2019, Trang transferred the documents and books to work at home and converted the store to a pharmacy business to deceive the police.

Working for Trang is Phan Van Thinh. Thinh is assigned to record, look after the books and collect debts. When debtors do not pay on time, Thinh goes to their homes and workplaces to threaten them and spreads images on social media.

After a period of establishing an investigation project, at the end of December 2020, the Criminal Police Department issued a decision to crack the case, detained Trang and Thinh in an emergency, and searched their residences. The police force seized 30 debt books, hundreds of loan commitment contracts, personal documents such as ID cards, household registration books, vehicle registrations of the debtors, 3 phones, and 1 laptop.

Initially, the police determined that Trang lent money to 6 people, illegally profiting nearly 1 billion VND.
